Conceptual Site Plan Summary

This is a conceptual site plan document for the Escambia County Area Transit (ECAT) facility project in Pensacola, Florida. The plan depicts the layout of a new approximately 55,000 square-foot transit complex located at 100 Clarinda Lane, designed to support fixed-route and paratransit services while serving as an emergency operations center. The site plan illustrates four primary functional areas: an Administration Building, Maintenance Bays, a Fueling facility, and a Bus Wash station, arranged to optimize operational efficiency and service delivery. The facility will be constructed to Enhanced Hurricane Protection Area (EHPA) specifications to ensure resilience and enable its use as an emergency shelter during catastrophic events. The project also incorporates regional stormwater management infrastructure to mitigate area flooding. Professional architectural and engineering firms are being solicited to provide design and limited construction administration services, with a pre-solicitation meeting scheduled for January 29, 2026, questions due February 12, 2026, and proposals due February 20, 2026, at 1:00 p.m., submitted electronically through the Vendor Registry portal.

This federally funded project is financed through Community Development Block Grant-Disaster Recovery (CDBG-DR) HS004 funds from the U.S. Department of Housing and Urban Development (HUD), allocated as part of Escambia County's recovery efforts from Hurricane Sally's September 2020 damage to the existing ECAT facility. The procurement is subject to Section 3 of the Housing and Urban Development Act of 1968, requiring that 25 percent of total project hours be worked by Section 3 workers and 5 percent by Targeted Section 3 workers. Selected firms must maintain comprehensive insurance coverage including general liability of $1,000,000 per occurrence/$2,000,000 aggregate, business auto liability of $1,000,000, and professional errors and omissions coverage of $1,000,000/$2,000,000. Evaluation criteria for proposals include experience with public mass transit facilities (40 points), personnel qualifications (20 points), personnel availability (30 points), and performance in avoiding change orders (10 points), with shortlisted firms potentially invited for interviews before final award recommendations to the County Administrator and Board of County Commissioners.
