SOLICITATION AMENDMENT (Q&A)
Solicitation HQC005‐22‐Q‐0005 Amendment 0001
Questions and Answers
1. Question: I wanted to inquire on HQC005‐22‐Q‐0005 and if it will be active for solicitation in the future?
Answer: Solicitation number HQC005‐22‐Q‐0005 is currently active and can be found at Sam.Gov by searching for “HQC005‐22‐Q‐0005.”
2. Question: Is there a specific proposal template from DECA for the solicitation?
Answer: There is no required quote template. However, quoters are reminded that any format must provide the information required by the solicitation. Please refer to “ADDENDUM TO 52‐212‐1” for quote submission information.
3. Question: The instructions on p. 16 state, “"Quoters must submit an electronic copy of the Solicitation Pricing Sheet (Attachment A) protected version only in Excel format.”
Are offerors permitted to delete the Quote Sheet (Unprotected) tab before submission?
Answer: Yes.
4. Question: Paragraph 4 l in the SOW states that, “Contractor shall contact the Commissary through which the order was placed if a significant delay in delivery will occur. Said delay is “significant” where pick up and/or delivery will occur outside the two‐hour delivery window as agreed between the customer and contractor when order is placed.”
Will the Contractor be penalized if the delay is considered an “Excusable delay” per FAR 52.214‐4?
Answer: The solicitation includes FAR clause FAR 52.212‐4, which includes excusable delay relief in certain situations. Each claim of excusable delay during performance will be reviewed in light of the clause and determined at that time.
5. Question: On pages 3‐6 the solicitation lists “UNIT PRICE”, “AMOUNT”, and “NET AMT” in relation to the eight delivery markets. Are we expected to fill in these blanks as part of our response and if so how are these to be filled out?
Answer: All pricing is to be provided on Attachment A, “Solicitation Pricing Sheet,” in accordance with Addendum to FAR 52.212‐1, Paragraph (b)(6).
6. Question: Can you provide the name of the current contractor?
Answer: This is a new requirement.
7. Question: The instructions on p.20 state, “"The Government will evaluate proposals by location in order from highest projected DeCA eCommerce platform pick‐ups to lowest projected DeCA eCommerce platform pick‐ups as identified on the Pricing Sheet and will award by location following the same order."
Since the instructions also state that all awards will contain a minimum of (2) locations, please clarify how the Government intends to resolve case where a Contractor is lowest price on only one location.
For example, the Contractor is the lowest price, technically acceptable Contractor for Fort Belvoir location, but is not the lowest price for any other location.
Answer: See amendment 0001, published March 4, 2022. Quoters must provide quotes on at least two
(2) locations for the quote to be accepted, but may be awarded only one (1) location.
8. Question: After the pilot phase, will there be any follow‐on opportunities with DECA?
Answer: Future requirements and acquisition strategies have not been fully developed.
9. Question: How will the contractor receive files from DECA? Specifically, how are files transmitted?
Answer: The Application Programming Interface (API) will be between the DeCA ecommerce platform provider and the delivery contractor. The data fields in the Contractor’s API will be provided by the ecommerce software provider.
10. Question: Are there any other software or electronic security compliance measurements outside of what has been outlined in the solicitation?
Answer: The contractor shall comply with all data security and privacy requirements in the solicitation/contract, as well as all applicable laws, regulations, and industry standards.
11. Question: Do any of DECAs downstream solutions have to be CAC enabled?
Answer: There is no requirement for CAC capabilities.
12. Question: How are cold chain items identified from Government worker to Contractor at the point‐of‐ exchange?
Answer: Cold chain items will be identified with a specific bag tag.
13. Question: Will DECA consider the possibility of perhaps standing‐up a test micro‐fulfillment center with last‐mile dispatching out of that facility?
Answer: This is not part of the Solicitation.
14. Question: Clause 252.239‐7001 Information Assurance Contractor Training and Certification.
Does the Government envision that the Contractor will be required to access Government information systems as the way the SOW reads, the Contractor is only receiving an order that the Commissary Patron has created but not accessing the system itself?
Answer: The contractor’s API will interface with DeCA’s ecommerce platform.
15. Question: Can you please provide a list of Ansi X12 standards for integration that you are currently using?
Answer: Contractors will comply with applicable industry standards.
16. Question: How often are orders placed for each location? (multiple times per day, daily, weekly etc....)
Answer: We anticipate that orders will be placed daily based on patron requirements during the identified Commissary CLICK2GO ordering windows for each Commissary location.

