Additional Clarification Questions for HSBP1014R0002A

Pg. 7; Question 7

Section 4.4.2 of the RFP states that, “Session should be 10 hours in length (including lunch), Monday through Thursday and six hours in length on Friday.” Does the 10 hours include the two-hour evening session? Does this two-hour evening session refers to the same content to be provided by CBP as stated in Section 4.4.5?

No, the 10 hours do not include the evening sessions stated in Section 4.4.. A typical day would run 8:00 – 5:00 with one hour for lunch. Dinner would be from 5:00-6:00, then there may be an evening session sponsored by CBP that goes from 6:00 – 8:00.

On Friday, the session would run from 8:00 – 12:00. Lunch does not need to be included on Fridays.

Contractor interpretation: This answer indicates that the 10 hours does include the 2 hour evening session and lunch which means that there are only 7 hours of classroom time total.

Pg. 13; Question 5

Section 4.4.2 states, “Sessions should be ten hours in length (including lunch), Monday through Thursday and six hours in length on Friday.” Are the evening sessions mentioned in section 4.4.5 included as session instruction time?

No, the 10 hours do not include the evening sessions stated in Section 4.4.. A typical day would run 8:00 – 5:00 with one hour for lunch. Dinner would be from 5:00-6:00, then there may be an evening session sponsored by CBP that goes from 6:00 – 8:00.

On Friday, the session would run from 8:00 – 12:00. Lunch does not need to be included on Fridays

Contractor interpretation: This answer appears as though it might be incomplete.

However, in its current form, this answer seems to indicate that the 2 hour evening sessions would be in addition to the 10 hour sessions which would yield 9 total hours of instruction time Monday through Thursday, with 2 hour evening sessions that are separate.

Pg. 29; Question 22

4.0 Deliverables 4.4.2 - 4.4.3 10 In section 4.4.2, the SOW says classroom training “sessions should be ten hours in length (including lunch), Monday through Thursday and six hours in length of Friday.” Section 4.4.3 says “lunch will be for one hour.” Does this mean classroom contact hours will be 9 hours Monday through Thursday and 5 hours on Friday for a weekly total of 41 hours in a five day week and a total of 205 contact hours over the 25 day CBP Leadership Institute program?

A typical day would run 8:00 – 5:00 with one hour for lunch. Dinner would be from 5:00- 6:00, then there may be an evening session sponsored by CBP that goes from 6:00 – 8:00. On Friday, the session would run from 8:00 – 12:00. Lunch does not need to be included on Fridays

Pg. 29; Question 23

4.0 Deliverables 4.4.5 10 “Contractors will be expected to host evening sessions conducted by CBP executives and staff lasting no more than two hours per session.”

Will these two hour sessions be part of, or in addition to, the 10 or 6 hours classroom training sessions and what is the total number of these evening sessions the contractors should be prepared to host each week?

A typical day would run 8:00 – 5:00 with one hour for lunch. Dinner would be from 5:00- 6:00, then there may be an evening session sponsored by CBP that goes from 6:00 – 8:00. On Friday, the session would run from 8:00 – 12:00. Lunch does not need to be included on Fridays

Contractor interpretation: The responses to the two questions immediately above, in tandem, seems to indicate that there are 9 hours of classroom time plus 2 hours for evening sessions and 1 hour for lunch.

1. Is having an accredited college or university as a significant subcontractor to a professional learning organization enough to meet the requirement stated in the Q&A that “the primary contractor must be an accredited college and/or university”?

No.

2. Given that an extensive amount of questions and answers were released only 1 week prior to the proposal deadline, will CBP consider extending the proposal deadline by 1 week to allow Offerors to incorporate new information into their proposals?

No.

I received the Q and A on this solicitation, but remain uncertain as to whether each day of the program is intended as 10 hours of university instruction PLUS CBP evening sessions (which the university would simply *host*) or whether the day is to be 10 hours total with, say, 8 hours of university instruction plus 2 hours of CBP evening sessions.

We also remain uncertain as to whether it is your intention the contractor administer (and pay for) the 360 degree assessment or will CBP administer OPM 360?

The contractor will pay for and administer the 360 degree assessment.
