1. Description:
This procurement request is for the annual renewal of Help Desk Support & System Assistance agreements for the GP System for the Trust Funds Reporting System (TFRS) at DFAS Indianapolis. A requirement exists for annual renewal and 2 option years of the Microsoft Dynamics GP Help Desk Support & System Assistance DFAS Indianapolis are in direct support of the day-to-day operations of DFAS Indianapolis utilizing Microsoft Dynamics GP. The impact of not renewing the software agreements would result in failure to provide the required accounting services to the DoD managed trust funds, and the Military Housing Privatization Initiative.

3. Anticipated Period of Performance or Delivery Schedule:
The period of performance shall be for one (1) base year of 12 months and two (2) 12-month option years.
Base Period: 3/1/2026 - 2/28/2027 Option Year 1: 3/1/2027 - 2/29/2028 (if exercised) Option Year 2: 3/1/2028 - 2/28/2029 (if exercised)
4. List any applicable standards: A Justification and Approval document has been approved by the Contracting Officer that authorizes the Government to solicit this requirement utilizing a Sole Source Justification for the purchase of support services for Microsoft Dynamics GP by Velosio.
5. Section 508 Compliance:
E206 Hardware E206.1 General. Where components of ICT are hardware and transmit information or have a user interface, such components shall conform to the requirements in Chapter 4.
E208 Support Documentation and Services E208.1 General. Where an agency provides support documentation or services for ICT, such documentation and services shall conform to the requirements in Chapter 6.
E302 Functional Performance Criteria
302.1 Without Vision. Where a visual mode of operation is provided, ICT shall provide at least one mode of operation that does not require user vision.
302.2 With Limited Vision. Where a visual mode of operation is provided, ICT shall provide at least one mode of operation that enables users to make use of limited vision.
302.3 Without Perception of Color. Where a visual mode of operation is provided, ICT shall provide at least one visual mode of operation that does not require user perception of color.
302.4 Without Hearing. Where an audible mode of operation is provided, ICT shall provide at least one mode of operation that does not require user hearing.

302.5 With Limited Hearing. Where an audible mode of operation is provided, ICT shall provide at least one mode of operation that enables users to make use of limited hearing.
302.6 Without Speech. Where speech is used for input, control, or operation, ICT shall provide at least one mode of operation that does not require user speech.
302.7 With Limited Manipulation. Where a manual mode of operation is provided, ICT shall provide at least one mode of operation that does not require fine motor control or simultaneous manual operations.
302.8 With Limited Reach and Strength. Where a manual mode of operation is provided, ICT shall provide at least one mode of operation that is operable with limited reach and limited strength.
302.9 With Limited Language, Cognitive, and Learning Abilities. ICT shall provide features making its use by individuals with limited cognitive, language, and learning abilities simpler and easier.
602 Support Documentation
602.1 General. Documentation that supports the use of ICT shall conform to 602.
603 Support Services
603.1 General. ICT support services including, but not limited to, help desks, call centers, training services, and automated self-service technical support, shall conform to 603.
603.2 Information on Accessibility and Compatibility Features. ICT support services shall include information on the accessibility and compatibility features required by 602.2.
603.3 Accommodation of Communication Needs. Support services shall be provided directly to the user or through a referral to a point of contact. Such ICT support services shall accommodate the communication needs of individuals with disabilities.
6. Evaluation Factors and Basis for Selection:
The basis for award selection is Lowest Price Technically Acceptable (LPTA). A quoter's technical acceptability will be determined by a vendor meeting the Government's minimum technical requirements and not taking any exceptions to the RFQ. Quoters will be evaluated based on the lowest quoted price who meets the Government's minimum technical requirements of the solicitation. All technically acceptable quotes will be evaluated for price reasonableness and award will be made to the lowest price technically acceptable proposal. Contract proposals are requested to remain valid for a minimum of 60 days.
7. Sole Source Justification: See Limited Source Justification for details.
8. Prices: A firm fixed price proposal is to be made based on the requirements.
9. Provisions/Clauses: The following provisions and clauses are applicable to this solicitation and shall be incorporated in the potential award as applicable.
The solicitation document incorporates provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-06 Effective October 01, 2025.
The Government intends to include the following DFAS, FAR and DFARS clauses and provisions, either by reference or in full text in the resulting award and are not all inclusive. NOTE: The FAR and DFARS clauses may be accessed in full text at https://www.acquisition.gov/. DFAS Clauses are available by contacting the Point of Contact.
All contractors MUST complete/submit their assertions to FAR Provisions 52.204-24 and 52.204-26 with their offer.
