52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (JAN 2017)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
Instructions to Offerors
Washington Headquarters Services (WHS) is releasing this solicitation electronically using a combined synopsis/solicitation in accordance with FAR 12.6. This electronic version of the Request for Quote (RFQ) is the official version for this acquisition. No hard copy of this solicitation will be issued. Offerors will be sent any and all applicable amendments to this solicitation electronically.
There is a 10 MB limit for all electronic submissions via e-mail. The 10 MB size limitation applies to a single e-mail. Offerors may submit multiple e-mails but all e-mails from a Offeror must be received before the closing time for quotes. When sending electronic files, the Offeror shall account for potential delays in file transfer. Offerors are encouraged to submit their responses early to avoid potential file transfer delays due to high demand or problems encountered in the course of the submission. All submissions shall be received in their entirety before the due date and time in order to be considered. Any quote after the date and time specified for receipt will be considered late and will be rejected. E-mail transmission to a government address is not instantaneous and delays in transmission often occur. The Government takes no responsibility for any delays in the transmission of an e-mail submission.
Questions: Questions/clarifications regarding this RFQ shall be submitted to john.m.haberlach.civ@mail.mil and michael.a.kline42.civ@mail.mil. Questions that are vague, illegible, or irrelevant to the requirement, or submitted after the cut-off date may not receive a response. Responses to questions will be in the form of an amendment and electronically posted on the FBO website. No telephonic requests will be entertained. Questions are due no later than 12:00 PM ET on 6 September 2018.
Quote Format: To assure timely and equitable evaluation of the quote, the Offeror must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The type format shall be Microsoft Word Times New Roman Font Size 12 with normal proportional spacing with the exception of charts. The text lines shall be single-spaced. The font style and size for graphics, tables, organizational charts, drawings, and other inserts shall be Arial 10.
Quote Submission: Offerors shall submit their quote through the use of electronic delivery via email to john.m.haberlach.civ@mail.mil and michael.a.kline42.civ@mail.mil no later than 12:00 PM ET on 19 September 2018. Any quote after the date and time specified for receipt will be considered late and will be rejected. Each quote shall be submitted as set forth in the table below.

Page Limitations: The page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the quote.
Page Definition: The Government requires that Offerors number each page. In the event of an ambiguity in regard to the page count, the Government may exercise discretion in determining the page count. Two (2) pages may be printed on one (1) sheet of paper but they will count as two (2) pages. All material shall be contained within the page limit identified for each volume unless otherwise specified. All appendices, charts, graphs, diagrams, tables, photographs, drawings et cetera are included in the page count. Offerors are instructed to specifically identify and separate all pages that are not included in the page count.
Pages Excluded from Page Count: The covers for volumes, tables of contents, indices, title pages, cross reference indices, and section dividers/tables will not be included in the page count if they are inserted solely to provide ease to the reader in locating parts/sections of the quote. They will be counted if they contain any other information, e.g., diagrams, extraneous data, etc.
Indexing: Each volume shall contain a detailed table of contents to delineate the subparagraphs within that volume.
Tab indexing shall be used to identify parts and will not count against page limitations in the table above.
Submission Requirements:
Cover Page:
The Cover Page shall include the RFQ number, RFQ title, Offeror name and address, Offeror cage code, Offeror points of contact for technical and price related questions, acknowledgement of all material amendments, and a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ.
Factor 1 - Technical Approach:
The Offeror shall describe its technical approach to accomplish the requirements outlined in the PWS. The Technical Approach shall contain sufficient content for the Government to determine whether the Offeror understands and can perform the PWS requirements. To demonstrate understanding, the Offeror shall propose sound, practical, and feasible methods to accomplish all tasks identified in the PWS.
The Offeror shall submit a table showing its labor mix to accomplish the required tasks of the PWS. The table shall provide the individual’s name, name of proposed position, list of the PWS task(s) the individual will perform, and the number of hours proposed for the individual. For the name of the proposed position, the Offeror shall indicate which key position defined at PWS para 2.1 the individual will fill. If the individual is not filling one of the key positions defined at PWS para 2.1, the Offeror shall list a position name that conveys the individual’s duties (e.g., Tehnical Editor).
Factor 2 - Personnel Resumes:
The Offeror shall demonstrate through the submission of resumes that the key personnel defined in Section 2.1 of the PWS meet the criteria stated in Section 2. Individual resumes are limited to three (3) pages per individual (not including the letter of intent). Resumes shall contain the following information to demonstrate the proposed individuals to meet the qualifications specified in the PWS.

f. Company Name and Dates for Experience with other firms, specifically positions that demonstrate experience fulfilling requirements similar to those listed in the PWS.
Factor 3 - Past Performance:
The Offeror shall submit past performance information on contracts/projects that have occurred within five (5) years of the quote date. The Offeror shall provide at least three (3) past performance summaries, but no more than five (5) past performance summaries, of each experience outlining the details of management of the contracts/projects, duties and how the work was accomplished. The summaries shall be no more than three (3) pages each and include the name of the contract/project, name and contact information for customer, contract/project number, dollar value, period of performance, and description of services provided by major task and how they are relevant to the requirements of the PWS in terms of scope, size, and complexity. If a firm has no relevant past performance history of the same or similar scope, size, and complexity of this requirement, the Offeror must affirmatively state that it possesses no past performance experience of the same or similar scope, size, and complexity.
Factor 4 - Price:
The Offeror shall submit a firm-fixed-price for Contract Line Item (CLIN) 0001 as listed in the RFQ and a breakdown of the proposed positions, labor rates, and hours used to arrive at the aggregate CLIN pricing. The pricing volume shall be submitted as a separate document. Offerors shall also submit a completed Attachment 1 – Pricing Template.
The Offeror shall not propose a price for CLINs 0002 (Travel) and 0003 (Other Direct Costs) since both of these CLINs are Cost Reimbursable and will be administered on a not-to-exceed basis. The estimated amounts are as follows: CLIN 0002 (Travel): $300,000.00, CLIN 0003 (Other Direct Costs): $425,000.00.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation.
Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.
Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.
(i) Availability of requirements documents cited in the solicitation. (1)(i) The GSA Index of Federal Specifications, Standards and Commercial Item Descriptions, FPMR Part 101-29, and copies of specifications, standards, and commercial item descriptions cited in this solicitation may be obtained for a fee by submitting a request to--GSA Federal Supply Service Specifications Section, Suite 8100, 470 East L'Enfant Plaza, SW, Washington, DC 20407, Telephone (202) 619-8925, Facsimile (202) 619-8978.

