Strategic Planning, HQ0147‐16‐R‐0014 Industry Questions Responses

Subject Location Reference Question Response 1 PWS Attachment J-01, PWS PWS Page 7, Section 3.1.1.e., Organizational Executive Is the contractor XO position supporting DX included in this solicitation? Yes. See Attachment L-09 Strategic Planning

Historical Information (page 1 and page 5) and RFP CLINS 0103, 1103 and 2103.

2 PWS Attachment J-01, PWS PWS Page 10-11, section 3.2.1, Task Details There are a couple of references to “MDA Directive 5010.20 Boards and Review”, is this actually meant to be “MDA Instruction 5010.20 Boards and Review”?

The PWS will be corrected to reference "MDA Instruction 5010.20 Boards and Review" vice "MDA Directive 5010.20 Boards and Review". The Bidder's Library has the correct document included in the CD if the CD was requested by the potential offeror.

3 RFP Attachment J-03a Attachment J-03a, MDA SCI Supplement for DD Form 254, Page 2, Paragraph 5, states, “Based on mission requirements, this contract may authorize up to 7 SCI billets.”

Please identify which positions, to include location, may require SCI. Currently, there are 6 SCI billets with 1 SCI billet not designated. The 6 billets are identified by "PRIDE Position ID" on Attachment L-09 Strategic Planning Historical Information. PRIDE numbers are AB

(MS46543), DS (MS30670, MS30673, MS39659), DX

(MS39298) and SS (MS46326).

4 RFP Attachment L-07 Attachment J-13, Labor Competency Education/Experience Matrix, Analyst (Intermediate)

The years of experience needed to offset the substitution of education increase with higher levels of education for this labor category. (i.e., a candidate with a Masters requires 7 years of additional experience, while a candidate with only a high school degree only requires 3 years of experience.) Can the Government confirm how many years of experience are needed to offset each level of education?

Attachment J-13 Labor Competency Education/Experience Matrix Strategic Planning and Attachment L-10 Labor Competency Descriptions Strategic Planning will be updated to correct Table 1.0.

See Amendment 0001.

5 RFP Attachment L-07 Attachment L-07, Excel Pricing Workbook for Strategic Planning The Labor Category Tab uses the same ERI Position Title and Experience Level for both the Contract Program Manager and the Contract Technical Lead. We assume that USG wanted some type of delineation between the CPM and CTL. Therefore, recommend changing the ERI Position Title for the CPM to Strategic Planning Manager.

Please confirm.

The Strategic Planning Supervisor ERI experience levels and corresponding mean and 90th percentile rates fit within the Contract Program Manager and Contract Technical Lead labor competency. The offerors must ensure the personnel they place in the labor competencies meet the experience requirements in Attachment L-10.

6 RFP Attachment L-07 Attachment L-07, Excel Pricing Workbook for Strategic Planning, Attachment L-07, Excel Pricing Workbook for Strategic Planning references labor categories and positions for the CPM and Contract Technical Lead, however there are no hours allocated in the TEAMS Strategic Planning RFP document which specifies LOE hours we must bid to per the January 19, 2016 Q&As, question #’s 9 &10. Please address how hours and costs for the CPM and CTL should be accounted for in the Excel Pricing Workbook and the representative contract document, i.e., by each CLIN or a separate CLIN?

It is the responsibility of the offeror to determine the amount of CPM and CTL hours and costs needed to manage the LOE hours and costs for the PWS requirements.

7 RFP Attachment L-07 and L-

Attachment L-07, Excel Pricing Workbook and Attachment L-10, Labor Competency Level Descriptions

The Government updated minimum years of experience for each labor category in the Final RFP in attachment L-10.

However, these changes in the years or experience and the corresponding survey data were not updated in the final Attachment L-7 EPW, in the “Labor Category” and “Rates tabs”. Will the govt. please provide an updated Attachment L-7 EPW with the ERI survey data that maps to the final Attachment L-10?

The ERI experience levels stated in Attachment L-07 and Attachment L-10 will not always be identical. The years of experience in Attachment L-07 are for determining the ERI mean and 90th percentile rate ranges. The offerors must ensure the personnel they place in the labor competencies meet the experience requirements in Attachment L-10. Attachment L-10 Labor Competency Level Descriptions Strategic Planning and Attachment J-13 - Labor Competency Education/Experience Matrix Strategic Planning have been updated to correct Table 1.0. See Amendment 0001.

8 RFP Attachment L-09 Attachment L-09, Strategic Planning Historical Information, Page 1 Historical hours shows 1,920 hours for PM THAAD in the table on page 1. However, the spreadsheet shows two positions for PM THAAD. In addition, the required hours for CLIN 0116, CLIN 1116, and CLIN 2116 indicate that only 1 position (1,920 hours/year) is intended for PM THAAD. Please clarify if the Government intends to eliminate one position from PM THAAD, will increase the CLIN hours to accommodate two positions, that the spreadsheet is inaccurate and only one position exists, or that the two positions are part-time and together they are allocated 1,920 hours.

Attachment L-09 Strategic Planning Historical Information is historical and is only provided to assist the offerors. The decision on support requirements to fulfill CLIN 0116, 1116, and 2116 is based upon the offeror's approach.

9 RFP Attachment L-09 Attachment L-09, Strategic Planning Historical Information Attachment L-09 shows Government Onsite Accommodations in the National Capital Region as 13. However, the Historical Manpower spreadsheet shows a total of 14 positions. Please clarify if offerors should limit the number of personnel at HQ MDA to 13 or if staff share workstations.

Attachment L-09 Strategic Planning Historical Information is correct. There are a total of 14 positions identified on the historical manpower spreadsheet.

One position is vacant. Attachment L-09 - Historical Information Strategic Planning will be updated to clarify number of positions in NCR from "13" to "14".

See Amendment 0001.

10 RFP Attachment L-09 Attachment L-09, Strategic Planning Historical Information, Pages 3-6 The Historical Manpower breakdown identifies the Grade for each FTE. However, does not provide a definition of the acronyms used. We assume that the USG will provide an acronym list. Please confirm.

Attachment L-09 Strategic Planning Historical Information will be updated to replace the title "GRADE" with "Position Description". The descriptions are what the stakeholder organizations refer to the job function provided to that particular stakeholder and are merely job titles. Attachment J-01 Strategic Planning PWS identifies the work to be performed.

11 RFP Attachment L-09 Historical Hours per Stakeholder support 75 Full Time Equivalents (144,000) hours per year. Government Onsite Accommodations per Location support 76 Full Time Equivalents. Historical Manpower breakdown shows 76 Full Time Equivalents.

Can the Government confirm that the RFP-specified total proposed labor hours for each CLIN are meant to support 75 Full Time Equivalents after contract award even though historical manpower and available Government workstations equate to 76?

See Question 8 response.

12 RFP Attachment L-09 Attachment L-09, Strategic Planning Historical Information, Government Onsite Accommodations per Location Table, Page 1. The number of Government provided seats for the NCR are congressionally limited to the maximum number historically provided.

The Government Onsite Accommodations per Location Table lists 13 total workstations available in the NCR location, but the Historical Manpower breakdown that follows this table shows a total 14 in the NCR location. Can the Government confirm that there are only 13 workstations available for the NCR location after contract award?

See Question 9 response.

13 RFP Attachment L-10 Attachment L-10, Labor Competency Level Description, Table 1.0 Attachment L-10, Table 1.0, shows that the education substitution for the Analyst (Intermediate) LCAT allows for decreasing levels of both experience and education. Recommend a change to show alternative #1 as 9 years for an Associate’s Degree, alternative #2 as 11 years for a High School Diploma, and alternative #3 as 5 years for a Master’s Degree.

Attachment J-13 Labor Competency Education/Experience Matrix Strategic Planning and Attachment L-10 Labor Competency Descriptions Strategic Planning will be updated to correct Table 1.0.

See Amendment 0001.

14 RFP Attachment L-10 As currently presented it allows alternative substitutions for Contract Technical Lead and for Analyst Intermediate to have less education and/or experience as the substitutions go

on. For example, intermediate education requires a Bachelor’s degree and 7 years’ experience, or an Associate’s degree and 5 years experiences, or HS diploma and 3 years’ experience.

All other labor categories require more experience with less education (we believe the numbers are just reversed). See Question 13 response.

15 RFP Sections B & H Section B Supplies or Services and Prices (Pages 7 and 12) and Section H-14 Personnel Qualifications (Page 54) Ref: H-14 Personnel Qualifications Personnel in all organizations except DP (Section B Supplies or Services and Prices, Item 0105) and TC (Section B, Item 0115) are identified as Key Personnel and fall under requirements for notification for replacement of personnel and qualifications of replacement candidates.

