IAQ – Industrial Air Quality Testing – Q&A to RFP Bidding Questions - 2-3-21

Q1. Please confirm that qualified firms need 20+ years in business. Is 18.5 years in business sufficient?

A1. Yes. We wanted to make sure they knew their business. And that is covered with certifications. This part of the PWS has been removed in the most recent PWS, entitled “PWS Updated Version 2.”

Q2. - Please confirm that qualified firms must have a Certified Environmental Trainer as it does not seem necessary to meet the requirements of the PWS. Also please confirm if qualified firms must be a member of IOHA as the PWS does not include international work.

A2 We have been accustomed to a Certified Environmental Trainer since the existing vendor came in and educated our directorates when they had found Lead at our TREX/H5 Warehouse – and about 10 people needed to be trained: R&A PAY Directorates, PFI Army & Navy for PFI – Personnel Force Innovation who were inhaling the particles, and the Site Support Directorates, up our Cleveland Front Office SES level. - - all had to be trained and educated. So we would like any Certified Environmental Engineer or Industrial health certification. Please note which kind of certification you have in your quote. This service is inclusive in the price. As we have questions after the qualitative and quantitative report, the “trainer” reviews the outcome with the IH – Industrial Health team and management, as necessary.

Q3 In reference to Section 4, Subpart I, there is potential for significant variability in the cost based on the possible contaminants listed on the PWS. In order to cover costs, firms would have to assume the most expensive analysis, although it might not be necessary. Is it possible to further break down sampling/lab turn-around time to provide accurate pricing for VOCs and dust types?

A3 Some vendors have their own testing equipment so turnaround timeframe is less. DFAS-Cleveland looks for the best/most efficient IAQ testing that can be provided. Please list alternate test/timeframe with costs.

Q4. Under Section 4, subpart IV, there is reference to potential air, bulk, wipe and tape sampling for fungal presence. Please confirm that only air sampling will be required in reference to microbial (fungal) sampling.

A4. Confirmed. Yes micro-fungal air testing is required.

Q5. Under Section 4, subpart VII, there is a reference to bacterial wipe/swab testing. Please confirm that this is in reference to the 180 samples for microbial testing.

A5. Confirmed. Yes this is in reference to the 180 samples for microbial testing.

Q6. Do the estimated sample quantities include control samples such as exterior, blank and duplicate samples?

A6. Confirmed. Yes, these sample quantities include control samples.

Q7. A03 samples per site requested excel spreadsheet states “*Floors to be returned by CY2023; 17th floor to be halved square footage.” Please confirm that the AJC Federal Building will continue to have 335 samples for all 4 option years? Also confirm that the 335 and 27 samples for the sites will be repeated 3x per year for the AJC Federal Building and 2x per year for the Bratenahl location, respectively?

A7. Confirmed. Yes 335 and 27 total samples will be completed for all option years.

Q8. - Is post-remediation sampling included in the A03 samples per site requested spreadsheet? If so, what is the procedure for post-remediation sampling in areas with only one sample accounted for in the A03 samples per site requested spreadsheet? What is the protocol if areas need to be resampled following potential failed initial post-remediation testing?

A8. Post-remedial sampling is not included in the A03 Samples per site spreadsheet. The Fail Procedure is (a) DFAS attempts Abatement. (b) Separate funding is secured for retesting after Abatement. (c) To-Be Plan completed if second failure. Steps A-C are not included in this PWS Performance Work Statement

Q9. – Do we have to use EMSL as the laboratory? Is EMSL contracting directly to the government such that we are only quoting a cost for time to evaluate and collect samples? If the former is there a contact for EMSL to provide cost for the analysis.

A9. EMSL is recommended but not required. EMSL Analytical is the gold standard, USA-based reputable company. There are other full service accredited labs. If you will use a different lab, please annotate in your provided quote.
