National Guard Youth Challenge Program (NGYCP) and DoD STARBASE Program Questions and Answers
HQ0034-18-R-0285
Amendment 0001
1) Page 8: Factor One: Technical Approach. Is it required to provide a summary of key personnel within the 10-page limits of our response to Factor One, or can it be included as a summary overview coversheet for Factor Two: Personnel Resumes?
-- Yes, it is required to submit a table, as part of Factor 1 – Technical Approach, showing the labor mix.
2) On Page 10, the instructions indicate that the Offeror shall enter a Unique Entity Identifier with Name and Address. In past solicitations, we have provided our DUNS number as a means of identifying our business, as well as our IRS Taxpayer ID. Is there a different number that you require as a Unique Entity Identifier? We are registered in the SAM records already, but we are confused about what other unique entity identifier number is required.
-- DUNS number will suffice so long as your SAM record has been updated.
3) On Page 26 paragraph 2.1.3 is listed twice. Is this just a numbering error?
-- Yes, Subject Matter Expert (Senior) 2 renumbered to 2.1.3.1.
4) In paragraph 2.1, Key Personnel it states the offeror can have 5 SME (Mid-level). Is this number of 5 a limit, or if the offeror has more than five SME necessary to perform the tasks identified in the Statement of Work should they be identified in Factor 1-Key Personnel as well as in Factor 4- Price?
-- The number in PWS Para 2.1 refers to the Key Personnel. If the Offeror proposes more personnel they are considered non-Key and they should be identified in Factor 1 – Technical Approach and Factor 4 – Price. Resumes are only required for Key Personnel under Factor 2
– Personnel Resumes as stated in the RFQ on Page 7 of 33.
5) Are the Volumes related to each of the Factors? e.g.:
Volume I= Factor 1—Technical Approach Volume II= Factor 2—Personnel Resumes Volume III= Factor 3—Past Performance Volume IV= Factor 4—Price
-- Yes, see revised tables under FAR 52.212-1 for clarity.
6) Will the STARBASE Program and Youth Challenge Program operate during Summer hours?
-- Yes.
7) What’s the time frame for STEM Program and the Youth Challenge Program?
