DARPA Physical Security Support Services Follow-Up Questions & Answers (April 19, 2018)
18. Initial Offeror Question/Recommendation:
Are proposed subcontractors required to submit a separate “sealed” Volume II Price/Cost and Other Information? If yes, is there any information in the Section L instructions that would not be required of the subcontractor (i.e. an executed copy of the solicitation cover page)?
Initial Government Answer:
No, proposed subcontractors are not required to submit a separate “sealed” Volume II Price/Cost and Other Information. However, see revised Price/Cost sections (L-8.1vii and M-6) in RFP addressing this.
An executed copy of the solicitation cover page would not be required in a subcontract proposal sent directly to the Government.
Revised Government Answer:
No, proposed subcontractors are not required to, and shall not, submit a separate “sealed” Volume II Price/Cost and Other Information. However, see new revised Price/Cost sections (L-8.1vii and M-6) in RFP re-addressing this.
Follow-Up Questions Regarding Question 18; Section L-8.1 vii; and M-6:
1. There is some ambiguity as to whether or not the government is requiring the offeror to submit pricing for its subcontractor(s) under the Firm-Fixed price proposal. Can the government please clarify if subcontractors need to submit anything under this firm fixed price proposal if the prime offeror addresses reasonableness and realism in its prime price proposal?
Answer: Subcontractors do not need to submit anything under this firm fixed price proposal.
2. The government has provided the offeror with 3 excel worksheets that need to be completed. Should the subcontractor submit those excel worksheets along with all of the data in sections L.8.1 and L.8.2? The rates the subcontractor provides are not necessarily the rates under the firm fixed price that will be used for the government’s evaluation.
Answer: No, subcontractors shall not submit anything directly to the Government.
3. In addition to the excel workbooks mentioned above, if a price proposal should be submitted for a subcontractor, can the government clarify what it should contain?
Answer: A price proposal shall not be submitted for a subcontractor.
