PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT

Training, Assistance, and Assessment Support for the National Guard Youth Challenge Program and Department of Defense STARBASE Program

7 September 2018

1.0 Background.

This requirement supports the Office of the Assistant Secretary of Defense for Manpower and Reserve Affairs (OASD/M&RA). The Secretary of Defense (SecDef) has assigned the OASD/M&RA the responsibility of carrying out the National Guard Youth Challenge Program (NGYCP) and the Department of Defense STARBASE Program.

In this capacity, the OASD/M&RA establishes policies, oversees management, and develops the NGYCP and STARBASE annual budgets.

Section 509 of title 32, USC authorizes SecDef to use the National Guard to conduct a civilian youth opportunity program that seeks to improve life skills and employment potential of its participants by providing military-based training and supervised work experience, together with eight core components. One important element of this program involves assisting participants with the necessary tools and education necessary to receive a high school diploma or its equivalent.

NGYCP functions within a unique management structure. Individual NGYCPs operate under the direct implementation of the State National Guard Adjutant General. Administration of the program is provided by the National Guard Bureau (NGB). Through contractor support, NGB inspects each program’s operations for compliance and program’s resource management procedures. However, by law, the NGYCP is under the overall management and oversight of the Secretary of Defense which is delegated to OASD/M&RA.

As per the evaluation guidance provided by the Office of Management and Budget, OASD/M&RA contracted with MDRC to conduct a rigorous longitudinal study on the NGYCP. The three (3) year evaluation validated and concluded that the NGYCP enriches the lives of its program graduates. Despite this well-documented success, there are a number of NGYCP programs throughout the country that are not meeting enrollment and graduation goals.

Other NGYCP programs are operating at input and output levels below what their states’ dropout rates would predict. The reasons for the declines in utilization or performance of these NGYCP sites are complicated, varied, and are different for each specific site. In most cases, declining performance is caused by a mixture of problems that have not been easily identified or corrected.

OASD/M&RA have been investigating the actual reasons for the declining trend in performance of certain NGYCPs, and will need to identify solutions to its policies and regulations that can be proposed and implemented at the Departmental as well as at the state and local levels.

Section 2193b of title 10, USC authorizes the Secretary of Defense (SecDef) to conduct a science, technology, engineering and mathematics education improvement program. The purpose of the program is to improve knowledge and skills of students in kindergarten through twelfth grade. The SecDef shall establish guidelines, criteria, and a process for the establishment of STARBASE programs. The SecDef shall prescribe regulations governing the conduct of the program. Subparagraph (g) requires that the Secretary of Defense submit annually to the Congress a report on the program covering its design and conduct, and evaluating its effectiveness.

2.0 Scope/Objective.

This Performance Work Statement (PWS) documents how the OASD/M&RA intends to develop and implement a training, assistance and assessment program designed to increase the enrollment, retention, and graduation rates of NGYCPs. Currently there are 40 existing NGYCP sites located in 33 states and one (1) territory. This training, assistance and assessment program enhances, facilitates, and works with the NGYCP Directors and their staff at the state level, and with the NGB and OASD/M&RA program offices to implement initiatives that will increase enrollment, retention, and graduation rates. Additionally, the PWS will support OASD/M&RA in the evaluation and assessment of the DoD STARBASE Program by implementing a programmatic reporting mechanism, by assisting with the professional development of program staff, by reviewing program lesson plans, by enhancing the program’s strategic communications and outreach plan, by recommending strategies and developing best practices for enhancing performance of DoD STARBASE Program sites, by supporting existing and new afterschool outreach programs and by supporting new sites that are anticipated to be added each year. In addition, to prepare and draft an annual report to the Congress, as required by 10 USC 2193b, on the design, conduct, and effectiveness of the DoD STARBASE Program in increasing young students understanding and appreciation of science, technology, engineering, and mathematics. Furthermore, training assistance in the form of workshops for program directors and teachers will need to be conducted. Currently there are 66 existing DoD STARBASE Program sites located in 33 states and one territory which include outreach initiatives to Native American communities.

The Offeror shall describe its technical approach to accomplish the requirements outlined in the PWS. The Technical Approach shall contain sufficient content for the Government to determine whether the Offeror understands and can perform the PWS requirements. To demonstrate understanding, the Offeror shall propose sound, practical, and feasible methods to accomplish all tasks identified in the PWS.

The Offeror shall submit a table showing its labor mix to accomplish the required tasks of the PWS. The table shall provide the individual’s name, name of proposed position, list of the PWS task(s) the individual will perform, and the number of hours proposed for the individual. For the name of the proposed position, the Offeror shall indicate which key position defined at PWS para 2.1 the individual will fill. If the individual is not filling one of the key positions defined at PWS para 2.1, the Offeror shall list a position name that conveys the individual’s duties (e.g., Tehnical Editor).

Factor 2 - Personnel Resumes:

The Offeror shall demonstrate through the submission of resumes that the key personnel defined in Section 2.1 of the PWS meet the criteria stated in Section 2. Individual resumes are limited to three (3) pages per individual (not including the letter of intent). Resumes shall contain the following information to demonstrate the proposed individuals to meet the qualifications specified in the PWS.

Resume Information:

b. Full Name

c. Employment Status – Specify whether the proposed individual is currently employed by the prime or a subcontractor (shall include letter of intent for any employee not currently employed by the prime contractor).

d. Education (degrees, certification, specialization, additional training)

e. Current Employer, Job Title, and Dates Employed

f. Company Name and Dates for Experience with other firms, specifically positions that demonstrate experience fulfilling requirements similar to those listed in the PWS.

Factor 3 - Past Performance:

The Offeror shall submit past performance information on contracts/projects that have occurred within five (5) years of the quote date. The Offeror shall provide at least three (3) past performance summaries, but no more than five (5) past performance summaries, of each experience outlining the details of management of the contracts/projects, duties and how the work was accomplished. The summaries shall be no more than three (3) pages each and include the name of the contract/project, name and contact information for customer, contract/project number, dollar value, period of performance, and description of services provided by major task and how they are relevant to the requirements of the PWS in terms of scope, size, and complexity. If a firm has no relevant past performance history of the same or similar scope, size, and complexity of this requirement, the Offeror must affirmatively state that it possesses no past performance experience of the same or similar scope, size, and complexity.

Factor 4 - Price:

The Offeror shall submit a firm-fixed-price for Contract Line Item (CLIN) 0001 as listed in the RFQ and a breakdown of the proposed positions, labor rates, and hours used to arrive at the aggregate CLIN pricing. The pricing volume shall be submitted as a separate document. Offerors shall also submit a completed Attachment 1 – Pricing Template.

The Offeror shall not propose a price for CLINs 0002 (Travel) and 0003 (Other Direct Costs) since both of these CLINs are Cost Reimbursable and will be administered on a not-to-exceed basis. The estimated amounts are as follows: CLIN 0002 (Travel): $300,000.00, CLIN 0003 (Other Direct Costs): $425,000.00.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation.

Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.
