Is an individual permitted to submit a proposal on their own and also be proposed as the instructor in a separate proposal through a company?
The onus is on the contractor to be familiar with and comply with all Federal and local rules and regulations that pertain to each contract requirement.
FAR 52.212-1, which is part of the solicitation, allows multiple offers. Paragraph (e), Multiple Offers, specifically states, offerors are encouraged to submit multiple offers presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
The source selection process does not prohibit a sole proprietor from submitting an independent proposal while also partnering with a company to submit his/her resume as part of the company's proposal.
The Government will not be held responsible for any legal proceedings a company may take against a sole proprietor.
