About this file

This is a Small Procurement solicitation document issued by the Maryland Department of Transportation (MDOT), specifically The Secretary's Office (TSO), for the renewal of REACT software maintenance services. The procurement is for manufacturer's software warranty and maintenance renewal for the REACT system in Fiscal Year 2026. The solicitation was issued on March 10, 2026, with a bid due date of March 13, 2026, at 2:00 PM EST. Questions regarding the procurement must be submitted by March 11, 2026, at 12:00 PM EDT. The work will be performed at MDOT's location in Hanover, Maryland (7201 Corporate Center Drive). The procurement is open to all registered vendors, and vendors may submit a Letter of Authorization (LOA) with their bids for consideration. The evaluation will be based on the most favorable bid price to the State, adherence to specifications, and compliance with special instructions.

The solicitation is classified as a Fixed Price procurement for manufacturer's software maintenance and is not designated as a Certified Small Business requirement. Vendors must be authorized resellers for REACT and are required to provide a screenshot of the manufacturer's suggested retail price (MSRP) with their bid. Bidders must be registered to do business in Maryland through the Department of Assessments and Taxation. Proposed pricing must remain valid for at least 120 days after the bid due date, and vendors must include per-year pricing for multi-year charges. Invoices should be sent to tsoapinvoices@mdot.maryland.gov and must comply with proper invoice requirements. One-time pricing items must be billed within 30 days of acceptance, while annual pricing items shall be billed annually beginning within 30 days of contract start, with subsequent invoices due on the anniversary date.
