PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT

Washington Headquarters Services/ Facilities Services Directorate

Street Sweeping Program 31 January 2024

PART I

GENERAL INFORMATION

1. GENERAL: This is a non-personnel services contract to provide street sweeping support services for the Pentagon Reservation.

1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, non-personal services, and other items necessary to perform street sweeping support services as defined in this performance work statement (PWS). The Contractor shall perform to the standards in this contract. The Government will not exercise any supervision or control over any sub-contractor used to perform services herein. Such sub-contractors shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

1.2 Background: Washington Headquarters Services (WHS) is the essential services provider for the Office of the Secretary of Defense (OSD) and Department of Defense (DoD) agencies in the National Capital Region (NCR), including the Pentagon. WHS provides a wide range of centralized capabilities to DoD headquarters, OSD, and DoD components, enabling economies of scale for delivering essential administrative services to fulfill the mission of the DoD. WHS aligns under the Director of Administration in the Office of the Deputy Chief Management Officer.

1.2.1 WHS directorates and personnel support the mission of DoD customers by managing DoD-wide programs and operations for the Pentagon Reservation, Mark Center, and DoD-leased facilities in the NCR.

1.2.2 In this contract, the term “Pentagon Reservation” refers to the Pentagon building and its supporting facilities (e.g., ancillary buildings, parking lots, roads), such as the Heating and Refrigeration Plant and the North Village. This term does not include the Mark Center and DoD-leased facilities.

1.2.3 The WHS Facilities Services Directorate (FSD) provides operational support, including implementation of a compliant stormwater program under the General Permit for Discharges of stormwater from Small Municipal Separate Storm Sewer Systems (MS4 permit) managed by the Virginia Department of Environmental Quality. The MS4 permit establishes maximum loads of pollutants that can be discharged into the storm sewer system and surface waters.

1.3 Objective: The purpose of this contract is to:

a) Establish a street sweeping program to reduce the amount of pollutants being discharged from exterior hard surfaces (i.e., roads and parking lots) at the Pentagon Reservation to surface waters, to support compliance with the MS4 permit.

b) Improve the aesthetics of the site while helping to meet regulatory requirements.

1.4 Scope: The Contractor shall perform street sweeping support services in accordance with the PWS, to include street sweeping, contract administration and management, subcontractor management, quality assurance, and regulatory compliance.

1.5 Period of Performance: The period of performance shall be for one base period of 12 months and four optional periods of 12 months each. The period of performance reads as follows:

Base Period: Twelve months from the date of award.

Option Period One: Twelve months after the base period.

Option Period Two: Twelve months after option period one.

Option Period Three: Twelve months after option period two.

Option Period Four: Twelve months after option period three.

Optional 6 Month Ext.: Six months after option period four.

1.6 General Information:

1.6.1 Quality Control: The Contractor shall develop and maintain an effective and comprehensive quality control program (QCP) to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor shall prepare a QCP document and submit it to the government within 10 days after the contract is awarded. This document will specify the Contractor’s internal business process for identifying degraded services, equipment inspections, and employee training. Furthermore, it will address how the Contractor plans to meet and/or exceed contract requirements. The QCP is the means by which the Contractor assures compliance with the requirements of the contract.

Amendments or changes to the QCP shall be delivered to the Government within three business days following any change.

1.6.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan describes what the Government will do to ensure the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). The methods of surveillance are detailed in TECHNICAL EXHIBIT 1 located at the end of this PWS.

1.6.3 Recognized Holidays: The Contractor shall not perform service on the following holidays unless permitted in writing by the Contracting Officer’s Representative (COR):

1.6.4 Hours of Operation: All street sweeping services shall be scheduled for nights and weekends. The Contractors shall not provide street sweeping support services between the hours of 4:00 AM – 7:00 PM Monday through Friday.
