About this file
This is a Questions and Answers document from the Government's Request for Proposal HQ072726QCB04. The document contains clarifications regarding product specifications, specifically addressing surface finish requirements for raw materials.
The single substantive question addresses whether a "Dull Finish" is required on raw material or if alternative finishes such as tumble deburring with normal #2 Mill finish would be acceptable. The Government confirmed that a "Dull Finish" is the required specification; however, the Government will consider alternative approaches if a mill finish can be achieved that is the same or similar to a Dull Finish without visible minor scuffs, surface scratches, or mill marks. The document notes that all questions have been anonymized and that the solicitation document prevails in the event of any conflict between this Q&A document and the solicitation itself.

Questions and Answers from the Government’s Request for Proposal HQ072726QCB04
Note: All questions have been revised to be made anonymous and in the form of a question. Our intent is to provide the most honest and accurate answers as possible regarding the facts and the
Government’s intent. With that being, said should any conflict arise between this document and the solicitation, the solicitation prevails/overrules. We hope you find this helpful.
Q1. Can you confirm that you need a mill “Dull Finish” on the raw material or would it be acceptable to tumble deburr and normal #2 Mill finish?
A1. Yes, a “Dull Finish” is required. However, if you can get a “mill finish” to be the same or similar to a “Dull Finish” where we would not see minor scuffs surface scratches (or even mill marks) the Government is willing to consider this approach.
