ENCLOSURE 1:
QUESTION 1: Multiple questions were received regarding “Enclosure A – Solicitation Pricing Sheet” ‘Total Breakdown Price’ tab not working correctly.
ANSWER 1: This has been corrected. All offerors shall submit proposals utilizing “Enclosure A
– Solicitation Pricing Sheet Amendment 0003”.
QUESTION 2: First, it appears there's no place in the solicitation where it clearly states when the 70 mandatory locations are expected to go live, nor does it say that this is up to the contractor's discretion. It does mention the base year starting May 1, 2025, and that integration is expected within 30 days. So are we to assume that this means all 70 mandatory locations will begin delivery 30 days after award, or on May 1st, or are both these incorrect?
ANSWER 2: The solicitation states the contractor shall demonstrate positive proof of successful integration with the government’s eCommerce platform within 30 days after contract award and prior to deploying doorstep delivery capabilities to patrons. The contractor contractor shall begin peforming at the identified 70 mandatory locations no later than 31 days after contract Award.
QUESTION 3: What is the difference between 001 and 001AA? How would DECA like us to price these two CLINS?

QUESTION 4: Is line 001 for Mandatory Locations and Line 001AA for Optional Locations?

ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERORS - COMMERCIAL
PRODUCTS AND COMMERCIAL SERVICES (NOV 2023)
Government Objective:
Today, the Defense Commissary Agency’s (DeCA) 178 contiguous United States (CONUS), Alaska, Hawaii, and Puerto Rico commissary locations serve approximately 1.7 million eligible households out of a potential 3.4 million eligible patrons living within a 20-mile radius of the aforementioned commissary locations. DeCA currently generates $4.8B in total sales, up over 17% since 2020, with plans to reach $8B by 2028. Ecommerce orders compromise approximately 1% of commissary sales at store locations where delivery is currently available.
While not all eligible patrons will utilize a delivery service, a delivery option is expected by commissary patrons since delivery is commercially available at grocery retailers. In order to remain relevant and competitive, delivery is instrumental in growing DeCA's eCommerce business to 6% of total store sales, which is the industry average for grocers. DeCA’s current eCommerce capability picks, packs, and stages grocery orders for pick-up in the commissary parking lot.
DeCA seeks to provide convenient and affordable doorstep delivery of commissary purchases to eligible patrons residing within a 20-mile radius of CONUS, Alaska, Hawaii, and Puerto Rico commissary locations. The objective of this effort is to deliver groceries and other items sold at commissaries to patrons at a commercially competitive cost (delivery fee) within a said 20-mile radius.
DeCA is a component of the Department of Defense (DoD) reporting to the Under Secretary of Defense for Personnel and Readiness. DeCA operates a worldwide commissary system that provides quality grocery products at substantial savings to eligible patrons. DeCA’s vision is to be the grocery provider of choice for its eligible patrons – delivering a vital benefit exclusively for our military community and their families. DeCA’s mission is to deliver a vital benefit of the military pay system that sells grocery items at significant savings while enhancing quality of life and readiness.
Currently, DeCA uses an Enterprise Business Solution (EBS) to support all of DeCA’s business operations (retail, back office, and support). This EBS system incorporates an application for DeCA’s online shopping portal (operated as “Commissary CLICK2GO®”). DeCA’s current and future Commissary CLICKTOGO® (CC2G) eCommerce application has the capability to support eCommerce delivery services.
DeCA identified 70 stores that require delivery services at the time of contract award. Those stores are identified in Attachment A to the SOW as “Mandatory Locations.” Please note that the remaining 108 stores are identified and listed in the same attachment as “Optional Locations.” The offeror shall submit a proposal inclusive of all Mandatory and Optional locations. DeCA may unilaterally exercise the option to require delivery to any of the listed Optional Locations pursuant to the contract clause titled “Government Option to Expand Delivery Locations.”

