SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
EVALUATION FACTORS FOR AWARD
EVALUATION FACTORS FOR AWARD
Section M - Evaluation Factors for Award
EVALUATION FACTORS
The Government intends to evaluate proposals and issue three (3) Basic IDIQ contracts and the first task order with no discussions as a result of this solicitation. The Government reserves the right to award more than three (3), less than three (3), or to award no IDIQ contracts at all.
However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. With this understanding, the Offeror’s proposal should contain the best terms from a price and technical standpoint. The Government intends to award to the Offeror’s whose proposal represents the best value and is the most advantageous to the Government. The Government will conduct evaluations in accordance with FAR 15.3, 15.4 and 16.5. The evaluation will include a two-step process to include a 1) Pass/Fail and 2) Tradeoff process in order to determine the best value to the Government. Awards will be made based on best value which allows for award to other than the lowest priced Offeror or other than the highest technically rated offer. The Government may reject any or all proposals if such action is in the public interest, accept an offer other than the lowest priced proposal, and waive informalities and minor irregularities in proposals received.
However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all proposals if such action is in the public interest, accept an offer other than the lowest priced proposal, and waive informalities and minor irregularities in proposals received. Vendor evaluation will be conducted in accordance with FAR Part 15.3 and Sub-Part 15.404(b)(2) for pricing.
The Government will award IDIQ contracts for this solicitation to the responsible Offeror whose proposals conforming to this solicitation will be most advantageous to the Government, price and other factors considered. Additionally, the Contracting Officer will make awards to the Offerors representing the best value to the Government based on the aforementioned criteria.
Offerors are cautioned that since this source selection utilizes the trade-off method, award might be made to other than the lowest price offer.
Please Note: The Department of Defense is facing ongoing budget pressures which will continue into future fiscal years. The Government strongly encourages best pricing solutions when responding to this requirement.
Offerors shall be evaluated for the Basic IDIQ first. Only final IDIQ awardees shall have task order proposals evaluated.
The evaluation process shall consist of the following steps:
Pass/Fail (Part of Volume 1: no page limit)
Proposals will be reviewed to see if they include all of the following: Failure to provide all of the following items as indicated under Section L of this solicitation the proposal will receive a Fail and will not be evaluated further.
Proposals must include all of the following to receive a Pass/Fail:
• Proposal received in accordance with the due date and time as stated in the solicitation.
• Offeror has accepted all terms and conditions of the RFP and any amendments. (Signed 1449)
• The Offeror has an active Top Secret facility clearance and has Top Secret Level of
Safeguarding capabilities as of the time of proposal submission. The Government shall confirm this information in the Defense Security Service Industrial Security Facilities Database (ISFD).
The ISFD will serve as the authoritative source for this information for this solicitation.
• Proof of an Acceptable Certified Cost Accounting System
The Offeror must have an active Top Secret facility clearance. In addition, the Offeror must meet one of the following requirements:
A. The Offeror has a Top Secret Level of Safeguarding capabilities as of the time of proposal submission. The Government shall confirm this information in the Defense Security Service Industrial Security Facilities Database (ISFD). The ISFD will serve as the authoritative source for this information for this solicitation or
B. No more than 24 months prior to the proposal due date, the Offeror possessed a Top
Secret Level of Safeguarding capabilities. The Offeror must provide evidence that it possessed Top Secret Level of Safeguarding capabilities within 24 months prior to the proposal due date. An example of such documentation is a Defense Security Service memorandum, correspondence, documentation or email, showing that the Offeror had this capability.
1. Evaluation Factor Order of Importance
Factor 1 (Corporate Experience and Management Approach) is more important than Factor 2 (Past Performance); Factors 1 and 2 combined are more important than Factor 4 (Price). The importance of Factor 4 will increase as Factors 1 and 2 become equal.
Factor 3 (Subcontractor Management and Small Business Commitment) is pass/fail.
Task Order
Factor 1 (Technical Approach/Staffing Plan) is more important than Factor 2 (Price)
2. Evaluation
Factor 1 – Corporate Experience and Management Approach
The Government will evaluate the Offeror’s demonstrated corporate experience in supporting Section 4, of the PWS. The Government will review the past projects submitted with Offeror’s proposal, and it will evaluate the extent of the projects’ scope, size, and complexity within the past five (5) years. More relevant experience shall be considered more favorably in evaluating corporate experience. Projects performed as the prime will be considered more relevant than projects performed as a subcontractor. DoD projects will be considered more relevant than non-DoD projects.
The Government will evaluate the extent to which the Offeror demonstrates the ability to manage and appropriately staff areas to support future Task Orders to include the extent of their proposed Program Management Approach; Detailed Implementation Approach and Plan; and Uuse of Internal and External Sources to support the requirement. The Government will also evaluate their plan to respond to demand for experienced cleared personnel with required experience and education available for new task orders in a reasonable time.
The Government will evaluate the extent of the experience of the Program Manager and ability to support the overall contract.
Factor 2 - Past Performance
The Offeror team past performance will be evaluated based on the Offeror team relevant experience during the last five (5) years and may use one or more sources of information including, but not limited to, past performance questionnaires, project descriptions, past performance information in various government databases and other sources. The Government reserves the right to obtain and utilize information obtained by the Government from sources other than those identified by the Offeror. The evaluation will consider the extent of the Offeror’s ability to meet project quality, performance, schedule, customer satisfaction, and will consider noted concerns or areas for improvement.
The Government will evaluate Offeror team past performance as it relates to the scope of work in the Basic IDIQ PWS. Greater consideration will be given to technical solutions that demonstrate successful implementation of programs similar in size, scope, and complexity to the Basic IDIQ PWS.
