1.0 -Introduction: Industrial Hygiene (IH) is a critical part of a safe and productive workforce. Exposures to Volatile Organic Compounds (VOC) allergens/emissions, condensates, bio-aerosols, pest allergens, Mineral/Metallic/Chemical dusts and SARS-COV-2 virus can result in serious health problems. DFAS is looking for a consultant to perform Industrial Air Quality Testing (IAQ) at two sites in Cleveland, OH to assist us in testing and remaining in compliance with regulations developed by NIOSH, FEMA, OSHA, State of Ohio, AHERA, HUD Protocols, EPA, and CDC.

1.1 DFAS wants a consultant professional that specializes with governments, schools, buildings, and their occupants, and systems: Asbestos(ACM), Indoor Air Quality, Exposure Assessment, Risk Assessment, Airborne Particles, Bio Safety/Bio Terrorism, Bacterial Testing and General Industrial Health.

1.2 The contractor for service will specialize and certified with: Certified Hazardous Materials, Certified Environmental Trainer, Asbestos Project Manager, Asbestos Inspector, Lead Paint Risk Assessor, Asbestos Supervisory Experience, and Environmental Site Assessments (ESA’s).

2.0 Scope of Work: The Contractor shall conduct: Visual Inspection, Initial Air Quality Evaluation, Microbial Air Sampling, Airborne Ambient Dust, Airborne Fibers Sampling,, and other services as specified in the contract.

3.0 General Requirements and Specifications:

1. Security & Background Verification – Only personnel who are cleared for access by the DFAS Force Protection Office may be used in performance of the work.

2. Contractor Responsibility - The Contractor shall supply all labor, material, expertise, and laboratory analysis necessary to conduct the Visual Inspection, Initial Air Quality Evaluation, Microbial Air Sampling, Airborne Ambient Dust, Airborne Fibers Sampling, and DHS – Department of Homeland Security bacterial testing for SARS-COV-2 and other services as specified in the contract. The Contractor will be responsible to determine the appropriate level of protection required for their employees and will provide that protection.

3. Collaboration with NIOSH – National Institute for Occupational Safety & Health for Best Practices

a. Delivery of Results within five (5) working days after receipt of analytical results from the laboratory consultant/accredited laboratory; may include paint chip analysis. Out of Specification (OOS) will notify DFAS, as soon as prudently possible, verbally of potential findings:

b. Min/Max on Measured Samples; Limit/Range; Reference of Standard (ISO, AHERA, EPA, ASTM Standards, etc.) and industry guidelines.

c. Clean Air Act –National Ambient Air Quality Standards (NAAQS) testing results to also include:

4. Exclude costs associated with travel; travel costs borne by Contractor.

6. Location of work to be performed:

a. Site 1 –DFAS Cleveland - Anthony J. Celebreeze (AJC) Federal Building, 1240 E. Ninth Street, Cleveland, OH 44199 – Multiple Floors

b. Site 2 – DFAS Cleveland - Isaac I. Campbell (Bratenahl) Building 10, 1st & 2nd Floors; SOC center, 2nd floor offices, computer and electrical rooms; 555 East 88th, Bratenahl, OH 44108

7. Testing for these parameters are to be performed according to Appendix A - Sites 1, & 2; including specific tests, and timeframes for various floors and outside of the building for comparison. Consultant will confer with appropriate personnel of Client:

a. Site 1 – AJC Federal Building-Qtly6 Lab Blanks, 335 Total Samples
b. Site 2 – Bratenahl-Semi-Annually4 Lab Blanks, 27 Total Samples

8. Accreditation and Testing Labs:

a. Air Samples will be collected following standard industrial hygiene protocols

b. Samples will be analyzed by an accredited laboratory following the EPA Method 600/R-93/200(M)-7421

9. Security & Background Verification – Only personnel who are cleared for access by the DFAS Force Protection Office may be used in performance of the work.

4.0 Scope -

I. Overall Review of: Dust Particles, Odor, Mold, Silica, Asbestos, including - Initial IAQ Review/Investigation

a. The initial review of IAQ concerns is broad in scope and aimed at identifying the most likely contributors (e.g., sources of air contaminants, building conditions and/or occupant activities, and pathways of exposure).

b. The goal of the initial review is to develop information to provide a focus for the investigation:

i. VOC – Volatile Organic Compounds: Allergens/emissions, Condensates, Bio-Aerosols

ii. Dusts types: Mineral Dusts (i.e. cement dust); Metallic Dusts (i.e. iron oxide), Chemical Dusts (Carpet, Adhesives, etc.)

iii. Adhere to ESA and ASTM Standards

iv. Adhere to AIHA American Industrial Hygiene Associations Environmental Microbiology Proficiency Analytical Testing (EMPAT) for Microbial Air Sampling.