Was the exclusion of DP and TC personnel in Section H-14 intentional or an oversight? RFP will be amended to replace DPF with DP for key personnel. TC is not considered key personnel for this solicitation.

16 RFP Section H Clause H-02 Level of Effort (b) states: Labor Hours are defined as actual PRIME AND SUBCONTRACTOR (INCLUDING CONSULTANTS)work hours exclusive of vacation, holiday, sick leave and other absences.

Is it correct to assume, since the RFP contains a separate CLIN for Labor Surge Support, H-02 (b) should also include Overtime hours? Please confirm that all overtime hours will be charges against the CLIN for Labor Surge Support.

See paragraph 10, page 23, of the PWS for the definition of surge support for mission requirements.

The offeror shall propose their surge rates. In accordance with FAR 52.222-2 overtime premiums are not allowed for this effort.

17 RFP,

Section L, PWS

RFP, Section H, Clause H-14 Personnel Qualifications

Section L

PWS

PWS

RFP Page 54, Personnel Qualifications: Key personnel positions are defined as: Contract Program Manager, Technical Lead, and other personnel supporting the following organizations: Office of the Director (D) Office of the Deputy Director (DD) Office of the Executive Director (DX) Program Executive for Aegis BMD (AB) Chief of Staff (DS) General Counsel (GC) C2BMC (BC) Agency Operations (DO) Facilities, Military Construction and Environmental Management Directorate (DPF) Director for Test (DT) Advanced Technology (DV) Global Deployment (GD) Ground-Based Midcourse Defense (GM) Program Director Sensors (SN) Space Systems (SS) Terminal High Altitude Area Defense (TH)

Section L, Page 19, L-12.2 Technical Staffing Approach States: “Key personnel resumes shall be submitted for the Contract Program Manager and Technical Lead(s), if proposed.”

PWS 9, Transition and Staffing, Page 22 and 23. PWS 9.b Key personnel for this effort are IAW Special Contract Provision H-14 Personnel Qualifications (May 2005) and Attachment J-13 Strategic Planning Labor Competency Education/Experience Matrix (See Table 9.1 below).

PWS 9, Transition and Staffing, Page 22 and 23, PWS 9.d, Table 9.1: Key Personnel

H-14 states that the CPM and Technical Lead and “other personnel” supporting 16 organizations are Key personnel.

L-12.2 states that Key personnel are the CPM and Technical Lead(s) if proposed. This conflicts with H-14’s definition of Key Personnel.

Table 1.0 in J-13 describes the Labor Competencies, but not the Locations of 6 Key Personnel. In addition, there are 16 organizations noted in H-14 that have key personnel supporting them.

Table 9.1 identifies 6 Key Personnel locations, but not the labor competencies.

The information concerning Key Personnel is very confusing and appears to be in conflict across the various sections of the RFP. Will the Government please provide a list of Key Personnel positions, their physical location, the office or offices they support, and the labor competency for each position?

H-14 Clause defines Key Personnel and who are considered key personnel after award. L-12.2 defines the requirement for submission of the proposal. Attachment L-09 Historical Information Strategic Planning identifies historical manpower which includes location, key personnel and which stakeholders are supported. The Office of the Director (D), Office of the Deputy Director (DD) and the Office of the Executive Director (DX) are included in one CLIN in the RFP; therefore they are considered key personnel. However, the Office of the Director currently does not require support in this solicitation. The information provided in Attachments L-09, L-10, J-13 and RFP provide the offerors with sufficient information on the requirments of Key personnel.

18 RFP,

Section L, PWS

Section L Page 19 PWS 9. Page 22 and 23 Ref: PWS 9.c /Table 9.0

Section L Page 19. According to Section L-12.2 Key personnel resumes shall be submitted for the Contract Program Manager and Technical Lead(s), if proposed. No other key personnel resumes are required with the proposal. The contractor shall specifically identify its approach to the Contract Program Manager (CPM) and Technical Lead positions, to include whether the CPM will perform both roles or if the Technical Lead will be performed by someone else.

Section H-14 Page 54 Personnel Qualifications

This paragraph vacillates between a singular Technical Lead and multiple Technical Lead positions. Please clarify Technical Lead and/or Leads The narrative of 9.c is singular in its reference to a Technical Lead; however Table 9.0 indicates the possibility for more than 1 Technical Lead. Please clarify Technical Lead and/or Leads This paragraph indicates a Singular Technical Lead. Please clarify Technical Lead and/or Leads

The Offer needs to determine their approach to Contract Program Manager and/or Technical Lead(s).

