CAPABILITY PACKAGE

For HQ AFMC/A4N ENTERPRISE INTEGRATION BRANCH (EIB) LOGISTICS INFORMATION TECHNOLOGY AND ENTERPRISE ARCHITECTURE

BACKGROUND:

Headquarters (HQ) Air Force Materiel Command (AFMC) is continuously reengineering and transforming its logistics business processes, systems and organizational structures as part of the broader Department of Defense (DoD) effort to better support the Warfighter. The AFMC Logistics, Civil Engineering, Force Protection, and Nuclear Integration directorate (AFMC A4/10) seeks to continue working on integration efforts that support core Air Force Logistics (AF A4 Enterprise) and AFMC information technology (IT) functions as well as promote transformative initiatives. These initiatives simplify management and deliver enhanced warfighting capability to the AF Chief Data Officer (AF CDO), the Logistics Domain Data Representative (DDR), the AF A4 Enterprise, AFMC, and functional customers.

The AFMC/A4/10 Systems Integration Division (AFMC/A4N) is reengineering the AF A4 Enterprise (as defined by the AF A4 Data Strategy) to become a data-driven organization that transforms data to increase operational agility for positioning of forces, supporting the Great Power Competition (GPC), maintaining a secure supply chain, and global and joint resource allocation and adjudication for the next fight. AFMC/A4N will manage the transformation and sustainment of effective, efficient enterprise systems capable of supporting expeditionary, net-centric operations and the strategic alignment of logistics business systems and processes to equip and enable current and future force support. This effort will provide AFMC/A4N with the functional and technical resources required to successfully offer enterprise architecture (EA) and centralized data management (DM) for the AF A4 Enterprise Domain.

The Enterprise Integration Branch (AFMC/A4NE) has been charged, by the A4 Data Strategy to lead the AF A4 Enterprise by ensuring standardization throughout the enterprise, processes, procedures, new IT tools and measurements, standards, as well as overall DM and AE needs throughout the Logistics IT enterprise. This support will provide for the system engineering and professional services that are required to (1) establish, execute, and sustain integrated EA and DM processes with standards, tools, and metrics, (2) provide support for data analytics tools and services, and (3) assist IT legacy and capability initiatives with EA and DM needs.

Because of the highly technical nature of modernizing and standardizing the AF A4 Enterprise IT domain requires skilled contractor support to provide the skills necessary to successfully enable and integrate EA, DM, analytics, and future transformational objectives. The focus is on modern IT and related AF data systems and support required to enable legacy remediation, potential modernization, and/or replacement, with specific emphasis on EA and DM. Propose new ideas and initiatives that can be used to support the DDRs.

AFMC A4NE envisions a near-term future in which there are increasing mission demands to:

· Support rapid, effective decision-making using VAULTIS (Visible, Accessible, Understood, Linked, Trustworthy, Interoperable and Secure) data available using dramatically expanded data-sharing capabilities and enabled by robust tools and services in a data environment; and

· Deliver the architectural products and services to ensure portfolio management decisions directly support strategic outcomes required by AF leadership.

PURPOSE:

To support the systems engineering and professional services required to establish, execute, and sustain an integrated EA and DM team, analytics for legacy and transformational capability initiatives for the AFMC Logistics IT Enterprise. Provide professional training services to the various DM and EA community.

The Enterprise Data Management team requires support for the implementation and execution of the AF A4 Data Strategy across the AF Logistics IT Enterprise, the implementation of the AF/A4 Logistics Domain Data Representative (DDR) roles and responsibilities while maintaining alignment with the DOD/SAF Data Strategy directives.

The EA team requires support to develop, implement and maintain EA business, data, infrastructure, system, and security reference architecture development and maintenance, LogEA business, data, infrastructure, system, and security reference model development and maintenance, LogIT solution architecture and enterprise reference model integration, Logistics Enterprise Architecture based portfolio management planning, execution, and decision support, LogIT Digital Materiel Management support, and support of integration of LogEA and logistics Data Management activities all IAW applicable Laws/Regulations/Policies (LRP).

The focus is to assist AF LogIT Enterprise systems in achieving DM and EA objectives by consulting, creating/updating processes, and performing and sustaining DM and EA efforts, as defined by Government policies and procedures. This effort will need to sustain data integrity and enable system integration in accordance with (IAW) DoD, AF, AF CDO, A4 Logistics DDR and Command directives. The goal is to support the operations of AFMC/A4NE in adherence to applicable AF policies and guidance.

Support is required to assist in developing, implementing and sustaining of policies, procedures, standards, and metrics throughout the data lifecycle, including how data is defined, shared, stored, protected, retrieved, and purged. Support for the Enterprise data quality requirements so that data used for decision-making is relevant, accurate, complete, timely, and consistent. Support is required for creating and sustaining end-to-end IT solutions, including cloud solutions for migration strategies, hosting solutions, and security solutions.
