About this file
This is a preliminary site layout document for the Escambia County Area Transit (ECAT) facility design update prepared by the Escambia County Board of County Commissioners in response to Hurricane Sally damage. The document outlines the comprehensive program requirements for a new single-story, approximately 55,000 square-foot ECAT complex located at 100 Clarinda Lane, Pensacola, Florida, consisting of four main components: an Administration Building, Bus Wash facility, Fuel Depot, and Maintenance Building. The facility design accommodates a fleet of 135 buses with capacity metrics including 27 buses per hour fueling operations across 4 stations, bus washing of the entire fleet daily, and 4 bus bays with 14 van bays for maintenance activities. Program components include fleet parking, private vehicle parking, administration and support areas with open and private offices, dispatch operations, driver facilities with lockers and training areas, maintenance bays for large fleet vehicles and vans, parts storage, electrical and mechanical support, and county vehicle maintenance areas. The preliminary layout incorporates route management considerations, frequency analysis, schedule integration, and site access points for both pedestrians and vehicles. Maintenance activities encompass scheduled periodic work, daily operations, warranty service, bodywork, brake repair, diagnosis and repair, tire service, lubrication, component overhaul, and painting. A pre-solicitation meeting was scheduled for January 29, 2026, with questions due by February 12, 2026, and proposals due by February 20, 2026.
The facility is designed to Enhanced Hurricane Protection Area (EHPA) specifications enabling it to function as an emergency operations distribution center and emergency shelter during catastrophic events while incorporating regional stormwater management to mitigate area flooding. Professional Architectural and Engineering Firms must provide design and limited construction administration services with at least one registered Florida architect and one civil engineer knowledgeable in local, state, and federal regulations. Proposals will be evaluated on experience with public mass transit facilities (40 points), personnel qualifications (20 points), personnel availability (30 points), and performance in avoiding change orders (10 points). The project is funded through Community Development Block Grant-Disaster Recovery (CDBG-DR) HS004 funds from the U.S. Department of Housing and Urban Development (HUD) representing recovery efforts from Hurricane Sally in September 2020. The procurement is subject to Section 3 of the Housing and Urban Development Act of 1968, requiring that 25 percent of total project hours be worked by Section 3 workers and 5 percent by Targeted Section 3 workers. The selected firm must obtain comprehensive insurance coverage including worker's compensation at statutory limits, general liability of $1,000,000 per occurrence/$2,000,000 aggregate, business auto liability of $1,000,000, and professional errors and omissions coverage of $1,000,000/$2,000,000, with contract award on an "all-or-none total" basis.
