IDIQ Contract PWS
Defense Security Service Consultation, Facilitation, Leadership Alignment and Strategic Collaboration
Indefinite Delivery Indefinite Quantity Performance Work Statement
Part 1
General Information
1 General: This is a non-personal services Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide Consultation, Facilitation, Leadership Alignment and Strategic Collaboration (ConFLASC) support services to the Defense Security Service (DSS). The Government shall not exercise direct supervision or control over the IDIQ contract service providers performing the services herein. Such IDIQ contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and services necessary to perform these services as defined in this Performance Work Statement (PWS) except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this IDIQ contract.
1.2 Background: This requirement is to provide the Government with the performance objectives to support the DSS enterprise with ConFLASC.
1.3 Objectives: The objective of this PWS is to define a broad range of inter-related CONFLASC support services in support of the mission and support elements for the DSS enterprise. This IDIQ contract supports all of the DSS operations, streamlining the CONFLASC functions across the enterprise. Aside from accomplishing these tasks separately, as they are described in individual PWS’, the Contractor is expected to take an integrated, process-oriented approach that will result in standardized, repeatable process improvements that maximize the use of CONFLASC services to effectively utilize resources throughout the agency.
1.4 Scope: The scope of this effort includes management and leadership support under four functional areas:
consulting, facilitation, leadership alignment, and strategic collaboration. Within each of these four functional areas are specific high-level requirements requested by one or all of the participating DSS Directorates.
1.5 Period of Performance: The IDIQ contract will have a five year ordering period. Task Orders awarded under this IDIQ contract may have up to a one-year base period plus four one-year option periods. Any Task Orders awarded in the last year of the ordering period may have up to a one-year base period plus two one-year option periods.
1.6 General Information:
1.6.1 Quality Control: The Contractor shall develop and maintain an effective Quality Control Program to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s Quality Control Program is the means by which the Contractor assures that the work complies with the requirement of the IDIQ contract. The Contractor’s Quality Control Plan shall be delivered 30 days after date of Task Order award to the Contracting Officer Representative (COR); a Quality Control Plan is not required to be submitted for the IDIQ contract. Comprehensive written Quality Control Plan shall be submitted to the COR within five working days when changes are made thereafter. After acceptance of the Quality Control Plan the Contractor shall receive the COR’s acceptance in writing of any proposed change to the quality control system.
1.6.2 Quality Assurance: The Government shall evaluate the Contractor’s performance under this IDIQ contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.6.3 On-Site Working Conditions, Holidays and other Closures:
1.6.3.1 DSS facilities are smoking restricted workplaces. Due to the nature of the work, facilities, and requirements, Contractor staff may only smoke outside in designated smoking areas.

When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

The CO, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the CO will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues.

The COR is not authorized to change any of the terms and conditions of the resulting order.
1.6.10 Key Personnel: All Key Personnel requirements will be established at the individual Task Order(s).

The Contractor is required to completely fill in all required data fields using the following web address:
http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with the first year of Task Order performance. Contractor may direct questions to the help desk at: http://www.ecmra.mil.
1.6.12 Identification of Contractor Employees: All IDIQ contract personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by Contractor are suitably marked as Contractor products or that Contractor participation is appropriately disclosed. All personnel will be required to obtain and wear badges in the performance of this IDIQ contract when located at a DSS location.
1.6.13 Contractor Travel: Contractor may be required to travel within CONUS and within the National Capital Region (NCR) during the performance of this IDIQ contract to attend meetings and events. All travel requires Government approval/authorization and notification to the COR.
All travel within 100 miles of the NCR is included in the price of this IDIQ contract. When movement of Contractor personnel is required locally (i.e., Metro) costs will be borne by the Contractor. The Government will reimburse the Contractor for all other travel outside the 100 mile limitation that was authorized in advance by the CO, for reasonable travel related expenses.
The Contractor shall be reimbursed for actual allowable, allocable, and reasonable travel costs incurred during performance of this effort in accordance with the FAR 31.205-46 "Travel Costs." Requests for approval of costs in excess of maximum per diem rates in accordance with the procedures contained in FAR 31.205-46(a)(3) must be submitted to the CO for final approval prior to commencement of travel.
1.6.14 Organizational Conflict of Interest: Contractor and Subcontractor personnel performing work under this IDIQ contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the CO immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the CO to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the CO and in the event the CO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the CO may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
1.6.15 Section 508 Compliance Statements: The Contractor shall support the Government in its compliance with Section 508 throughout the development of the system. Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d) requires when Federal agencies develop, procure, maintain, or use electronic information technology, Federal employees with disabilities have access to and use of information and data that is comparable to the access and use by Federal employees who do not have disabilities, unless an undue burden would be imposed on the agency.
