PART I

1. GENERAL: This is a non-personnel services contract to provide street sweeping support services for the Pentagon Reservation.

1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, non-personal services, and other items necessary to perform street sweeping support services as defined in this PWS.

The Contractor shall perform to the standards in this contract. The Government will not exercise any supervision or control over any sub-contractor used to perform services herein.

Such sub-contractors shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

1.2 Background: Washington Headquarters Services (WHS) is the essential services provider for the Office of the Secretary of Defense (OSD) and Department of Defense (DoD) agencies in the National Capital Region (NCR), including the Pentagon. WHS provides a wide range of centralized capabilities to DoD headquarters, OSD, and DoD components, enabling economies of scale for delivering essential administrative services to fulfill the mission of the DoD. WHS aligns under the Director of Administration in the Office of the Deputy Chief Management Officer.

1.2.1 WHS directorates and personnel support the mission of DoD customers by managing DoD-wide programs and operations for the Pentagon Reservation, Mark Center, and DoD-leased facilities in the NCR.

1.2.2 In this contract, the term “Pentagon Reservation” refers to the Pentagon building and its supporting facilities (e.g., ancillary buildings, parking lots, roads), such as the Heating and Refrigeration Plant and the North Village. This term does not include the Mark Center and DoD-leased facilities.

1.2.3 The WHS Facilities Services Directorate (FSD) provides operational support, including implementation of a compliant stormwater program under the General Permit for Discharges of stormwater from Small Municipal Separate Storm Sewer Systems (MS4 permit) managed by the Virginia Department of Environmental Quality.

The MS4 permit establishes maximum loads of pollutants that can be discharged into the storm sewer system and surface waters.

1.3 Objective: The purpose of this contract is to:

a) Establish a street sweeping program to reduce the amount of pollutants being discharged from exterior hard surfaces (i.e., roads and parking lots) at the Pentagon Reservation to surface waters, to support compliance with the MS4 permit.

b) Improve the aesthetics of the site while helping to meet regulatory requirements.

4 | P a g e

(2) It is [ ] is not [ ] a corporation that was convicted of a felony criminal violation under a Federal law within the preceding 24 months.

(End of provision)

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government may reject any offer not substantially in compliance with the terms and conditions of the solicitation. The Government may reject any proposal if such action is in the public interest, and waive informalities and minor irregularities in proposals received.

The basis for award is Lowest Price Technically Acceptable (LPTA). After receipt of Offers, the Government will first evaluate the lowest price quotation. If the lowest price offer is determined to be technically acceptable and otherwise properly awardable, no further evaluations will be conducted, and award will be made. If, however, the lowest price proposal is determined to be technically unacceptable and/or otherwise not properly awardable, further evaluations will be conducted.

The following factors shall be used to evaluate offers:

1) Price

2) Capabilities/Technical Approach

Price will be evaluated in accordance with FAR 15.404-1 (Proposal Analysis). Evaluation will be based on price analysis techniques to determine if they are fair and reasonable and reflect a clear understanding of the requirement. The offeror shall provide their proposed firm-fixed prices in the bid schedule (attached) which will be used to evaluate cost for the award. The Price factor will not receive a rating.

For evaluation purposes only, the total evaluated price is the sum of the total prices submitted for (a) the base period, (b) all option periods, and (c) the six-month extension authorized by FAR clause

18 | P a g e

52.217-8. For purposes of determining the evaluated price for the six month 52.217-8 extension, the total price is calculated as one-half of the total price of the final option year. Evaluation of options shall not obligate the Government to exercise the option(s).

Capabilities/Technical Approach will be rated as Acceptable or Unacceptable. In order to be found technically acceptable, the Government will evaluate the adequacy of the offerors approach in meeting the requirements in the solicitation and all attached documents. The proposal shall demonstrate how the Offeror will comply with the solicitation.

TABLE 1. Technical Ratings

Rating Description

Acceptable Proposal/quotation clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal/quotation does not clearly meet the minimum requirements of the solicitation.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS
