1.0 BACKGROUND

Headquarters (HQ) Air Force Materiel Command (AFMC) is continuously reengineering and transforming its logistics businesses processes, systems and organizational structures as part of the broader Department of Defense (DoD) effort to better support the Warfighter. The AFMC Logistics, Civil Engineering, Force Protection, and Nuclear Integration directorate (AFMC A4/10) seeks to continue work stream integration efforts that support core Air Force Logistics, Civil Engineering and Force Protection (AF A4 Enterprise) and AFMC information technology (IT) functions as well as promote transformative initiatives. These initiatives are designed to simplify management and deliver enhanced warfighting capability to the AF Chief Data Officer (AF CDO), the Logistics Domain Data Officer (A4 LDDO), the AF A4 Enterprise, AFMC and functional customers.

The AFMC/A4/10 Systems Integration Division (AFMC/A4N) is reengineering the AF A4 Enterprise (as defined by the AF A4 Data Strategy) to become a data-driven organization that transforms data to increase operational agility for positioning of forces, supporting the Great Power Competition (GPC), maintaining a secure supply chain, and global and joint resource allocation and adjudication for the next fight. AFMC/A4N will manage the transformation and sustainment of effective, efficient enterprise systems capable of supporting expeditionary, net-centric operations; manage the strategic alignment of logistics business systems and logistics processes to equip and enable current and future force support. This effort will provide AFMC/A4N with the functional and technical resources required to successfully provide enterprise architecture (EA) and centralized data management (DM) for the AF A4 Enterprise Domain.

The Enterprise Integration Branch (AFMC/A4NE) has been charged, by the A4 Data Strategy to lead the AF A4 Enterprise by ensuring standardization throughout the enterprise, processes, procedures, new IT tools and measurements, standards; as well as overall DM needs throughout the Logistics IT enterprise. This support will provide for the system engineering and professional services required to (1) establish, execute, and sustain an integrated EA and DM processes, standards, tools, and metrics, (2) provide support for data analytics tools and services, and (3) assist IT legacy and capability initiatives with EA and DM needs.

Because of the highly technical nature of modernizing the AF A4 Enterprise IT domain, skilled contractor support is required to provide the skills necessary to successfully enable and integrate EA, DM, analytics and future transformational objectives. The focus is on modern IT and related AF data systems and support that is required to enable legacy remediation and potential modernization and/or replacement with specific emphasis on EA and DM. 2.12 Data Pipeline, Modeling and Analytics

Data pipeline architecture organizes data events to make reporting, analysis, and using data easier to use. A data pipeline architecture is a system that captures, organizes, and routes data so that it can be used to gain insights – while maintaining a scalable enterprise data pipeline that maintains optimal performance balance with business needs. Data Modeling and Analytics (DMA) is the process of discovering, analyzing, and scoping data requirements which then can be presented and communicated in a form called a data model. The collection and analysis (Data Science, Analytics, and Visualization) of many different types of data are performed to find answers and insights for questions that are not known at the start of the analysis.

Master data is the consistent and uniform set of identifiers and extended attributes that describes the core entities of the AF A4 community.

Typically, master data assets are data assets which meet two criteria:

· They are fundamental to the operation of the business domain in that they are critical to the execution of several core business processes

· They are inherently stable; because of their nature, they don't change often

· The Contractor shall:

· Assist in the deliver legacy system information in an electronic format that is accessible by the A4NE team and external users

· Take data sources (structured, semi-structured, and unstructured data) from operational systems, to include third party and external systems (non-DoD systems) into an ingest zone of a data environment

· Understand how to store files unaltered, apply security policies, perform ad hoc profiling and discovery, establish a service level agreement (SLA), and ensure sensitive data is masked

· Be able to apply logical schema, standardizers and validators, global cleansing, and metadata tags to data
