About this file
This document contains questions and answers regarding Solicitation Number HQ0516-23-R-0112 from the Defense Media Activity for a Cable Headend System Refresh. The solicitation seeks proposals to upgrade an over 11-year old cable headend system supporting over 300 TVs across one three-floor building utilizing a fiber optic backbone with SC/APC connectors for distribution. The current system utilizes standalone DirecTV receivers feeding distribution amplifiers and video encoders before QAM modulation and RF combining for conversion to fiber and distribution. Issues include failing equipment such as video encoders and QAM modulators. The awarded firm will provide a 2-year equipment service agreement for the cable headend refresh; it is not a 5-year service contract. The incumbent was Innovative Technology Incorporated but there is no current service agreement.

# Reference Question/Comment GOVERNMENT RESPONSES
How many TV’s will this support? 300+
Channels lineup 46/66/72 etc. 100 channels
How many buildings tide to the infrastructure? One building, three floors.
Currently have a COM2000 rack mount receiver? Or a COM3000 already?
We do not. We are not using the COMM at all. We have stand alone DirecTV receivers that go to Distribution amplifiers, to then video encoders to QAM modulators to RF combiners, then gets converted from RF to Fiber and then its distributed via fiber to all the Telephone rooms and hits and amplifier which converts it back to RF and then hits RF splitters which then distribute it throughout the building.
Is the backbone infrastructure all fiber? LC or SC? That is just for distribution, it is SC/APC. We use the fiber to distribute it to the different telephone rooms through out the building, before it hits the RF splitters for distribution to the different locations.
What issues do you currently have? Our system is over 11 years old and all the equipment is slowly starting to fail, to include video encoders, and QAM modulators and other equipment. An upgrade is long overdue.
Will this be a 5yr service contract as well? No its not a service 5 year service contract, it’s a 2 year service agreement for the equipment.
Who is the incumbent? Service operational today? The incumbent was Innovative Technology Incorporated. We currently don’t have service contract with them.