(b) Submission of Offers: Submit signed and dated proposals to the office specified in this solicitation at or before the exact time specified in this solicitation. Proposals must be complete and submitted with all required information, in electronic format, by an authorized representative of the Offeror. Hand written portions and those including signatures and completion of certain clauses and provisions shall be scanned into .pdf format and emailed to both Contract Specialist Ronald Mosley at ronald.mosley@deca.mil and Contracting Officer Kristine N. Castelow at Kristine.Castelow@deca.mil. The following shall be in the subject line for the email submittal:
“Proposal from (company name) in response to HQC005-25-R-0004 eCommerce Delivery – Contiguous United States (CONUS)”;
At a minimum, offers must show _
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of proposals: March 31, 2025, at 4:30 PM EST. Failure to submit a proposal in accordance with this date and time will remove an offeror from further consideration.
(3) The Offeror’s name, physical address, email address, and telephone number;
(4) Electronic proposal submission required in three (3) distinctly severable parts consisting of Technical Capability (Volume I), Past Performance (Volume II), and
Price (Volume III).
(5) All documents must be emailed to the following email addresses:

Offerors are encouraged to contact the contracting office responsible for this solicitation and to verify that all documents are received in advance of the due date and time of the proposal. To ensure consideration of all required information by the various evaluators, you may have to present the same information, in the same or different format, in more than one volume. Ensure information and statements on similar topics are consistent throughout the proposal.

(9) Pursuant to FAR 52.212-3, Offeror Representations and Certifications – Commercial Products and Commercial Services, the Offeror shall complete only paragraph (b) of FAR 52.212-3 if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of FAR 52.212-3. The SAM certifications must include the respective NAICS code found in the solicitation.
Offerors shall complete FAR 52.212-3, which is also incorporated via full text in this solicitation. Failure to complete FAR 52.212-3 will remove an offeror from further consideration. .

(11) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Proposals that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

This plan will not be evaluated as part of the formal source selection process. Failure to submit the plan shall make the Offeror ineligible for contract award. The Small Business Subcontracting Plan must be determined to be acceptable by the Contracting Officer in order for the Offeror to be eligible for contract award. If the Contracting Officer accepts your Small Business Subcontracting Plan, it will become part of the contract. NOTE: If there are no small business subcontracting possibilities, a detailed rationale is required to be submitted.
(15) Small Business Participation Commitment Document (SBPCD)
All offerors (both other than small businesses and small businesses) shall provide the following SBPCD requirements to demonstrate how you will meet these requirements.
This required information will be used to evaluate the extent of your proposed participation/commitment to use small businesses in the performance of this acquisition (as small business prime offerors or small business subcontractors) relative to Evaluation Criteria, Factor 1-Technical Capability, within Subfactor 3- Management.
1. The small business concerns, as defined in FAR Part 19, that are to be used in your proposed approach to satisfying the requirements of this solicitation for the entire performance period shall be identified in Enclosure B, Small Business Participation Commitment Document.
2. The work to be performed directly by a small business prime offeror shall be evaluated as Small Business Participation. Small business prime offerors shall include their information in Enclosure B as required.
3. Prime Offeror’s Size: Identify the applicable size and applicable socioeconomic categories for the PRIME offeror only when submitting your proposed SBPCD.
Include this information within the initial section of the proposed SBPCD and check all applicable boxes.
(16) Complete all applicable clauses and provisions that require fill-ins.
(17) The contractor shall indicate in writing as part of their proposal submission which occupation code(s) are utilized in accordance with the U.S. Department of Labor Wage Determinations. Failure to do so will remove an offeror from further consideration.

EVALUATION FACTORS
The government requires one contractor to provide grocery delivery services for all United States (CONUS), Alaska, Hawaii, and Puerto Rico commissary locations. Offerors shall submit the proposal information required below for evaluation based on the following factors:
Factor 1 – Technical Capability
Subfactor 1 – Delivery Radius Subfactor 2 – Commissary CLICK2GO Integration/ Data Security
Subfactor 3 – Management Subfactor 4 – Staffing Factor 2 – Past Performance Factor 3 – Price
The Technical Capability Factor and the Past Performance Factor are of equal weight. Each Subfactor within the Technical Capability factor is of equal weight relative to the other Subfactors. The government will provide adjectival ratings only at the factor level. The two non-price factors, when combined, are of equal weight to the Price Factor. If pricing is not fair and reasonable, the two non-price factors will not be evaluated.
Factor 1 – Technical Capability - VOLUME 1
Subfactor 1: Delivery Radius. Enclosure A - Solicitation Pricing Sheet. The offeror shall propose for all 70 locations identified on the “Mandatory Delivery Locations” tab and the 108 locations identified on the “Optional Delivery Locations” tab for both “Pricing 10 Miles or Less” and “Pricing Greater Than 10 and Up to 20 Miles. Pricing proposed is to account for all costs associated with this effort, to include delivery fee, tip, and any overhead and/or cost of doing business. Failure to provide pricing for any location on any tab will remove the offeror from further consideration.
Subfactor 2: Commissary CLICK2GO Integration/ Data Security. The offer must submit a detailed plan describing how it will integrate the capability to interact with DeCA’s current (Freshop®) and their process for integrating with any future Commissary CLICKTOGO® (CC2G) eCommerce platform to support end-to-end (E2E) functionality.
The offeror’s plan shall identify the timeline for the integration, including significant dates and actions occurring within that timeframe, as well as any risks to meeting the integration schedule.

