About this file

This document is an Amendment No. 1 Questions and Responses file for Solicitation No. HQ003425QE096, a Sources Sought for a Small Arms Ammunition Blanket Purchase Agreement (BPA) by the Department of Defense Washington Headquarters Service. The document addresses six key vendor inquiries, with notable responses including: extending the quote due date to June 25, 2025, and consistently stating the government's intent to award the contract to a single vendor to mitigate potential shipping and receiving delays. The Excel spreadsheet listing ammunition requirements covers a five-year period and is based on historical usage, with vendors expected to provide pricing for the entire ordering period. The solicitation also confirms the applicability of FAR clause 52.219-33 and indicates no current tariffs are affecting the supply chain for the requested ammunition items.

Solicitation No. HQ003425QE096 Amendment No. 1 Questions and Response

No. Question Response

The submission deadline for this solicitation is insufficient to acquire delegated pricing from manufacturers to ensure the best possible pricing can be offered in future option years. Is it possible to extend the due date, preferably by 30 days? Quote due date is extended to June 25, 2025.

We are requesting that an update be made on the award of multiple vendors or award via brand name. There are no vendors that are factory direct with all of these brands which means they purchase the product from another distributor or from the commercial market, this causes the bid total to be extremely inflated costing the agency a large quantity of money that is not required to be spent.

The Government requires awarding the contract to a single vendor to mitigate potential shipping and receiving delays associated with multiple suppliers.

A few of these items are not produced here in the USA, and are under current tariffs with no one knowing whether the tariffs will reduce, increase, eliminate, etc. We are unaware of any current tariffs that are currently effecting supply.

We are requesting the modification for award of multiple vendors that can bid specific brands that are factory direct and can offer the best value for the agency.

The Government requires awarding the contract to a single vendor to mitigate potential shipping and receiving delays associated with multiple suppliers.

Is the Excel list intended to illustrate the range of items that may be ordered over the 5-year BPA period, or are you currently seeking pricing on these items?

The Excel spreadsheet lists the range of ammunition required over the five-year period, based on historical use. Vendors are to provide pricing for entire ordering period.

While reviewing solicitation HQ003425QE096, I noticed that FAR clause 52.219-33 was listed on the FAR clauses reference page. I wanted to confirm whether this clause is applicable to this solicitation or if it was included for reference purposes only FAR clause 52.219-33 is applicable to the solicitation.
