CONTRACTOR SENSITIVE 08/16/2017

DoD CIO Mission Support Services Labor Category Definitions

The tables below define labor categories (LCAT) for the DoD CIO Mission Support Services contract (CMSS).

There are eight families of CMSS LCATS: Management Consultant, Administrative Assistant, Cybersecurity Analyst, Systems Analyst, Network Engineer, Systems Engineer, Subject Matter Expert, and Program Manager.

Each LCAT family is broken out into skill levels; the skill level represents an actual labor category, e.g. Management Consultant IV. The tables give the overall responsibilities of each LCAT family and the LCAT number, title, description of responsibilities, skill level, and experience and education requirements for each labor category.

The following table gives experience equivalencies for education requirements.

Degree Experience Equivalency BS/BA Four years related experience MS/MA Six years related experience PhD Eight years related experience

These experience equivalencies are in addition to the experience requirements of the labor category, and “related experience” means experience similar to the labor category requirements of the specific labor category. Each year of related experience may be substituted for one year of education.

For example, the Cybersecurity Analyst IV labor category requires a Master’s Degree and 12 years related experience. These requirements may be satisfied by no degree and 18 years related experience (12 years required by the labor category plus an additional 6 years), or a BS/BA and 14 years related experience (12 years required by the labor category plus an additional 2 years).

There are no education substitutions available for experience, i.e. a degree may not be substituted for years of experience.

There are no labor category requirements for specific professional certifications, but relevant professional certifications contribute to contractor employee qualifications and are encouraged. Professional certifications may not be substituted for experience or education requirements.

Unique professional skills are defined as those bona fide executive, administrative, or professional skills for which the expertise required or duties performed are within the Basic Contract’s scope, but are so specialized or rare that they are not explicitly defined in any labor category description herein. The Contracting Officer will determine whether circumstances warrant use of unique professional skills. Based on price or cost analysis, the Contracting Officer will negotiate a fair and reasonable labor rate with the Contractor at the Order level. A Contractor may propose a new or different skill level category when proposing Ancillary Support consistent with this Section, provided that the Contractor complies with all applicable contract clauses and labor laws, including the Service Contract Act or the Davis Bacon Act, as applicable.

*Some labor categories require education in a technical discipline; these requirements are satisfied by a degree in computer science, information systems, engineering, mathematics, physics, or similar.