Subfactor 3: Management. The offeror shall describe in detail its plan to manage the contract. The offeror shall describe the following:
- How the offeror intends to manage the program schedule, performance, risks, and subcontracts throughout contract performance.
- The offeror’s approach to delivering orders from the time it receives an order until it delivers the order.
- The offeror’s process for providing consistent, timely delivery in accordance with industry standards.
- The offeror’s process for communicating to the store that an order has delivered.
- The offeror’s plan to maintain customer satisfaction.
- The offeror shall indicate what quality control plan(s) and/or contingency plan(s) exist regarding services.
- How the prime contractor will involve or commit to using small businesses to perform the requirement (see SBPCD requirement in paragraph 15)

Subfactor 4: Staffing. The offeror shall explain how it will adequately staff all necessary positions, including delivery drivers, whose availability is required during operating hours for each proposed commissary location. Additionally, the offeror shall detail its:
- ability to provide licensed and insured delivery drivers who can access military installations throughout the period of performance of the contract;
- process for replacing drivers, including any recruitment and retention plans that the offeror will utilize;
- process for resolving emergency situations caused by a delivery driver's unexpected failure to meet pickup and delivery requirements as required in the Statement of Work. The offeror shall detail its procedures for mitigating the impacts of any such emergency situation when it happens, including the offeror’s process of identifying and resolving the cause of the emergency situation and the offeror’s timeline for correcting the same; and,
- The offeror’s plan to satisfy the terms of the contract in the event of a strike.

Factor 2 - Past Performance – VOLUME II: Offerors shall provide examples of recent and relevant past performance detailing the offeror’s quantitative and qualitative performance record.
Examples can include Contractor Performance Assessment Reports or business references. The offeror shall provide the following information for any business reference:
- Customer company name;
- Point of contact name, position title, and contact information; and,
- Detailed description of the work performed for each reference, including performance.
(iii) Factor 3 – Price – VOLUME III: The offeror shall propose a per order delivery fee a patron would pay for each, “up to 10-mile” radius and “greater than 10 and up to 20-mile” radius, for all CONUS commissaries, on both the “Mandatory Locations” and “Optional Locations” tabs in Enclosure A -CONUS Doorstep Delivery Locations. Information to be completed by the offeror is highlighted in yellow, and the simple average will be calculated automatically at the bottom of the spreadsheet. The “Total Breakdown Price” will be pre-populated based on the data proposed on the aforementioned “Mandatory Locations” and “Optional Locations” tabs. The areas (column B) and average numbers of estimated deliveries per day (column C) are included per location for informational purposes only; however, the number of deliveries during contract execution may vary from these averages. Pricing will be evaluated based on average delivery fees proposed.
The offeror’s proposed pricing shall include all of the offeror’s prices, including any prices associated with the offeror’s proposed Technical Capability proposal.
The Offeror shall propose prices for each optional commissary location that may be exercised pursuant to the contract clause titled “Government Option to Expand Delivery Locations.”
Offerors shall submit Enclosure A – CONUS (Solicitation Pricing Sheet). This document only allows the offeror to fill in blocks highlighted in yellow. All other parts of the Excel sheet are password protected. Offers shall submit prices and may propose the same price for different commissary locations or may propose different prices for different commissary locations. To be considered responsive, the offeror shall price and provide radius information for all commissary locations identified as mandatory and optional for up to 20 miles. Failure to propose all may locations will render the proposal unresponsive.

Background
Today, the Defense Commissary Agency’s (DeCA) 178 contiguous United States (CONUS), Alaska, Hawaii, and Puerto Rico commissary locations serve approximately
1.7 million eligible households out of a potential 3.4 million eligible patrons living within a 20-mile radius of the aforementioned commissary locations. DeCA currently generates $4.8B in total sales, up over 17% since 2020, with plans to reach $8B by 2028.
Ecommerce orders compromise approximately 1% of commissary sales at store locations where delivery is currently available.
