SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

OFFEROR Q&A

Question #1 was answered on Amendment 0001. Questions below were received after that amendment was issued.

Offeror Q&A continued:

2. In the quote submission requirements (Factor 1 – Staffing Plan, RFQ page 63), it is stated “As part of the staffing plan, the Offeror shall submit Curriculum Vitae (CV)/resume of proposed personnel, which meet the minimum qualifications stated in Part 5 of the PWS and demonstrate eligibility to receive a Common Access Card IAW Part 3 of the PWS.” However, in Part 3 of the PWS (RFQ page 39) there is no reference to a requirement of eligibility for a Common Access Card (CAC). Could you clarify whether eligibility for a CAC is a requirement?

Government response: There is no requirement for CAC; the reference to CAC in the submission requirements was included in error. The correct requirement is the eligibility to receive installation access. All other Factor 1 requirements remain the same. Addendum to Provision 52.212-1 Submission Requirements, Factor 1, has been revised.

3. Would the Government kindly provide the working hours or determine how long a one course lasts?

Government response: Performance Work Statement (PWS) paragraph 1.5. states the typical number of weeks per course. PWS paragraph 1.6. lists the performance location and hours.

4. Is this a new requirement or is there an incumbent contractor? If available, can you please send along the incumbent contract number, the contractor, and contract value?

Government response: This requirement for Modern Standard Arabic (MSA) Levantine and MSA Moroccan is the follow-on procurement for two (2) current contracts:

MSA Levantine. Contract HQ0236-16-P-0002. Contractor The Big Word Global Communications LLC. Contract award $103.230.05 (USD).

MSA Moroccan. Contract HQ0236-16-P-0003. Contractor Culmen International, LLC. Contract award $89,145.00 (USD).