Factor 3 - Subcontractor Management and Small Business Commitment: Pass/Fail
The contractor will receive a pass if the following information is provided:
• List by name the small business subcontractors to be utilized and the type and complexity of services they are to provide.
• State quantitatively the extent small businesses will be utilized in terms of the total value of CMSS and provide supporting explanations or documentation.
• Provide evidence of your commitment to small business, e.g. letters of intent or actual teaming agreements.
• Roles and responsibilities of each subcontractor
• Detail the lines of authority between prime and subcontractor(s)
• Provide detailed reporting requirements for each subcontractor
The Government will evaluate the subcontractor management plan and the vendor’s commitment and outlined ability to maintain its stated percentage of the total contract value of CMSS awards to small business concerns throughout the life of the contract.
Factor 4 – Price The Government will evaluate the offeror's proposed labor rate pricing to ensure that it is complete, and fair & reasonable. Pricing is complete when the vendor provides government-site and a contractor-site hourly labor rates for each labor category for each contract year. No other labor categories other than what has been provided by the Government will be accepted on the Basic IDIQ or any subsequent Task Orders.
The Government will calculate the offeror's Total Evaluated Price as follows:
For each labor category listed in the pricing template, the Government will multiply the offeror's proposed labor rate by the estimated number of hours provided by the Government, resulting in the extended price for that labor category. (Vendors may not alter the Government's labor hour estimates.) The offeror's Total Evaluated Price will be the sum of all the extended prices, across the base year and the option years.
Only Offerors selected for the Basic Contract will be evaluated for award of the task order.
Task Order
Note: Funding is not currently available for this task order due to the Continuing Resolution though full funding is expected once the Congressional Budget is passed. The task order award MAY be subject to Availability of Funds.
52.232-18 -- Availability of Funds.
Availability of Funds (Apr 1984)
Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
Factor 1 – Technical Approach/Staffing Plan
The Technical Approach will be evaluated to determine the extent to which it demonstrates the Offeror’s understanding of the requirement as outlined in the PWS. The Government will evaluate the extent to which the Offeror can demonstrate their ability to manage the team proposed including a staffing plan and resource allocations and to effect a smooth task order start-up. Additionally, the resumes will be evaluated for the completeness and the extent of the experience provided.
Factor 2 - Price
This effort is Fixed-Price Level of Effort (FPLOE).
Price will be evaluated to determine whether it is fair & reasonable. Price proposals will be evaluated independent of technical evaluations. Price discounts may be requested at any time, even if the initial proposal included them. Price will be evaluated using FAR 15.404-1(b) Price analysis for commercial and non-commercial items.
While price will not be assigned a rating during the evaluation, the offeror’s Total Evaluated Price is a factor in the tradeoff between proposals. Task Order 1 pricing must be completed using the provided Task Order Excel Spreadsheet (Attachment 3b) and Basic IDIQ labor categories. Additionally, award will further be contingent upon determinations of contractor responsibility.
EVALUATION OF OPTIONS
This applies to the Base Contract and Task Order Awards.
For evaluation purposes only, the total evaluated price is the sum of the total prices submitted for (a) the base period, (b) all option periods, and (c) the six-month extension authorized by FAR clause 52.217-8. For purposes of determining the evaluated price for the six-month extension authorized under FAR clause 52.217-8, the total price is calculated to reflect a continuation of services at the same labor rate as Option IV. Evaluation of options will not obligate the government to exercise the option(s).
Although the FAR 52.217-8 clause will be evaluated at time of Proposal submission, it will not be included in the total value of the resultant contract award unless required in the future by modification of the contract.
Evaluation Ratings
Receipt of a “Marginal” or “Unacceptable” rating for Factors 1 for the Base Contract Award and/or Task Order respectively and Factors 2 for the Base Contract will make the proposal unawardable and the Offeror will be considered ineligible for award and not evaluated further.
The following adjectival ratings shall be used as a guide in assigning the ratings for each of the areas to be evaluated, with the exception of Past Performance and Price:
Combined Technical Approach/Capability and Risk
Rating Description Outstanding Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. The proposal contains no significant weaknesses. Strengths far outweigh any weaknesses.
Risk of unsuccessful performance is low.
Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths that outweigh any weaknesses. Risk of unsuccessful performance is low.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Weaknesses and strengths are offsetting or will have little to no impact on contract performance. Risk of unsuccessful performance is moderate.
Combined Technical Approach/Capability and Risk

The Government will first determine how recent and relevant a specific effort accomplished by the offeror is to the effort to be acquired by the RFP. The Government will consider the relevancy and recency of the Offeror team past performance, source of the past performance information, context of the data, general trends in offeror’s performance for the specific effort, and the size (approximate value and/or full time equivalents), scope, and complexity of the specific effort. Projects performed as the prime will be considered more relevant than projects performed as a subcontractor. DoD projects will be considered more relevant than non-DoD projects. The Government will then assign one of the following past performance relevancy ratings:
Past Performance Relevancy
Rating Definition Very Relevant Present/past performance effort involved essentially the same magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved much of the magnitude of effort and complexities this solicitation requires.
Somewhat Relevant
Present/past performance involved some of the magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance did not involve any of the magnitude of effort and complexities this solicitation requires.
Neutral No record exists – neither favorably or unfavorably
The Government will then review all past performance information collected and determine the quality of the offeror’s performance, general trends, and usefulness of the information.
The Government will then assign one of the following past performance confidence ratings based on the offeror’s overall record of recent, relevancy, and quality of performance.
