STATEMENT OF WORK

1.0 PROJECT OVERVIEW

1.1 Administration of Contract

This Contract will be administered by a Washington Headquarters Services (WHS) Acquisition Directorate (AD) Contracting Officer (KO) and Contract Specialist (CS) with assistance from the WHS Facilities Services Directorate (FSD) Construction Management Division (CMD) Contracting Officer Representative (COR) /Government Project Manager (GPM). For this Statement of Work (SOW), Government refers to the KO, the CS, or the COR/GPM.

1.2 Project Background and Objective

The Pentagon Memorial lighting and electrical distribution systems are in need of repair and replacement.

Existing electrical conduits are damaged and undersized. All conduit must be replaced. Water infiltration is believed to be the main cause of the ongoing maintenance issues. The objective of this project is to provide a design-build project to design and replace the light fixtures and the electrical conduits and circuits with a water tight solution. The solution must maintain the Memorial’s design intent to separately illuminate each Memorial Unit basin with a below water-level fixture for each basin. The Contractor will have flexibility in the design as far as conduit sizing, routing, material, etc. (while meeting all specified contract requirements) with the intent of achieving a long lasting solution that satisfies the original design-intent while requiring minimal maintenance. All Memorial lighting shall be re-designed and replaced to match as closely as possible the existing to include Memorial unit lighting, tree lighting, path and walkway lighting, perimeter lighting all as more fully described below.

This Statement of Work (SOW) describes the requirements necessary to complete the design-build (DB) construction repair of the existing Pentagon Memorial lighting and associated electrical distribution systems. The Pentagon Memorial is a newly constructed site dedicated to the 184 victims of the 9/11 attack on the Pentagon. The focus of the Pentagon Memorial park is the one-hundred and eighty-four memorial units. Each unit is dedicated to an individual victim. The field of memorial units is arranged as a timeline of the victim's ages, from 3 to 71. The western edge of the site is defined with an "age wall" that grows an inch in height relative to the age represented by the rows of memorial units. The site is operational 24 hours a day, 365 days per year (e.g. includes all holidays) and must be kept in an “Exceptional Appearance” condition with the exception of the construction area. Work to be performed during normal business hours.

As a park, the mechanical systems, electrical systems, illumination system, water flow systems, and landscaping present further challenges as a consequence of the design recognition the Memorial gives to each of the 184 individual units. Given the patriotic and emotional significance and the high public visibility of this Memorial, special care is required to assure that all aspects of the Memorial function with a high degree of electrical reliability and visual presentation.

1.3 Project Location

The Pentagon Memorial is located to the west of the Pentagon and east of Rt. 27. See Attachment A.8 for aerial location plan. Site access is from South Parking to the south of the site. Refer to SOW Attachment A12: “Project Aerial Location Plan and Area of Work Plan”.

1.4 Period of Performance

• The Period of Performance (PoP) for this project shall not exceed (765) calendar days for the Contract. All work associated with the project must be completed no later than June 1, 2021.

• The Contractor shall submit a schedule with their proposal showing the mobilization, demolition, weather related delays, special ceremony work stoppage, design phase, 2019 & 2020 September 11 Observances, including Government approvals, anticipated permitting and closeout schedule as noted in Attachment K, and the construction phase.

The Contractor shall refer to the Technical Evaluation Criteria for the proposal's scheduling requirements, and SOW Attachment A2: “FSD Construction Management General Requirements”, section 2.2.2D.1.f., for post award scheduling requirements.

• Due to this project’s sensitivity, the Contractor’s proposal and schedule shall also include 4 days a month of work stoppage to be directed by the Government due to special events.

See Attachment A2: ‘FSD Construction Management General Requirements Ver.3’ for additional schedule constraints that must be accommodated within the period of performance.

• The Contractor shall allow an initial 30 days for the Government to review and approve the memorial lighting “mock-ups”. The contractor shall allow 15 calendar days for Government follow-up reviews for mock-up submittals responding to Government comments.

• New construction cannot begin until 35% design submission and all product submittals are approved by the government.

2.0 TECHNICAL REQUIREMENTS

However, these documents are provided for information only and are not warranted to show conditions as they actually exist. The DB cont rac to r shall verify (by field investigation) information shown on the as-built drawings (which is relevant to the project) for accuracy and make its own determinations to ensure technical adequacy of the DB contractor’s design. The Contractor shall provide an existing conditions report outlining the requirements necessary to facilitate a design that meets the Government’s requirements both functionally and aesthetically that maximizes function (sufficient lighting that meets the original design intent), sustainability, reliability and serviceability. The Contractor shall provide the following to include but not limited to the following:
