L.14 SITE VISIT INSTRUCTIONS

In accordance with Clause 52.237-1, Site Visits , potential offerors may visit sites where services are to be performed to inspect for the purpose of developing a proposal for this solicitation. The Tucson, AZ, San Angelo, TX and Jacksonville, FL branches were selected for the following reasons:

Tucson, AZ: Operational branch with the most aircraft assigned; most flight hours of any branch; 7x24 hour operation; current location for UH60 720 hour inspection program and NVG inspection/repair shop.

San Angelo, TX: Operational branch with current location of the C12 & C550 National Aviation Maintenance Program, the aircraft Modification Center and the Aviation Life Support Equipment inspection/repair shop.

Jacksonville, FL: Operational branch with the current location of the Sensor and Electronic Repair Facility (SERF) shop.

Offerors must coordinate their visit with each applicable branch Aviation Maintenance Officer (AMO). The AMO will accompany each group of visitors on their site tour, and will answer questions as allowable considering proprietary information of the current contractor. Offerors may perform site visits to the Tucson and San Angelo branches during the weeks of March 10th and 17th. Visits to Jacksonville will have to be conducted during the week of March 17th only.

Specific visitor information for each branch:

Tucson, AZ: Point of Contact (POC) is Charlie Chambers, charles.chambers@dhs.gov, Phone (540)584-2432.

Offerors will need to provide visitor names and visit date. Visitors will be met by him at the Davis-Monthan AFB Visitor Center and then be escorted to the branch.

Solicitation: HSBP1008R1139, Amendment A0001 National Aircraft Maintenance and Logistics Support

QUESTIONS AND ANSWERS

1. Reference: Appendix 1 of the PWS and Section L of the Solicitation

Discussion: The PWS only shows projected lay-down and flying hours for FY2009, referencing FY08 flight hour requirements per aircraft. Without indication of the CBP's projected flying hours per aircraft for each year of this 10 year contract, it is impossible to estimate FFP costs for the life of the contract. Section L of the Solicitation states the offeror shall provide separate cost breakdowns , however, no where in the Solicitation does the Government identify labor categories or other breakdowns that would enable offerors to provide a competitive pricing, even if the Government's objective is to buy Power by the Hour /PBL.

Question: Will the Government provide projected flying hours per aircraft for each year of this contract, or, can the pricing requirements of the proposal be limited to pricing for FY09 only? In addition, will the Government provide current labor categories, and maintenance and logistics man hour levels supporting FY08 flying hours per aircraft? This data is necessary to establish an appropriate competitive landscape for the cost proposal.

Answer: Given the nature of Customs and Border Patrol's (CBP) mission, it is impossible for CBP to project flight hours for each year of this contract. Once awarded, it is the Government's intent to provide the Contractor with the flight hours and aircraft assignments for the upcoming period of performance to enable the Contractor to adjust accordingly.

With regards to labor categories and man-hour levels supporting FY08 flight hours per aircraft, the Government will not provide this information as it is considered proprietary to the incumbent Contractor. It is the responsibility of offerors to determine and propose the required staffing levels, labor categories, and man-hours in support of the Performance Work Statement.

2. Reference: Appendix 1 of the PWS

Discussion: In addition to the estimated flying hours question above being critical to an appropriate competitive landscape for the cost proposal, the Government's solicitation does not identify specific labor categories it expects to provide maintenance, logistics and information technology services. Neither does the Government provide any estimate for the relative hours it expects to be expended for scheduled and unscheduled aircraft maintenance functions. Additional to the FFP pricing issue, it is nearly impossible to formulate an effective management plan without the Government's estimate on the numbers of labor categories and maintenance man-hours it expects the Contractor to expend over the contract period of performance.

Question: Will the Government provide specific labor categories and the estimated scheduled maintenance man-hours it expects for this solicitation in order for offerors to provide accurate FFP pricing data and management plans? Also, will the Government provide historical unscheduled maintenance man-hours, either gross or by aircraft and sub-system, the incumbent expended over the course of the current contract period of performance?

Answer: As stated in the answer to Question 1 above, the Government will not provide information related to labor categories as this information is considered proprietary to the incumbent Contractor, nor will the Government provide estimated scheduled maintenance man-hours or historical unscheduled maintenance man-hours expended by the incumbent over the course of the current contract. It is the responsibility of offerors to determine and propose the required staffing levels, labor categories, and man hours in support of the Performance Work Statement.

3. Reference: Appendix 1 of the PWS and Attachment 7 of the Solicitation

Discussion: Paragraph C.1.1.2 of the PWS states aircraft are supported at approximately 50 locations in the Western Hemisphere However, nowhere in the Solicitation, including in Attachment 7, does the Government identify as to where those locations may be, nor an expected level of pricing, such as given in the DOL WD for CONUS sites. It is important for offerors to know where it might place its employees OCONUS in order to comply with Foreign Host labor and taxation requirements.

Page: 3

Question: Will the Government provide specific pricing data, labor and taxation information for possible OCONUS locations in order for offerors to provide accurate FFP pricing data?

Answer: CBP does not foresee any permanent OCONUS bases of operation at this time. OCONUS operations are currently supported with temporary duty assignment personnel on an as required basis. The Government does not see the relevancy of the requested information as any OCONUS maintenance is most likely to be supported with labor provided under the cost reimbursable Contract Line Items (CLINs) titled Aircraft Maintenance and Logistics Support (Excluding Program Management).

4. Reference: Solicitation sections L and M

Discussion: Neither Section L nor M specifies page restrictions for the offeror's proposal.

Question: Does the Government plan to revise the Solicitation to require page limitations to either of the volumes required in the referenced Sections?

Answer: No.

5. Reference Clause B.2, page 24

Comment: It states there is an Operational Performance Incentive Fee Matrix shown in Tab 5 of Attachment 5.

Question: Where is Tab 5 of Attachment 5 located?

Answer: Tab 5 (Operational Performance Incentive Fee Matrix) can be found in Attachment 2 (QASP). Clause B.2 has been revised to correct this discrepancy.

6. Reference Clause B.2, page 24

Comment: It states to see Tab 8 of Attachment 5 (Government Aircraft Inspections).

Question: Where is Tab 8 of Attachment 5 located?

Answer: Tab 8 (Government Aircraft Inspections) can be found in Attachment 2 (QASP). Clause B.2 has been revised to correct this discrepancy.

7. Reference Standard Form 33/Block 9

Question: Request a 30-day extension for proposal submission to accommodate research and development time required to complete the site survey visits and review/analyze the technical library data provided.

Answer: Request denied. The Government feels that the time allowed for proposal submission is sufficient.

8. Question: Can you furnish us with a list of interest parties with whom we may inquire for marketing purposes, particularly in the areas of logistics support?

Answer: The Government does not have the requested list of interested parties available for this procurement.

9. We are registered on the CCR and would like to inquire if we are eligible to respond or will we require an IFB at this time?

Answer: The Solicitation has been posted to receive Proposal Responses from any interested offerors.
