QUESTION - Is an individual permitted to submit a proposal on their own and also be proposed as the instructor in a separate proposal through a company?
ANSWER - The onus is on the contractor to be familiar with and comply with all Federal and local rules and regulations that pertain to each contract requirement. From the Government's perspective, the source selection process does not prohibit a sole proprietor from submitting an independent proposal while also partnering with a company to submit his/her resume as part of the company's proposal. It would be inappropriate for the Government to respond to this question from a company's perspective. The Government will not be held liable or responsible for any legal proceedings between a company and its employees, prospective employees, business partners, subcontractors, etc. that may arise during the course of the solicitation and contract process.
