Ref. Doc Section Page Question RFQ -- 1 The RFQ states: “As new requirements are identified, all BPA holders within the pool will be solicited for quotes via competitive RFQs. These RFQs will be unique to each requirement and have their own set of submission requirements and evaluation methodology.”

Could the Government please confirm that labor categories may be added to the BPA post-award to address unique requirements defined by the call/order?

A1. Yes, labor categories may be added to the BPA post award in special circumstances such as described above.

RFQ -- 1 The statement “Vendors can be added or removed from the initial pool of established BPAs” is included in the RFQ for this BPA. Would the Government please specify what would initiate removal of a vendor?

A2. A termination for cause of a BPA call/order due to failure to meet contract obligations or fraud are examples where a vendor might be removed from the pool of established BPAs.

RFQ -- 1 The RFQ states: “Calls/orders placed against the BPAs will range from $1,000.00 to $1,000,000.00.”

Based on historical data or estimated needs, would the Government please clarify the number and frequency of calls/orders anticipated under this BPA?

A3: We cannot clarify a number and frequency of calls. The purpose of establishing a pool of BPAs is to put vehicles in place to fill repetitive needs where the quantity is unknown at this time. To give you an example of the range of number of projects we have had per year in the past, some years we have had as few as one or two small projects, while others we have had several large complex projects. It is dependent on our customer’s production/event requirements, their complexity, the client budget and the availability of funds.

RFQ (1) Capability Statement

2 The instructions for the capabilities statement include requests for information on multiple topics. Would the Government consider increasing the page count to 2 pages to allow for a full response on all topics? Would the Government also consider defining “1 page” as one side of an 8-1/2x11 inch sheet of paper?

A4. No we will not increase the page count. We purposely limited it to one page to avoid receiving information beyond what is specifically requested in the RFQ. One page is sufficient and defined as one side of an 8.5-11 inch sheet of paper.

RFQ (2) Product

Samples 2 Example a is defined as a virtual conference production that prominently features a virtual platform with delivery of content over a secure network. Productions for any agency of the Department of Defense (DoD) (or other Federal agencies) which take place over a secure network may not have website links that can be shared externally due to DoD Security Classification clearance restrictions.

In the case where a product sample does not have a link that can be shared externally, would the Government please define an acceptable alternative to satisfying this requirement?

A6. If the file cannot be shared via web link, then a suitable video file would be acceptable.

RFQ Questions and RFQ Due Date

5 Since the deadline for questions is December 3 and the deadline for responses is December 4, how does the Government anticipate addressing questions it receives that impact response submissions?

A7. The quote deadline response has been extended from noon December 4, 2020 to 9am Eastern Time on December 7, 2020.
