CLARIFICATION OF QUESTIONS for Solicitation HSBP1014R0002A
Request for clarification #1
Please clarify your response to Industry Question #3 which asks:
Question: Can you please clarify what constitutes a “strong affiliation with an accredited college and/or university”? Do you require that program faculty currently work with an accredited college and/or university as faculty? Or will extensive experience working as staff and now currently as a leadership program contractor for an accredited college and/or university suffice? (Page 7, Section 3.3.1)
Answer: The primary contractor must be an accredited college and/or university. However, the faculty do not need to be currently working at the college/university.
The PWS section 3.3.1 requires a strong affiliation with an accredited college and/or university. Further, the NAICS code used for this solicitation is 611430 “Professional and Management Development Training” not 611310 “Colleges, Universities or Professional Schools”.
Please confirm the government’s requirement is that the prime contractor has the infrastructure and on-board bench strength to adapt quickly to the changing needs of CBP and the participants and has a strong affiliation (i.e. partnership, subcontract and/or signed Teaming Agreement) with an accredited University or College as stated in the solicitation PWS and Government identified NAICS code.
Request For Clarification #2
The updated Pricing Schedule Attachment 4 has multiple student numbers listed (SLIN) for each ITEM. When providing the price should the contractor price each SLIN for one cohort or for all three cohorts? Also ITEM 10 does not have a number next to the description, but all other ITEM descriptions have 1, please clarify.
Each cohort will have 25-40 participants. The updated pricing schedule asks for the cost per student if there are 25 students, 26 students, 27 students, etc. It is done this way to allow for economies of scale (e.g., it may be cheaper for the vendor to provide the program to 35 students than it is for 25 students). Each cohort will be treated as a separate delivery order. When a cohort is selected, CBP will use this schedule to determine the price of the program and issue a delivery order for that cohort.
ITEM 10 should be 1.000 (see attached revised price schedule)
