1. Top Level Overview
1.1. Purpose
This Statement of Work (SOW) supports the Missile Defense Agency's (MDA) mission to develop, test, and field an integrated, layered Missile Defense System (MDS) to defend the United States (U.S.), its deployed forces, allies, and friends against all ranges of enemy missiles in all phases of flight. The types of support required includes:
1) engineering and technical support; 2) studies, analyses, and evaluations; and 3) management and professional services.
1.2. Organizational Description and General Requirements
1.2.1. Organizational Description
1.2.1.1 Mission
The mission of the MDA Test Directorate (DT) is to program, budget, staff, and manage a comprehensive MDS test program to characterize missile defense (MD) capabilities and support fielding of an integrated and effective capability to the warfighter.
1.2.1.2 Overview
The Director for Test serves as the Test Functional Manager (TFM), the Single Test Authority (STA), and is the principal MDA executive on matters relating to MDS testing. The responsibilities of the TFM include providing programmatic and technical direction and orchestrating execution of the MDS test program. The Test
Directorate performs the functions of an ombudsman for the MDS test program and serves as the MDA STA to the test and evaluation community, international collaborative program representatives, and other organization representatives. Other areas of responsibility include maintaining insight and accountability for the MDS test program; allocating resources, including test infrastructure and test support assets; supporting execution of the MDS test program;
developing and promulgating MDA test policy, guidance, Concepts of
Operations (CONOPS), and best practices for the MDS test program;
supporting the Verification, Validation, and Accreditation (VV&A) of
MDS Modeling and Simulation (M&S); collecting and characterizing test truth data; and acting as the single point of contact for coordination among the various test ranges, facilities, programs, organizations, and personnel. Test Functional personnel are matrixed to support program test offices (referred to as “elements”) of the MDS
Test Program.
1.2.1.3 Organizational Structure
The TFM leads the Test functional organization, which includes the
DT core and the test functional personnel matrixed to each element or program office. Each element has either a Senior Test Lead (STL) or
Test Functional Lead (TFL). The MDS element (program) organizations are Sea-Based Weapon Systems (AB); Command and
Control, Battle Management, and Communications (BC); Advanced
Technology (DV); Ground-Based Midcourse Defense (GMD); Ground
Sensors (SN); Space Sensors (SS); Targets and Countermeasures (TC);
and Terminal High Altitude Area Defense (TH), as shown in Figure 1.
In addition to supporting the test organization, this effort includes synchronization with each element’s prime contractor, Other
Government Agencies (OGA), and test stakeholder organizations (e.g.
Operational Test Agencies (OTA); Acquisition Directorate (DA);
Engineering Directorate (DE); International and Policy Directorate
(DI); Operations Directorate (DO); Chief Information Officer/Senior
Information Security Officer (IC); and, Quality, Safety, and Mission
Assurance Directorate (QS)), as identified in test documentation.

For work to be accomplished at the "Gov't Site", the Government may direct these labor hours to be performed at the Government site or full-time telework at a contractor approved location where the Government provides the same workstation and materials that are provided at a Government site.
Telework is a work arrangement that allows a contractor employee to perform work, during any part of regular, paid hours, at an alternative worksite (e.g., home). Notwithstanding the requirement for onsite work as stated in paragraph
4.2 herein, the Government may request the contractor implement telework procedures for certain positions and/or under certain conditions; therefore, the contractor must have established telework policies and agreements in place with their employees. Upon contract award, a copy of the contractor's telework policies and a sample employee agreement must be submitted to the Contracting

2. Situational Telework. Situational or infrequent work done at an alternate work location may be implemented at the contractor's discretion to meet short-term requirements. Examples of situations when situational telework may be appropriate are when an employee needs to complete discrete portions of projects or work assignments, recovery from an injury, or when office space is unavailable due to renovations.
3. Unscheduled Telework. Unscheduled telework serves as a means for MDA to continue operations and maintain productivity during an emergency event involving inclement weather or other emergency situations that may result in the closure or restricted access to Government installations and/or MDA facilities. Unscheduled telework is only authorized when a Government official declares an installation or facility closure/restriction that impacts the contractor's ability to perform onsite work. During periods of extended, unscheduled telework, the Contracting Officer will provide additional guidance regarding contractor activities during the event.
4.2. Work Schedule (to include holidays and installation closures)
4.2.1. Work Schedule

Friday. Additionally, the contractor shall provide support as required outside of the normal working hours in support of the mission (e.g., during test events).
All required duties and tasks shall be performed on-site at MDA facilities or
MDA developer contractor facilities unless authorized by the COR in advance and with concurrence with the respective Requiring Activity in writing.

4.2.3. Installation and Facility Closures
When Federal installations/facilities are closed by the Government, or when
Federal employees are officially excused from work due to a holiday or a special event, severe weather, a security threat, or any other Government facility related problem that prevents Federal personnel from working at the
Government facility, contractor personnel assigned to work at that MDA facility are not authorized entrance to the installation/facility and should follow company policies. This does not apply to mission essential personnel, or personnel supporting test events, or as otherwise directed by the PCO or the
COR. The contractor shall refer to contract Section I clause DFARS 252.237-
