Defense Counterintelligence and Security Agency Background Investigation Fieldwork Services Acquisition
Solicitations HS002122R0002 and HS002122R0003 Amendment 04
17 READING ROOM REGISTRATION
The Government will open secure reading rooms (RRs) where potential Offerors will have controlled, read-only access to background investigation policies, procedures, historical data, and other mission-specific information not available in the public domain.
Reading rooms will be available by appointment exclusively at the following physical locations.
Virtual access will not be available.

Contractors are invited to register up to two (2) representatives of the Contractor and/or proposed subcontractor per one-day RR visit at one time (in a single location or across locations) by submitting the attached registration form and up to two (2) non-disclosure agreements (NDAs) (one per representative) to dcsa.quantico.bi.mbx.dcsa-bi-recompete-vrr@mail.mil. The RRs will be available from April 11, 2022 to May 6, 2022, Monday through Thursday, from 8:00 a.m. to 3:00 p.m. ET. (No access will be provided on Fridays.)
Contractors may request a maximum of two (2) consecutive “entire day” timeslots per registration submission (e.g., Monday and Tuesday, Thursday and Monday). Contractors may choose to register the same two (2) individuals for both days, or two (2) distinct pairs of individuals for each day. (E.g., Representatives A and B will visit the RR on Monday, and Representatives C and D will visit the RR on Tuesday.) Registration information and NDAs must be submitted for all RR visitors. On or after the final day of a Contractor’s scheduled appointment, the Contractor may submit a second registration form requesting additional access. Requests must be submitted at least 72 business hours in advance of arrival and a picture ID will be required for building access. DCSA BI Fieldwork 17 Reading Room Registration HS002122R0002/R0003 as soon as possible. (Notwithstanding this 72-business-hour requirement, the Government anticipates it will be able to accommodate requests received April 6 for access on April 11.)
Due to ongoing COVID-19 protocol, space within each RR will be limited to five (5) Contractor representatives at a time (representing up to five (5) distinct companies). If there is insufficient capacity to accommodate a Contractor’s representative(s) at the requested time and location, the Government will contact the Contractor with alternative options. The Government will ensure RR availability to Contractors that submit valid registration requests by close of business on Wednesday, April 20, 2022, but early submission is highly recommended to improve the likelihood of receiving a preferred appointment time and location.
Each representative will have access to a Government-provided laptop with which to review documentation. Representatives may take notes on paper or their own laptops but will not be able to transmit data to or from the Government laptops. Moreover, Offerors are not permitted to attach external hard drives or thumb drives to the Government laptop, or use photographic equipment to capture on-screen text or images. The Government will have observers on-site to ensure compliance with these rules.