EVALUATION METHODOLOGY
The contract specialist and a subject matter expert from the requiring office will evaluate all quotes.
Quotes will not be discussed or released to anyone not directly involved in the source selection for this acquisition. Methodology for evaluating each of the factors is listed below.
1. Technical Capability. The technical rating reflects that the Quoted approach meets or does not meet the minimum performance or capability requirements on an Acceptable/ Unacceptable basis as shown in Table 2. The Technical Capability Sub-factors are listed below.
Table 1. Technical Capability Acceptable/Unacceptable Ratings Rating Description Acceptable Technical Capability meets the minimum requirements of the solicitation.
Unacceptable Technical Capability does not meet the minimum requirements of the solicitation.
The Technical Write-Up will be reviewed to determine that the quoter understands and has a plan to implement all aspects of the Statement of Work. The quote will be considered (Technically) Acceptable if the write-up shows that the quoter's technical capability meets the minimum requirements of the solicitation based on the Statement of Work and the areas outlined above. d) The quoter must satisfactorily indicate whether or not you could scale delivery services to locations in CONUS and OCONUS (as described in Attachment B) and explain how you would accomplish such scale-up.
1) Provide a Phase I plan that covers CONUS (Contiguous United States), Alaska, Hawaii, and Puerto Rico stores, including identification of key milestones and dates, commencing no later than November 1, 2022.
2) Provide a Phase II plan that covers DeCA EUROPE stores, including identification of key milestones and dates, commencing immediately upon successful implementation of Phase I plan.
3) Provide a Phase III plan that covers DECA Pacific stores, including identification of key milestones and dates, commencing immediately upon successful implementation of Phase
II.
The required plans will be evaluated only for inclusion as part of the quote, and not relative merit. A quoter will only be found technically unacceptable if quoter fails to provide a response to paragraph d.
2. Past Performance. Past Performance Factor. Past Performance will be rated as Acceptable/Unacceptable based on whether or not the quoter demonstrates a satisfactory record of performance in providing similar services within the past three (3) years.
Table 2. Past Performance Rating Description Acceptable Past Performance demonstrates the quoters ability to meet the requirements of the solicitation.
Unacceptable Past Performance does not demonstrates the quoters ability to meet the requirements of the solicitation.
In the case of a Quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Quoter will not be evaluated favorably or unfavorably on past performance, and shall be determined to have a “neutral” past performance rating, which is considered Acceptable for rating purposes.
DeCA may consider any other available past performance information for efforts performed within 3 years prior to the quote due date. Such information may include the Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases/agencies.
3. Price. Price will be considered in making the contract award decision. Price will be evaluated for fairness, and reasonableness. Price will not receive an acceptable or unacceptable rating, but will be used to calculate a Total Evaluate Price as detailed below. Quoted pricing will also be evaluated to determine that all prices are complete (all price fields in the Pricing Spreadsheet have been entered and/or extended as required).
Total Evaluated Price (TEP) In order to review price, a TEP will be calculated as illustrated in “Attachment A- Solicitation Pricing Sheet” (Amendment 0001). The Tab titled “Quote Sheet” reflects the TEP, which is calculated, for evaluation purposes only, using a price per delivery method. All costs are based upon an average of the four 5-Mile increment segments.
Any additional fees will be allocated as follows for evaluation purposes only:
1. The fees will be consolidated to create a total fee allotment.
2. The total fee allotment is then divided by the total estimated eCommerce platform pickups for all quoted locations.
3. This results in a per-delivery "fee" which is added to the quoted delivery rate.
CONTRACT AWARD
The Government anticipates multiple awards awards to the lowest priced, technically acceptable quoters by location, as described by FAR 52.212-2. No single contractor will be awarded more than a maximum of seven (7) locations. The Government will evaluate proposals by location in order from highest projected DeCA eCommerce patform pick-ups to lowest projected DeCA eCommerce platform pick-ups as identified on the Pricing Sheet and will award by location following the same order. Award will be made at each location to the Lowest Priced, Technically Acceptable quoter so long as a single quoter does not exceed the maximum award of seven (7) locations for a single quoter. In the event one or more locations do not receive any quotes and all other quoted locations are awardable to the same Lowest Priced Technically Acceptable Quoter, the quoted location with the lowest projected CC2G Pickups (as identified in Attachment A- Solicitation Pricing Sheet (Amendment 0001)) will be awarded to the second Lowest Priced Technically Acceptable Quoter for that location.
(b) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party.
Before the quoter's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
