Cargo includes but is not limited to parcels, packages, produce, dry & refrigerated foods, and wholesale items received to restock DODCC retail vendors at the Pentagon Reservation. In most cases, the Contractor will augment government personnel in providing these services. The Contractor shall provide services to the Dockmaster Office to support operations listed below:
5.1.1.1. Receipt and Screening of All Items Entering the RDF
5.1.1.2. Delivery of Food, Packages and Material
5.1.1.3. Pickup and Packaging of Excess Material for Shipment
5.1.1.4. Support to Special Events
5.1.1.5. Response to Customer Requests
5.1.2. Receipt and Screening of All Items Entering the RDF. The Dockmaster Office receives and assists PFPA in the security screening of all items that enter the RDF. This efforts consists of assisting in the off loading of vendor vehicles, un-palletizing pallets loads when necessary (generally because the pallet will not fit in the screening X-ray machine), and re-palletizing for delivery. This work takes place at the dock before items are ready for delivery and is a steady state function. Contractor personnel augment government personnel in conducting this function.
Wherever the terms receipt and screening appear in this PWS, they refer to the effort described in this paragraph.
Workload is constant. Paragraph 8.3.1 identifies historical workload data for this task.
5.1.3. Receipt, Screening and Delivery of Food, Packages and Material. All the food, materials, packages, furniture, supplies, etc. that is required to run a complex like the Pentagon enter the building through the RDF. The Dockmaster Office and the PFPA jointly operate an automated delivery clearance and tracking system known as the Integrated Tracking System (ITS). Customers request that vendors be allowed entry to the RDF via the ITS system.
Vehicles must arrive at the RDF per the schedule in ITS and match all the vehicle and occupant information in ITS or be turned away. The food, packages and material that are off loaded for delivery in the Pentagon are then recorded in another automated system known as Star Receiver. This system tracks the location of the material until released to the user or other delivery organization other than the Dockmaster Office. The tracking is conducted using Personal Digital Assistants (PDAs) which all warehouse specialists must be able to operate. The paragraphs below provide details on the various facets of receipt, screening and delivery of food, packages and materials.
5.1.3.1 Receipt, Screening and Delivery of Food. All food sold in the Pentagon is received by the Dockmaster Office, screened by PFPA with Dockmaster Office support and delivered by the Dockmaster Office. Perishable food deliveries take place five days a week, generally between the hours of 5 a.m. to 11 a.m. Food items generally come in bulk, must be moved to screening and then palletized by destination for delivery. All perishable food that enters the Pentagon is delivered via the Dockmaster Office operation.
Paragraph 8.3.2 identifies historical workload data for this task.
5.1.3.2. Receipt, Screening and Delivery of Packages, Supplies and Material. All packages, supplies and material needed to operate the Pentagon enter the building through the RDF. The Dockmaster Office assists in the off-loading of the delivery vehicles and the movement of the items to the screening area. In some cases, palletized loads must be un-palletized for screening and re-palletized after screening for delivery.
Some items may come off the truck loose and after screening are palletized for delivery to one location.
Other loose items may remain as individual items and delivered on routes where many small deliveries are made. All these items are recorded in Star Receiver for tracking purposes and are tracked during transit until release to the customer or another delivering organization using the PDAs. Not all packages, supplies and materials that enter the RDF are delivered by Dockmaster Office. There are other organizations with logistics functions, such as Army Logistics Support-Washington, the Joint Staff and FFD’s Property Management Branch are some examples of other agency material handling functions that also deliver packages, supplies and materials in the Pentagon. Also, furniture movers will usually move furniture from the dock, after screening supported by the Dockmaster Office, to customer locations. This function takes place six days a week. Paragraph 8.3.2 shows the workload data for this function.
5.1.3.3. Receipt, Screening and Delivery of Courier Packages and Other Small Packages (Small packages defined as packages weighing less than 40 pounds). Packages delivered to the Pentagon by UPS and FedEx as well as most small packages go through an additional screening by PFPA, supported by Dockmaster Office. The packages are received by Dockmaster Office and entered into Star Receiver, then turned over to PFPA in a special facility to undergo additional screening. After screening, they are put in a quarantine area pending the return of laboratory tests. Upon return of a negative laboratory test, the packages are release by PFPA to the Dockmaster Office who is then responsible for delivery to the end user within a 24 hour period (work days only). Paragraph 8.3.2 shows the workload data for this function.
5.1.4. Pickup and Packaging of Excess Material for Shipment. Throughout the duty week, Dockmaster Office picks up abandoned furniture, packing material, construction material, pallets, etc. for disposal as trash or to be processed for turn-in as excess government property. Items are picked up throughout the Pentagon building, brought to the dock and then processed as trash or processed for turn-in to either government or, in the case of re-usable packing material, to vendors for re-use. Paragraph 8.3.3 shows the workload data for this function.
5.1.5. Support to Special Events. The Dockmaster Office provides logistics support to PBMO for the set-up and breakdown of special events sites. This can range from a minor event such as the delivery and set up of a single table to a site in the Pentagon to the support needed to set up a major events such as hundreds of chairs and accompanying stages, risers and podiums required for national level events such as the September 11 Memorial services. Major events may be held inside the Pentagon building, including the center courtyard as well as in exterior areas such as parking lots or other open areas on the Reservation. The Contractor on occasion may be required to provide logistical support for special events after normal working hours. The government will provide at least 24 hour notice to the contractor when requiring after hours special events support. Paragraph 8.3.4 shows the workload data for this function.
5.1.6. Response to Customer Requests. The Contractor will receive customer requests for services that must be responded to within 45 minutes of notification during normal working hours or at the time that has been scheduled with the customer. The Contractor will receive special events requests from the Dockmaster Office notifying the Contractor of the work required through work order generated by PBMO’s computerized maintenance management system (CMMS) MAXIMO. Historically, tasks included providing appropriate set-up and break-down of physical items such as but not limited to; tables, chairs, ropes stanchion, stages, press raisers and podiums, and other miscellaneous requests for special event services. Also, customers will call in requests for pick up of pallets, packing material and other items related to the delivery of material and supplies. Some of these tasks may be scheduled in advance and the Contractor is expected to meet the schedule. Paragraph 8.3.5 shows the workload data for this function.
