About this file

This Request for Information (RFI) is for a Haivision and LiveU Cell Bonding Refresh for the Defense Media Activity (DMA), solicitation number HQ0516-25-Q-E067. The RFI contains questions and answers from three small businesses: Digital Video Group, Chesapeake Systems International, and Frontier Technologies Inc. Key technical details include government flexibility on substitute equipment for specific line items, such as accepting alternative mini computers, Mac-compatible systems, and tripods, as long as they meet payload and functionality requirements.

The solicitation seeks Service Level Agreements (SLAs) for Haivision and LiveU hardware, with the government requesting a base year plus four option years of support, maintenance, and data services. Pricing considerations include support for all DMA-owned Haivision equipment and a one-time reinstatement fee. Vendors requested and received a quote due date extension through Amendment 1. The procurement is conducted on the SEWP (Solutions for Enterprise-Wide Procurement) contract vehicle, targeting Information Technology Value Added Resellers, with participants including small businesses and a Women-Owned Small Business (WOSB).

Q: There is no place for items 9-1, 9-2 and 9-3 on your salient charcteristics. Do we add these lines to the SLA line on the pricing document?

• A: 9-1 Government will accept a substitute, as long as it is a mini computer. 9-2 Government will accept a substitute as long as it supports 9.19 in a one RU format. 9-3 Governement will accept a substitute tripod as long as it can handle payload- this is a requirement as the camera may need to support teleprompter gear.

Q: On the pricing document lines 00087 and 009 is there just a quantity of 01 for both lines or is there more?

On the salient character documents it states on all DMA owned Haivision equipment but doesn’t state a quantity.

A: For CLIN 0008 we are asking for support for all of DMA owned equipment for 1 year and this is quantity one based on all of our gear which I have attached to this document plus the 2 Makito Decoders we are buying. CLIN 0009-10 is a reinstatement fee that Haivision is requiring us to pay for all of our existing gear to get us caught up on our support. This would be a one time fee.