(k) System for Award Management. Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. (l) Debriefing. If a post-award debriefing is given to requesting offerors, the Government shall disclose the following information, if applicable:
(1) The agency's evaluation of the significant weak or deficient factors in the debriefed offeror's offer.
(2) The overall evaluated cost or price and technical rating of the successful and the debriefed offeror and past performance information on the debriefed offeror.
(3) The overall ranking of all offerors, when any ranking was developed by the agency during source selection.
(4) A summary of the rationale for award;
(5) For acquisitions of commercial items, the make and model of the item to be delivered by the successful offeror.
(6) Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor 1 - Technical Approach Factor 2 - Personnel Resumes Factor 3 - Past Performance Factor 4 - Price
Factor 1 - Technical Approach is more important than Factor 2 – Personnel Resumes. Factor 2 – Personnel Resumes is more important than Factor 3 - Past Performance. Factor 3 – Past Performance is more important than Factor 4 – Price.
If the Offeror receives a “Marginal” or an “Unacceptable” rating for Factor 1 - Technical Approach, the Offeror will be ineligible for award and will not be further evaluated. If the Offeror receives a “Marginal” or an “Unacceptable” rating for Factor 2 – Personnel Resumes, the Offeror will be ineligible for award and will not be further evaluated.
Each quote will be separately evaluated and the quote’s strengths, weaknesses, deficiencies, and performance risks will be identified. A strength is an aspect of a quote that has merit or exceeds specified performance or capability requirements in a way that is advantageous to the Government during contract performance. A weakness is a flaw in the quote that increases the risk of unsuccessful performance. A lack of clarity in the quote that hinders an evaluator’s understanding is a weakness. A deficiency is a material failure of a Quote to meet a Government requirement, or, a combination of weaknesses in a quote that increases the risk of unsuccessful contract performance to an unacceptable level. Performance risk is the potential for unsuccessful contract performance due to the technical approach, potential for increased cost, or potential for schedule delays. The Government intends to evaluate quotes as if to issue the contract without discussions. Therefore, the Offeror’s quote should contain the best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; accept an offer other than the lowest priced quote; and waive informalities and minor irregularities in quotes received. The Government intends to award a contract to the responsible Offeror whose quote conforming to this solicitation that will be most advantageous to the Government, price and other factors considered.
Factor 1 - Technical Approach:
The Government will evaluate the Offeror’s ability to accomplish the requirements outlined in the PWS and the understanding of the Offeror’s sound, practical, and feasible methods to accomplish all tasks identified in the PWS.
The Government will also evaluate the Offeror’s labor mix, to include the level of effort and the experience and qualifications of its personnel, to determine the extent to which the labor mix can satisfy the PWS requirements.
Factor 2 - Personnel Resumes:
The Government will evaluate the resumes of the Offeror’s proposed key personnel to determine if those individuals meet the criteria stated in Section 2 of the PWS and the extent to which they exceed the PWS requirements.
Factor 3 - Past Performance:
The Government will evaluate the degree of confidence it has in a quoter’s ability to perform services that meet the Government’s needs, based on a demonstrated record of performance. Performance confidence is assessed at the overall past performance factor level after evaluating aspects of the quoter’s recent and relevant past performance.
The Government may obtain past performance information from any source available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases;
interviews with Program Managers, Contracting Officers, Contracting Officer’s Representatives, Fee Determining Officials; and the Defense Contract Management Agency.
Factor 4 – Price:
The Government will evaluate the Offeror’s price in accordance with FAR 13.106-3(a) to determine if the price is fair and reasonable. The Government will add the total price of the base period and the optional six (6) month extension of services, IAW FAR 52.217-8, to reach a total overall evaluated price. The Offeror shall not price the optional six (6) month extension of services.
Rating Methodology
Factor 1 - Technical Approach: The following adjectival ratings will be used to rate Factor 1 – Technical Approach. A rating of “Marginal” or “Unacceptable” under Factor 1 will render the Offeror ineligible for award.
Rating Description Outstanding Quote indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Good Quote indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Acceptable Quote meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Marginal Quote has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high. Quote is unawardable.
Unacceptable Quote does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Quote is unawardable.

Factor 3 - Past Performance: The following adjectival ratings will be used to rate Past Performance:
Each quote will be evaluated in accordance with the RFQ and assigned a recency, relevancy, performance and confidence rating under Factor 3 using the ratings below:
Recency: An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed during the past five (5) years from date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated. Note: If any part of the performance falls within the past five (5) years from the date of issuance of this solicitation the contract in its entirety may be considered/evaluated for past performance.
Relevancy: The following definitions will be used for the relevancy rating:
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Satisfactory Confidence Based on the Offeror’s recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.
Limited Confidence Based on the Offeror’s recent/relevant performance record, the Government has a low expectation that the Offeror will successfully perform the required effort.
