INSTRUCTIONS TO QUOTERS
1. E-mail quotes are acceptable to the attention of Ms. Melanie Hubbard at hubbardm@marshallcenter.org.
2. Submittal Contents:
Factor A. Corporate Experience
Submission requirements: Quoters shall submit documentation that clearly:
1. Demonstrates a minimum of ten years of professional experience in shooting corporate-style video productions.
2. Demonstrates a minimum of ten years of professional audio studio experience in recording broadcast/corporate quality voiceover narration tracks.
3. Describes experience using various portable lighting equipment to capture dynamic footage of people, both singly and in groups, building interior spaces, and talking heads.
4. Describes experience operating the Panasonic HPX 2100 P2 camera.
5. Consists of a portfolio of work containing samples of video that fully demonstrates the quoter’s experience capturing footage of interviewees, outdoor and indoor location footage of buildings and facilities, people in lecture hall, classroom, or work environments, and footage of people performing different activities (posed and candid).
The footage must be dynamic and clearly capture the intended purpose. The footage must be industry broadcast quality standard. Additionally, the portfolio must include both the footage as captured in production, and its use in finished video productions, post-production.
Quoters shall provide letters of references, contract information with other organizations, dates and nature of the experience, and any other reference information that support the vendor’s claims for this Factor.
Factor B. Corporate Past Performance
Submission requirements: Quoters shall submit past performance information on at least three projects awarded in the past three years that best demonstrates performance of services similar in scope, size, and complexity as described in the performance work statement. Past performance information should include the name, e-mail address, and phone number of current and/or former Clients/Supervisors. Quoters should include customer letters of recommendation, as applicable, for each project listed.
Factor C. Price
Submission requirements: Quoters shall complete the price schedule of this request for quote and return with the SF 1449, with block 17a completed, and blocks 30a through 30c filled out and signed by the quoter. Quoters are reminded that no travel costs shall be included in the quoted prices for CLINS 0006, 0007, 0008 and 0009.
Vendors shall also return the completed Representations and Certifications with the price quote (FAR 52.212-3 ALT I and DFARS 252.212-7000). Quoters are required to ensure current registration on the CCR Website, www.ccr.gov and are encouraged to complete/update Annual Representations and Certifications on the ORCA Website, http://orca.bpn.govhttp://orca.bpn.gov/.
EVALUATION METHODOLOGY
The Government intends to make one offer as a result of this Request for Quote. The offer will be extended to the responsible vendor offering the best value to the Government, Corporate Experience, Corporate Past Performance and Price considered. Corporate Experience is equal to Corporate Past Performance and, when combined, is significantly more important than Price.
This acquisition will use trade-off analysis to make a best value award decision. Source selection will incorporate trade-off techniques and will be made based on an integrated assessment of each quote. As such, the Government may award to a firm who has not quoted the lowest price or the highest rated technical quote.
EVALUATION FACTORS
The following factors shall be used to evaluate quotes on a best value trade-off basis.
Factor A – Corporate Experience. The Government will evaluate the quality of the quoter’s experience performing services similar to those required in the performance work statement and in accordance with the minimum requirements outlined in the submission requirements for each Factor above. The Government will evaluate the extent to which the quoter’s portfolio demonstrates experience performing the services outlined in the performance work statement (i.e., the quoter’s experience in generating sufficient quantity and quality of footage necessary to allow for substantial latitude in editing in post-production, e.g. inclusion of long shots, medium shots, and close-ups, cutaways, angle selection, and lighting scheme effectiveness; the experience arranging backgrounds (manmade and natural) and select camera angles; and the experience selecting appropriate settings and lighting for groups and talking heads. The portfolio should also demonstrate the quoter’s experience capturing footage which is interesting and which clearly captures the intended purpose. The footage must be broadcast quality standard.
Factor B – Corporate Past Performance. The Government will evaluate the recency and relevancy of the quoter’s past performance. Relevant contracts are contracts operating in similar working environments and contracts involving services that are considered to be similar in scope, magnitude and complexity when compared to the requirements described in this solicitation. Contracts provided may include those entered into by the Federal Government, agencies of state and local Governments and commercial customers. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the quoter’s past performance will be used to evaluate how the quoter has performed similar services in the past. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside the Government. Quoters lacking relevant past performance history will not be evaluated favorably or unfavorably for past performance. However, the quote of a firm with no relative past performance history, while rated neutral in past performance, may not represent the most advantageous quote to the Government and thus, may be an unsuccessful quote when compared to the quotes from other firms. The quoter must provide the information requested for this Factor or affirmatively state that it possesses no relevant, directly related, or similar past performance.
Factor C - Price. All prices, including options, will be evaluated for reasonableness. Quoters are reminded that no travel costs shall be included in the quoted prices for CLINS 0006, 0007, 0008 and 0009.
