Subject: Security System Maintenance
This amendment is issued to extend the date offers are due to January 13, 2022, 3:00PM EST. All other terms and conditions of this solicitation are unchanged.
Description: This is a combined synopsis/solicitation for commercial supplies/services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The solicitation number is HQ042322Q0007 and is issued as a request for quotation (RFQ).
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-01.
This requirement is solicited as other than full and open competition. For more information, see the attached document titled JA_Redacted.
The associated NAICS is 561621 and the small business size standard is $22M.

1. Description:
This requirement is for the purchase of Security System Maintenance for the CCTV System, Lenel OnGuard Electronic Security System that includes the Lenel Physical Access Control System (PACS) and Intrusion Detection System (IDS) and all associated hardware and software. The work shall be performed in accordance with the Statement of Work (SOW).
2. Place of Performance:
DFAS Rome, 325 Brooks Road, Rome, New York 13441.
3. Anticipated Period of Performance (PoP) or Delivery Schedule:
A base year and four one-year options:
Base: 02/15/2022 – 02/14/2023 Option 1: 02/15/2023 – 02/14/2024 Option 2: 02/15/2024 – 02/14/2025 Option 3: 02/15/2025 – 02/14/2026 Option 4: 02/15/2026 – 02/14/2027
4. Evaluation Factors and Basis for Selection:
The basis for award selection is Lowest Price Technically Acceptable (LPTA). To be technically acceptable, a quoter must receive a rating of Acceptable for Technical Approach. To be technically acceptable the quoter must also not take any exceptions to the solicitation.
Technical Capability:
Quoters shall submit a technical capability narrative that describes the quoter’s approach for meeting the SOW requirements, including specified response times. Quoters shall clearly demonstrate a working knowledge of the CCTV System, Lenel OnGuard Electronic Security System that includes the Lenel Physical Access Control System (PACS) and Intrusion Detection System (IDS) and all associated hardware and software.
In addition to the technical capability narrative, quoters shall:
• Submit proof of Lenel/On-Guard Certification.
• Be a Lenel Value Added Reseller (VAR) and submit proof of their VAR license.
The technical approach narrative shall be single-spaced, on 8 ½ X 11 inch paper, with minimum one-inch margins on all sides and a minimum 12-point font. The page limitation of the technical approach narrative is five (5) pages. Any pages in excess will not be considered. Any text and graphics shall be in a format readable by Adobe PDF, Microsoft Word, PowerPoint, or Excel. There is a 10MB limit for all email submissions.
Technical Capability will be evaluated on an Acceptable/Unacceptable basis as follows:
Acceptable Quote successfully demonstrates the ability to meet the technical, safety and experience requirements of the PWS.
Unacceptable Quote does not successfully demonstrate the ability to meet the technical, safety and experience requirements of the PWS.
Quoters who do not take exception to the solicitation and meet or exceed the minimum technical requirements of this solicitation will be considered technically acceptable. Quotes shall remain valid for a minimum of 60 days.
Price:
Quoters shall submit a firm fixed price quote using the attached Schedule of Items. Suggested CLIN structure is shown on the SF 1449. All technically acceptable quotes will be evaluated for price reasonableness and an award will be made to the lowest price quoted.
Option(s), inclusive of any potential extensions in accordance with FAR 52.217-8, will be evaluated at the time of award. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).