The Government will not tell the Offeror how to propose this area.

majSection L L-10.6 Section L-10.6 Consent Letters (Attachment L-03) states in part “Offerors shall provide a consent letter for each proposed subcontractor using the format provided at Attachment L 03, Consent Letter.”

We read this requirement to include all subcontractors, not just those submitting PPIs. Is this correct? A completed Attachment L-03 is required for all major subcontractors when PPI is being submitted.

20 Section L L-10.7 L-10.7 Client Authorization Letters (Attachment L-04) states in part “The offeror shall provide original client authorization letters for the offeror and each subcontractor and/or joint venture.

We read this requirement to include the prime and all subcontractors, not just those submitting PPIs. Is this correct? A completed Attachment L-04 is required for all major subcontractors when PPI is being submitted.

21 Section L L-12.2 Section L-12.2 Subfactor TS2: Technical Staffing Approach states “Key personnel resumes shall be submitted for the Contract Program Manager and Technical Lead(s), if proposed. No other key personnel resumes are required with the proposal.”

Is the Offeror limited to only these two required resumes or may additional resumes be provided for other positions considered Key Positions in the Offeror’s approach?

The Offeror is only required to provide resumes for the Contract Program Manager and Technical Lead(s), if proposed. The Offeror can provide any information they desire in their proposal as long as they stay within the requirements stated in Section L, Table L-1.

22 Section L L-3.3 & L-11.1 Section L-3.3 Offerors are advised that the Government may incorporate into the final contract enhancing features included in the offeror’s proposal deemed beneficial to the Government. With the exception of the Cost and Price Volume and the Small Business Volume, no cost or pricing information should appear in any other volume. The Government advises offerors that taking exception to or deviating from any term or condition of the RFP may make an offer unacceptable and the offeror ineligible for award. However, in section L-11.1 Model Contract (SF33), Section B states: “Offerors will populate the estimated cost and fixed fee values for CPFF CLIN’s.” This section conflicts with Section L-3.3.

Section L-11.1 Model Contract (SF33) Section B conflicts with Section L-3.3. Does Section B need to be completed with the estimated cost and fixed fee values for CPFF CLIN’s?

Yes, Section B CLIN amounts need to be completed to include estimated cost, fixed fee (for CPFF CLINs) and Total Cost Plus Fixed Fee. For Cost CLINs, the offeror shall include the amounts included in Section L- 14.4.

23 Section L Section L-14.4 Section L-14.4 Excel Pricing Workbook (EPW), Page 24. Offerors, IWTAs and major subcontractors must correct and tailor Attachment L-07 to eliminate errors and to conform to their estimating and accounting systems so that each rate/factor calculation uses the correct allocation base.

For Submission of the EPWs by major subcontractors, can the worksheets be tailored to eliminate all references to subcontractors and IWTAs throughout the worksheet to ensure that the data being submitted only applies to the hours allocated to the major subcontractor?

Each subcontractor or IWTA should follow the same instructions stated in L-14.4 Excel Pricing Workbook (EPW) as the prime contractor when preparing their company specific EPW. For submission to the Government, the full detail of the direct/indirect rates and FBLR rates, and links to the Rates tab will remain in-tact. This can be accomplished by inputting their data as if the subcontractor was proposing as a prime contractor. To protect proprietary data, the IWTA or subcontractor may elect not to submit direct rate or indirect rate tabs to the prime offeror. For submission to the Government, the full detail of the direct/indirect rates and FBLR rates, and links to the Rates tab will remain in-tact.

24 Section M Section M, M-8.0 Factor F5: Past Performance

Section M, M-8.0, Factor F5: Past Performance, Page 5 According to Section M, Evaluation Factors for Award, M-8.0 Factor 5, Past Performance: The Past Performance will result in a rating of “Acceptable” or “Unacceptable” and offerors with unacceptable ratings will be removed from consideration for award. If the offeror has unknown past performance they will receive an “acceptable” award.

If this is only a pass/fail rating, will the Government look more favorable on offerors that DO submit a past performance? If not, please explain the benefit of submitting past performance.

For offerors with no prime experience, the decision to submit PPI is up to each company; however, for those instances where no PPI is submitted, we refer you to section M-8.0. The Government will actively research available resources for past performance in those instances where no PPIs were submitted. In accordance with Section M-8.0, If an offeror does not have a record of past performance, the offeror's past performance will be considered unknown. Unknown past performance will result in an "Acceptable Rating".
