8/20/2015 HQ0147‐15‐R‐0019 Responses to Industry Questions to Amend
# Question Answer 1 Will the government reconsider the responses provided in Q&A 8 and 9 and allow the offeror to format for efficiency, and drop the repetitive instructions?
a.) If not, will the government consider allowing the offeror to present instructions in the first PPI in Tab 3 (serving as an acknowledgement of instructions), and allow the offeror to remove the repetitive instructions from all other PPI’s in the same Tab?
b.) If not, will the government consider increasing the total page count for this Tab to at least 55 pages to accommodate repetitive instructions?
The responses provided in Q&As #8 & 9 under Amendment 2 remain unchanged.
The offeror shall not remove instructions from the PPI's. There will not be an increase to page count.
2 Amendment 0002, Attachment L‐10 Business Operations Labor Category Competencies includes a revised requirement for the Contract Program Manager (CPM) to have “Security Clearance required (TS/SCI).” Prior to this amendment the requirement was for the CPM to maintain “up to a TS clearance”. Is it the Government’s intent that Small Business Primes, identify and select a new CPM, with an active SCI, to begin work on Day One of the contract, within two weeks of proposal submission? Will the Government consider rescinding this new requirement?
The Government will not rescind the requirement under Amendment 02, Attachment L‐10 Business Operations Labor Competency, Contract Program Manager (TS/SCI). The Contract Program Manager is required to possess a Top Secret Clearance with Special Compartmentalized Information eligibility, by the end of the transition period.
3 The Government is asked to provide clarification on how to appropriately complete the EPW for a contractor that has fringe as an intermediate pool. As an intermediate pool the fringe is incorporated into the overhead rate. Is the Government requesting the contractor to separate the fringe from the overhead rate on the Rates tab (Cells E102 through J102) so the fringe costs will be seen on the FBLRs tab (Columns G, P, Y, AH, AQ, & AZ)?
The Government is not requesting the contractor to separate the fringe from the overhead rate on the Rates tab. If the offeror includes fringe in the overhead rate, input zero for the fringe rate on the Rates tab.
4 The Indirect Rate Build‐Up tab will reconcile the different elements of fringe from the EPW to the cost narrative. The FLBRs tab is where the EPW computes the fringe costs per labor category to ensure that the minimum $4.02 is met. The Government is asked to provide more clarification on how the reconciliation of the fringe costs needs to be presented between the EPW and the cost volume narrative.
Section L, 14.5 (3) states, "Explain how the proposed cost of fringe benefits meets or exceeds the minimum requirement of $4.02 per labor hour. This explanation must reconcile to the Indirect Build‐up tab included in the Excel Pricing Workbook (if this tab is required). Alternatively, if proposed indirect rates are substantiated by a FPRA or provisional billing rate agreement, the offeror must also explain how the indirect rates included in the FPRA or the provisional billing rate agreement cover at least this minimum fringe benefits requirement."
5 The contractor is a small business and does not maintain a CAS disclosure statement under the exemption of 48 CFR, Chapter 99, Subpart 9903.201‐1(3) CAS applicability.
The Government is asked to provide guidance on how to address this requirement for a contractor that does not have a CAS disclosure statement.
Offerors who are not required to submit a CAS disclosure statement should state the basis of their exemption.
6 The table referenced above requires the prime to provide the “loaded” labor costs in order to show the percentage to be performed by the prime. The Government is asked to define the term “loaded” to ensure that this table is completed correctly by the prime.
"Loaded" labor costs should reconcile to column BO of the prime offeror's labor resources tab, which is inclusive of the prime offeror, IWTA, and subcontractor labor costs. For purpose of filling out Table L‐3, the Total Base Period Labor Cost should equal the SB Prime and Subcontracted dollar amount.
7 In Amendment 2, MDA provided staggered start dates for Performance Objectives 3.1 ‐ 3.5, when is the expected start date for the new Performance Objective 3.6 (FMS)?
Performance Objective 3.6 is tied to the FMS Option CLINs. These option CLINs may be exercised in whole or in part at any time, but each Option CLIN has a designated PoP that is listed in Section B of the RFP.
8 In attachment L‐07 on the Cost Roll up tab, G&A will be calculated twice in the total labor cost due to the fact that it is already in the FBLR without fee that is used to calculate either the Primes labor (Row 6) and the subcontractors labor (row 8), then row 11 adds the G&A a second time. May the proposing contractor make the necessary changes to the spreadsheet formulas to ensure G&A is not being calculated twice?
The prime offeror's FBLRs tab calculates prime offeror G&A associated with the Prime offeror's labor cost. The IWTA's or subcontractor's FBLRs tabs calculate IWTA/subcontractor G&A associated with the IWTA's or subcontractor's labor cost.
Columns BA:BG on the prime offeror's Labor Resources tab calculate prime offeror G&A associated with IWTA, subcontract, and procurement overhead cost, only for purposes of calculating the surge and FMS composite labor rates. The Cost Roll‐Up tab calculates prime offeror G&A associated with the IWTA, subcontract and procurement overhead cost for all CLINs except surge and FMS. Section L‐14.4 states that "Offerors, IWTAs and major subcontractors must correct and tailor Attachment L‐07 to eliminate errors and to conform to their estimating and accounting systems so that each rate/factor calculation uses the correct allocation base." Section L‐14.5(10) requires offerors to "Complete the following table which describes the allocation base for each proposed indirect rate/factor."
9 Since there is no pricing shown for “Labor” section, the all CLINS section does not calculate the labor portion of the FMS. May the Offeror make adjustments to the spreadsheet so it calculates FMS labor accurately?
The Government notes a calculation error in row 6 because it does not include FMS labor. However, rows 12 and 17 do include the FMS cost. Therefore, the total cost is correct on the spreadsheet.
10 There is a discrepancy in the surge CLIN numbers within the solicitation ‐ it is noted as CLIN 0005 in Section L, but CLIN 0004 in attachment J‐17 and on page 4 of the solicitation. Please clarify the Surge CLIN number(s).
The Surge CLIN number for Business Operations is CLIN 0004. The Table in Section L‐14.4 should reflect CLIN 0004 as opposed to CLIN 0005.
11 Amendment 0002 changed the Procuring Contracting Officer from Megan Dake to Gladys Erskine.
‐‐‐‐We have already coordinated for PPQs to be submitted by customers to Megan Dake, are offerors required to have PPQs re‐submitted to Ms. Erskine.
‐‐‐‐We have already collected Attachment L‐03 Consent Letters from our proposed subcontractors, addressed to Ms. Dake. Are Attachment L‐03 Consent Letters addressed to Ms. Dake compliant? or are Consent Letters required to be addressed to Ms. Erskine?
‐‐‐‐We have coordinated for our subcontractors to submit a few other letters to be included with the proposal, do these letters need to be addressed to Ms. Erskine?
Consent Letters addressed to Ms. Dake will still be compliant. All new PPQs and Consent Letters should be addressed to Ms. Erskine.
12 Section L‐5.1, submission of “Identifying Codes” is required. CAGE Code, DUNS number, facility code are specifically requested, please clarify what other type of identifying code is the Government requesting?
No other identifying codes are required.
13 Section L‐5.1, submission of “Applicable Designations” is required, please clarify what type of designation is the Government requesting? is this referring to SDVOSB, VOSB, 8a, etc. designations?
Applicable Designations does refer to the type of small business.
14 What is the correct fax number for Ms. Erskine? The Consolidated Support Contracts Office Fax number is (256) 450‐2522. If a fax is sent, please contact Ms. Erskine prior to sending the fax.
