Of the 5-year IGCE total of , is for Blauer uniform pieces, and is for Elbeco uniform pieces, which totals approximately . Brand-name uniform pieces comprise approximately one-third of the IGCE; the other two-thirds of the requirement is not brand name. The BPA Call Order ceiling/limit will be $4 million.

5. REASON FOR AUTHORITY CITED: PFPA’s Police Department personnel currently wear uniforms that contain Blauer and Elbeco brand-name items. They wear their uniforms under heavy, protective, plated ballistic vests during what are typically 12-hour shifts, so comfort and durability of uniform items are important. There are also security concerns if the color or appearance of new uniform items does not match the current uniforms because lack of uniformity and formality may diminish PFPA’s security posture at the Pentagon. If the Government were to award a contract for different-brand uniform pieces, given that there are currently approximately PFPA police officers outfitted with the Blauer and Elbeco brands, it would cost the government an additional to refit the police officers with new uniforms. It is not anticipated that the additional cost will be recovered through soliciting for non-brand-name uniform items. Therefore, Blauer and Elbeco brand-name uniform items are anticipated to be the brands that can meet the government requirement without resulting in a duplication of cost that will not be overcome through competition.
6. EFFORTS TO OBTAIN COMPETITION: The items are being competed because vendors are allowed to submit other brands for evaluation. The current RFQ #HQ003422Q0003, which was issued as a competitive, 100% Small-Business Set-Aside on https://sam.gov to obtain maximum competition after exclusion of sources, will be amended to reflect the intent of FAR Clause 52.211-6 Brand Name or Equal.
7. FAIR AND REASONABLE COST DETERMINATION: The Contracting Officer determines that the anticipated prices will be fair and reasonable by using the techniques identified at FAR 15.404-1(b) to ensure award will be at fair and reasonable prices. Certified Cost and Pricing Data will not be obtained.
8. MARKET RESEARCH: A survey of the market was completed to identify authorized resellers of the Blauer and Elbeco products, and check if any of the companies manufacture their own uniform items. Eight small business companies with the requisite NAICS code 315210 (Cut and Sew Apparel Contractors) were identified who are interested sources or may be able to meet the requirement by either providing Blauer or Elbeco items, or modifying their existing items to meet the salient features of the requirement. These companies are shown in the following Table.

INTERESTED SOURCES: American Uniforms Sales Inc., F&F and A, Jacobs & Sons Inc., Howard Uniforms Company, MES-Lawman Supply Company, Smyrna Police Distributions Inc., Southern Police Equipment Company, Inc., Unimex/Paragon Defense Solutions, Inc., and US21, Inc. are small businesses considered to be interested in this requirement. Additionally, the notices required by FAR 5.201 shall be published and any proposals received shall be considered.
11. ACTIONS TO INCREASE COMPETITION: This requirement will be competed as a
100% Small-Business Set-Aside via https://sam.gov to obtain maximum competition after exclusion of sources.
