About this file
This is a Hurricane Sally Infrastructure Repair Program Agreement executed by Escambia County, Florida, documenting the partnership for recovery efforts related to Hurricane Sally damage sustained in September 2020. The agreement establishes the framework for Escambia County to receive Community Development Block Grant-Disaster Recovery (CDBG-DR) HS004 funding from the U.S. Department of Housing and Urban Development (HUD) to design and construct a new Escambia County Area Transit (ECAT) facility at 100 Clarinda Lane, Pensacola, Florida. The project encompasses a single-story, approximately 55,000 square-foot complex comprising an Administration Building, Bus Wash, Fuel Depot, and Maintenance Building, all constructed to Enhanced Hurricane Protection Area (EHPA) specifications. The facility will support fixed-route transit services, ADA and Transportation Disadvantaged paratransit services, serve as an Emergency Operations Distribution Center, and function as an emergency shelter during catastrophic events while incorporating regional stormwater management to mitigate area flooding. The contract was executed on April 29, 2024, with final signatures completed by May 2, 2024.
The agreement incorporates Section 3 of the Housing and Urban Development Act of 1968 compliance requirements, mandating that employment and economic opportunities be directed to low and very low-income persons to the greatest extent feasible. Contractors must establish minimum numeric goals requiring 25 percent of total project hours be worked by Section 3 workers and 5 percent by Targeted Section 3 workers. The selected architectural and engineering firm must obtain comprehensive insurance coverage including worker's compensation at statutory limits, general liability of $1,000,000 per occurrence/$2,000,000 aggregate, business auto liability of $1,000,000, and professional errors and omissions coverage of $1,000,000/$2,000,000. The procurement is subject to evaluation criteria emphasizing experience with public mass transit facilities (40 points), personnel qualifications (20 points), personnel availability (30 points), and performance in avoiding change orders (10 points), with proposals limited to 20 pages excluding vendor submission documents.
