Washington Headquarters Services (WHS)/ Acquisition Directorate (WHS/AD) is releasing this solicitation electronically only, through Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) at using the Offer Tab, and with a notice and link https://piee.eb.mil

. This RFQ is issued and amended electronically; hard copies will not be distributed. Quoters shall submit quotes transmitted to https://SAM.gov electronically by the specified due date/time, in accordance with FAR 52.212-1 and all format/content instructions. Submissions shall comprehensively address all RFQ requirements, demonstrating the quoter's capability to fulfill them in sufficient detail for effective evaluation against the specified criteria. Quotes shall comply with all solicitation terms; exceptions will render quoters non-responsive and ineligible for award. This procurement is conducted under FAR Parts 12 and 13, Simplified Acquisition Procedures and Acquisition of Commercial Items, not FAR Part 15, Contracting by Negotiation. Late quotes will be rejected. Quoters shall ensure documentation is coherent and addresses all aspects of this RFQ. The Government anticipates a single award of a firm-fixed-price BPA to the responsible quoter that submits the lowest priced technically acceptable (LPTA) quote. The Government may also reject any offer not substantially in compliance with the terms and conditions of the solicitation. Quoters that qualify the quotes or otherwise take exception to the solicitation's terms shall be deemed ineligible for award. The Government intends to award without discussions but reserves the right to conduct discussions if determined to be in the Government's best interest.

QUESTIONS AND QUOTE SUBMISSION

Question Submission: All questions, concerns, or requests for clarification for this RFQ shall be submitted via whs.mc-alex.ad.mbx.essd-PIEE at security-solicitation@mail.mil no later than June 6, 2025, at 10:00 a.m. Eastern Time. The subject line to the email should read "HQ003425QE096:

.PFPA Ammunition BPA"

Quoters shall not include any proprietary information in a question, as the Government will provide the questions and answers to all potential quoters.

No phone calls are permitted. No comments, questions, or inquiries shall be made by any government person by any means other than electronic submission via the above method.

The Government may not respond to questions received after this date and time. Quoters shall identify the specific section of the solicitation to which each question relates when submitting questions. Reference should be made to the solicitation Section Heading, page number of the solicitation, and specific location on the page (e.g., third paragraph) to facilitate the Government's response to each question. Questions shall be submitted in a Microsoft Excel file following a format similar to the table below:

A. QUOTE VOLUME REQUIREMENTS

The following are descriptions of the information that shall be provided with the quote.

Part 1.

Cover sheet shall include the following:

1. Quote shall remain valid no less than 120 calendar days after the quote due date.

2. Names and telephone numbers of person(s) authorized to conduct negotiations.

3. Name of the official authorized to bind the quoter's organization shall be clearly identified.

4. Company Address, facility code, SAM UEI number, and size standard, Cage Code.

5. Listing of all subcontractors, production facilities not co-located at the primary contractor address, and their CAGE Codes.

7. Acknowledgment of receipt of any amendments.

Instructions for Quote Submittal: Quote submitted in response to the Solicitation shall be formatted as follows:

1. - Text shall be single-spaced, with a minimum one-inch margin all around. Pages shall be numbered consecutively.Text

2. - Minimum of 12-point font size. Bolding, underlining, and italics may be used to identify topic demarcations or points of emphasis. Font Size Graphic presentations, including tables, though not subject to the same font size and spacing requirements, shall have spacing and text that is easily readable.

3. - The number of pages shown in the table above should be submitted in electronic format. Responses to Technical Approach and Price Labeling shall submitted electronically in separate files. A cover letter with specified details outlined above under Part 1 of Volume 1 - Administration, shall accompany in each volume or file.

4. - Price information shall be addressed in Volume III Price and the CLIN structure listed in the RFQ No. HQ003425QE096. Pricing Data All unit All price information shall be submitted in the attached price template.pricing shall be rounded to nearest cent.

5. - Text and graphics portions of the electronic copies shall be in a form at readable by Adobe (PDF), MS Word 2010. Data Electronic Submission submitted in spreadsheet format shall be readable by Adobe (PDF), MS Excel 2010. All responses to the solicitation shall be in separate files and volumes corresponding to the evaluation factors identified in the above chart under section A.

B. ADMINISTRATIVE (VOL. I)

The quoter shall present the cover letter, certifications, and completed Provisions in this Volume. Cover letter will not count against any page limitation and shall clearly state the length that the quote remains open and in effect, which shall be at least 120 days from the quote due date. The Administrative Volume shall also include completed Representations & Certifications and FAR provisions listed above. Provisions FAR 52.204-17, 52.204-20, and 52.204-26 will be reviewed via Quoter's SAM records (SAM.gov).

C. TECHNICAL APPROACH (VOL. II)

The quoter shall submit sufficient information for the Government to make a comprehensive evaluation of the quoter's technical approach and capability in meeting the tasks outlined in the solicitation and attached specification sheet.

D. PRICE (VOL. III)

The quoter shall submit firm-fixed-price for the required items listed in the Pricing Matrix. The Pricing Matrix shall include:
