Amendment 0002 (Question & Answer)

Question (1): Is there a chiller attached to the cooling tower in the building in Grand Marais, MN?

Answer (1): There is no cooling tower listed for Grand Marais. The cooling tower in Warroad was identified incorrectly. Please see the revised Attachment 1B Equipment List (rev 1) which corrects the equipment designation for item line 243 at Warroad from “Water Tower” to “TPU” (terminal package unit).

Question (2): Is the intent to have the Contract Manager, Quality Control Manager and the Service Manager to be within close proximity to the locations of the properties as listed in the solicitation? This seems to be an “overkill” regarding the travel time and costs involved over this five state area. We certainly understand the need for the Service Manager to be somewhat local to this five state area. However, is there really a need to have the Contract Manager and Quality Control Manager within these five states? This requirement will certainly cost the Government a lot of additional money.

Answer (2): Please see Section C.6.1 of the revised Attachment 1 Performance Work Statement (rev 1) which removes the requirement associated with the location of the contract manager, QC manager, and service manager. The offeror’s staffing and organizational structure should be discussed as part of the management factor of their proposal as detailed in the RFP.

Question (3): Please define the coefficient in more detail, if possible. Is the intent of the coefficient to capture all “overhead” costs of the Contractor which would be placed on top of the direct repair costs? The direct costs could include subcontract costs, parts, materials, etc.

However, is the coefficient cost to include the labor costs of the Contractor (including burden, overhead and profit)?

Answer (3): Please see page 30 of the RFP (Addendum to FAR 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (APR 2008), 8, 5, (c)) for further detail on what is to be included as part of the offeror’s coefficient.

Question (4): Assuming that this is the intent of the “coefficient”, is there a need to have a cost breakdown for regular work hours and a differentiation for after hours, weekend and holidays versus regular hours?

Answer (4): The offeror is to propose one coefficient per term. The coefficient will be used for pricing purposes regardless of when the work occurs (normal hours, after hours, weekend, holiday, etc.).

Question (5): If a Contractor chooses to use direct in house labor and also chooses to use a subcontractor for remote locations, can a different “coefficient” be used for direct labor versus subcontractor labor?

Answer (5): No. The same coefficient is to be used.

Question (6): How are travel costs to be included in the “coefficient”? If you do not know the mileage of the drive time necessary for the work order? Are we to use a cost per mile?

Answer (6): Travel costs of the subcontractor are not assumed to be part of coefficient.

The subcontractor’s travel costs are assumed to be included as part of their direct costs.

Travel costs, if any, of the prime contractor are to be included as part of the coefficient.

Question (7): Will there be any office space made available for the Contract Manager, Quality Control Manager and the Service Manager?

Answer (7): No. See Section C.3.1.3 of the performance work statement.
