States that contractors will not be able to bill separately for any new office required during the contract; can the government provide the number of new offices (C & G) opened by year in the last 5 years?

2. Alerts.
Question #3 and #4 in Amendment 4 state that there were approximately 256,000 alerts generated last year, and that this equates to approximately 11.4 alerts per participant over the past year. The Participant Days by Fiscal Year table included in Amendment 4 shows that there were an average of about 6300 participants wearing GPS units last year. This data would suggest that the annual alerts per participant is about 40 (256,000 divided by 6300). Can you please clarify? Can you provide further explanation of the 256,000 alerts and describe how you are defining the term “alert”? Does “alert” refer only to GPS equipment (as stated in the SOW on page 45)? The information concerning the number of alerts and the alerts per participant were provided by the vendor. The Government does not keep records of this information.

Please confirm that the contractor will be eligible for a price adjustment under the contract in the event of changes to the SCA Wage Determinations for covered positions.
Any price adjustments will be subject to FAR 52.222-43.

For FS and TO office types - who is responsible for transitioning the monitoring devices or obtaining new voice prints for voice recognition for technology only participants? The incumbent would be responsible for removing old equipment and the winning contractor would be responsible for assigning/attaching new devices/enrolling in telephonic reporting systems. This includes those participants assigned to the TO component

For TO only office types – who is responsible for transitioning the monitoring devices or obtaining new voice prints for voice recognition for technology only participants? The Government will be responsible for retrieving incumbent devices and re-assigning winning contractor devices during the 60-day transition period. The Government will require contractor assistance be available to assist/aid in technology transition due to potential unfamiliarity with new systems and equipment.

AMEND 4 Q&A #58 answer stated that a transition plan/approach similar to ISAP II would be preferred. Can the government provide a brief overview of how that transition was executed with respect to government requirements (such as phase in geographic region by region or city by city)? As participants appear for scheduled office visits, they would be referred to the winning contractor. This eliminates the needs to call in participants and disrupt their schedules significantly as they were already planning on reporting.
This is done simultaneously nationwide at every location.