II. Walk-through Survey - Visual Inspection

a. A visual inspection is conducted to identify building-related conditions that are generally recognized as being associated with IAQ problems.

b. Inspection is performed in representative areas; observations are made of odors and an inspection of the area outside the building to identify potential outdoor sources of air contaminants.

c. Visually document conditions where sampling is performed in the buildings

III. Indoor Air Quality (IAQ) Monitoring & Methodology - Initial Air Quality Evaluation

a. Measurements of general IAQ indicator parameters will be performed to aid in evaluating general conditions (including comfort) and potential air contaminant sources including: temperature, relative humidity, carbon dioxide, and carbon monoxide. These measurements will be taken with direct reading electronic instruments and/or colorimetric gas detection tubes.

b. The IAQ assessment follows generally accepted practices, protocols, and methods such as those published by the National Institute of Safety and Health (NIOSH), the Environmental Protection Agency (EPA), the American Industrial Hygiene Association (AIHA), and the American Conference of Governmental Industrial Hygienists (ACGIH), including

· Humidity

· Wet Bulb Temperature

· Dry Bulb Temperature

· AH - Absolute Humidity

· RH – Relative Humidity

· Humidity Ratio

IV. Airflow - Velocity, Volume, and Ventilation Air - Microbial Air Sampling

a. Microbial (Fungal) Air Sampling - Consultant will obtain sampling media and equipment for the fungal air sampling. Total number of samples will be specified by Client to include (1) lab blank to ensure that the media was not contaminated at the site or during transport. Sampling for airborne fungal spores will be performed using Allergenco-D 37 millimeter cassettes and a high volume air-sampling pump with variable flow adjuster. The air-sampling pump will be calibrated prior to and following the air sampling with a rotameter to 15.0 liters per minute. Each sample will be collected for six minutes to obtain a limit of detection of 11 spores per cubic meter of air (spores/m3). For analysis, the slides will be stained and analyzed by light microscopy in accordance with the manufacturer’s directions. Particle identification is performed in accordance with information provided in standard reference manuals. The air samples will be analyzed to measure total concentration of fungal spores/m3 and to identify the different species and their concentrations.

b. Sampling capabilities to include: Air, Bulk, Wipe and Tape.

c. SARS-CoV-2 Evaluation to include Surface Type (Stainless Steel/ABS Plastic), Temperature, Humidity.

d. Final Visual and Post Remediation Sampling Prior to Re-occupancy for floors undergoing rehab.

V. Airflow - Velocity, Volume, and Ventilation Air - Airborne Ambient Particulate Dust

a. Consultant will obtain testing equipment required for the ambient air sample particulate sampling. Measurements of airborne particulate will be performed to aid in evaluating general conditions and potential air contaminant sources. These measurements will be taken with a direct reading electronic instrument. The particulate quantification will be performed with a PortaCount. The TSI PortaCount is an ambient particle counting device which measures very small particulate. The 50% cut-off for small particles is 0.02 micrometers. This means that half of the 0.02 particles are counted and half are not. As soon as the particle size reaches about 0.04, almost 100% are counted up until a particle size of 1.0. Few particles larger than 1.0 are counted by the instrument because they impact and stick inside the switching valve or some other component. Statistically speaking, there are very few particles above 0.1 in normal ambient air. The percentage of particles counted is called “counting efficiency”.

b. Testing sites will be established throughout the space. Assessment of the results will be based on the recommended guidelines established by professional organizations. Total number of test areas will be established by Client, and are in Appendix A for quotation, including:

· Outdoor Ambient Air

· Airborne Fiber Sampling

· Ambient Particulate Testing – 6 Sizes

VI. Airflow - Velocity, Volume, and Ventilation Air - Asbestos /Polychlorinated Biphenyls (PCB)’s – Airborne Fibers Sampling: Air samples, including lab blanks, will be collected as established by Client. Air samples will be collected by sampling equipment calibrated against an intermediate source. High-volume sampling pumps will be used. Consultant will perform Phase-Contrast Microscopy (PCM) analysis of air samples collected at the site and have the analysis performed using the National Institutes of Occupational Safety and Health 582 program or equivalent, “Airborne Asbestos Sampling and Evaluation Techniques”. PCM Analysis available to be performed On-site.

VII. Bacterial Wipe/SWAB Testing - Surface samples from: walls, shelves, tables, ceilings, equipment, floors, vents, ducts, phones computers, door handles, and the like. Samples to be collected using S\Vabs. These samples will be analyzed after being cultured for viable bacteria, collecting approximately six (6) samples per floor. This analysis will be performed utilizing a 2-4 day turn-around. Testing will be performed in locations as established by Client. Laboratory Certificates of Analysis (COA) and summary reports will be provided by Vendor to include methodologies, results of analyses, conclusions and recommendations.

VIII. Sub-contract Testing by an Accredited Laboratory, EMSL Analytics Location will be located in a state surrounding the Great Lakes Region.

IX. Sub-contract Microbial Air testing by an Accredited Laboratory is to be performed to document SARS-COV-2 decontamination activities already performed throughout the areas and to identify existing conditions in the designated rooms/floors in order to identify the presence of viable bacteria. Required is specialized laboratory testing, aerobiology and environmental biology, that specializes in AIHA and EMPAT to perform microbial air samples.
