This requirement is not brand new
4. What is the contract value?
The contract value can be found in SAM.gov under contract number HDEC0520P0033
5. Is there a designated landfill or disposal facility?
There is no designated landfill or disposal facility. It’s whichever landfill or disposal facility serves that area.

The SOW is on page 8 within the solicitation and is a separate attachment (see attachment list)
7. How would you like the quotation submitted?
Quotation submittal should be provided on pages 3-7
8. The Regular Pickup CLIN references “per month,” but the quantity shown appears consistent with 156 pickups per year. For evaluation, will the Government use the extended totals based on the quantities shown, or are you expecting a monthly total only?
The government will be utilizing the extended totals and monthly totals
9. The SOW capacity math appears inconsistent with the pricing schedule (e.g., SOW references 3,120 CY while the CLIN schedule references 2,496 CY). Which container capacity/quantity should we price and plan to provide?
This is indicating that the containers should not exceed 3,120 CY 8 cubic yard is fine as the SOW states two 10-cubic yard containers or a mix of containers not-to-exceed 3,120 cubic yards within a 12-month period.
10. Regarding the Trade Waste Removal License requirement, must the prime contractor hold the license, or may we satisfy this requirement through a licensed subcontractor (with license documentation included in the quote)? KO The subcontractor should be the one to hold the license
11. Are there any specific holidays excluded from service that offerors should plan for, or should we follow a standard DeCA holiday schedule? If the latter, can you point us to the applicable holiday list?
There are no excluded holidays. DECA does not have a standard holiday schedule
12. For extra pickups and missed pickups, is there a required call-in/log process (e.g., email confirmation, service ticket number, or other documentation procedure) for documenting requests and completion?
If extra pickups are required, the extra pickups would fall under the roll-offs CLIN and will be coordinated with the store director.
13. For missed pickups, does “within 24 normal working hours” mean the next business day (rather than 24 clock hours) when notification occurs after hours?
Missed pickups should occur the next business day and should be coordinated with store director.
14. For site access, is there a preferred entry gate, staging location, or time restrictions for contractor trucks at 115 White Ave?
Before performance begins on the contract, the contractor must coordinate with the Store Director.
15. Are there any notable changes to the scope of work compared to the prior award?

17. Does the commissary require front-load, rear-load, or side-load dumpsters?
While the SOW mentions "side access," the loading dock configuration may dictate the truck type.
18. Is the contractor required to provide all-new containers at the start of the contract, or are there existing government-owned or previous contractor containers that will remain on-site?
The Government does not own dumpsters, therefore new dumpsters will have to be provided prior to the start of the contract. Previous contractor will remove their containers.
19. What are the exact "normal business hours" of the Fort Hamilton Commissary to ensure pickups do not "interfere with normal commissary operations"?
Ft Hamilton normal business hours are 0930-1900 Tuesday through Saturday and 0930 – 1800 on Sunday, meaning if a pickup is done on Wednesday and Friday the pickup will have to be done before the commissary opens for patrons and on Mondays the store is closed for patrons but employees will be working. Again, time is at the discretion of the Commissary Officer once contract is awarded.
20. Section 6 mentions containers must be "thoroughly washed with steam, soap or detergent". Is there a mandated minimum frequency for this (e.g., quarterly or semi-annually), or is it entirely at the Store Director’s discretion?
Frequency to be determined by Commissary Director / Officer once contract is awarded
21. Is the contractor permitted to perform container cleaning/pressure washing on-post at the commissary, or must containers be swapped and cleaned at an off-base facility to comply with environmental runoff regulations?
Containers must be swapped
22. What specific background check or security vetting is required for drivers to obtain recurring access to Fort Hamilton? Driver must have a Real ID to access installation.
Once contract is awarded, the contractor will provide driver details to Commissary Director / Officer to obtain Access Pass.
23. Are there any weight or height restrictions for vehicles entering the installation or approaching the commissary loading dock area?
To be determined by installation
24. CLIN 0001 asks for both "Price per Pickup" and "Price per Month". Given that some months have 12 pickups and others have 13, should the monthly price be a flat 1/12th of the annual cost, or based on the actual number of pickups performed?
Pricing is at the discretion of the Contractor. However, the CLIN asks for both so that the Government can make the determination based on the estimates.
25. Is the contractor required to separate or report weights for recyclable materials (cardboard, plastic) as part of this contract, or is this solicitation for mixed municipal solid waste (MSW) only?

26. The solicitation requires compliance with New York State regulations. Will the government require proof of a current NYC Business Integrity Commission (BIC) License for commercial waste hauling to be submitted with the proposal or only upon award?
The license would need to be provided at the time of the award.
27. The CLIN specifies a base price for three tons. Is this weight limit per rental or an annual aggregate?
3 tons is about 2.14 cubic yards.
28. CLIN 0003 lists a quantity of "2" for roll-off rentals. Does "Each" refer to a single one-week rental period (including one drop and one pull), or does it refer to something else?
2 meaning two per year.
29. What documentation is required for the "Price per ton above the basic price" (CLIN 0003AA)? Will the government accept certified scale tickets from the transfer station?
If it is a certified scale ticket with the actual weight on it, the Government will accept that as a long as it matches the weight on the invoice in WAWF.
