SYNOPSIS

Architectural/Engineering Services are required to provide effort primarily for, but not limited to, architectural and engineering services in support of project planning and programming, and design and construction activities related to planning, programming, and cradle-to-grave execution of projects or portions thereof on Pentagon Reservation. Also providing architectural and engineering effort for Federally owned and leased buildings controlled and/or operated by the Department of Defense in the Washington, D. C. Metropolitan Area to include the Mark Center and the Raven Rock Mountain Complex, PA, as required by WHS/FSD. Services may include the development of previously undisturbed land. The projects and task orders will be negotiated and issued by the WHS Acquisition Directorate, in support of the Facilities Services Directorate and Washington Headquarters Services mission.

WHS anticipates awarding an Indefinite Delivery/Indefinite Quantity contract to a single awardee. The contract shall provide for a one-year base period and four one year options, with the same terms and conditions. The option period may be exercised when the contract amount for the base period or preceding option period has been exhausted. The contract’s total dollar amount shall not exceed $8,000,000.00 per year, and the minimum dollar amount for any task order shall not be less than $3,500.00. The minimum guarantee is established at $25,000 for the base year only. The option periods will have no minimum guarantee. The solicitation is unrestricted and subject to full and open competition.

PROJECT INFORMATION:

The scope of services may include: preparation and review of design and construction documents that may include force protection design and analyses, review of system and product submittals;

statement of work development; development and review of acquisition strategies; development and review of project schedules and cost estimates; full range of project controls services as applicable to cradle-to-grave project development and execution; and analyses of claims. The scope of services may extend to: master and project planning and programming, land surveys, multi-disciplinary studies, engineering analyses, field and sub-surface investigations, destructive and non-destructive testing, risk analyses; and project, program and construction management support. These services are for a variety of projects that encompass major technical disciplines such as: architecture, landscape architecture, interior architecture, mechanical engineering, electrical engineering, electronics engineering, structural engineering, civil engineering, geotechnical engineering, transportation engineering, water engineering, fire protection engineering, and environmental engineering. The specificity of required services will be stipulated in each task order.

A/E services may be utilized within the context of capturing requirements and producing bridging documents for a design-build approach to various projects, followed by multi-discipline design review. Services may include specialized areas such as: historic preservation, anti-terrorism/force protection regulation compliance, project risk analysis and mitigation, and environmental analysis and assessments. The services may also be used to assist the Government in determining appropriate solutions for design/construction errors or omissions and quality assurance.

SELECTION CRITERIA

All information is to be submitted on Standard Form SF-330. Selections shall be based on the following criteria (a-i) listed in descending order of importance (sub-items listed under a criteria are of equal importance):

a. Professional Qualifications:

Professional qualifications necessary for satisfactory performance as demonstrated by education, experience, professional registration, management ability of awarded tasks;

also personnel assigned to the contract and any applicable outside consultants.

b. Specialized Experience:

Demonstrate multidisciplinary technical competence in cradle-to- grave project planning, design and execution as applicable to renovation, alteration, repair, maintenance and new construction of commercial and government facilities (preferably secure/operational facilities) with varied use including commercial office-type space, utility plants, IT infrastructure, roads, parking lots and transportation networks. Furthermore, demonstrate multi-disciplinary technical competence in the following specialties: technological research, engineering investigative services to include subsurface investigations, inspection and in-depth analyses of materials, products and systems to include legacy systems that no longer comply with existing codes and no longer conform to current construction principles and practices. Include experience in historic preservation and environmental analysis/assessments; also anti-terrorism/force protection requirements, analyses and practices. Also, force protection design and risk analysis as applicable to DoD facilities and other secure/operating environments. Include experience in energy conservation, pollution prevention, waste reduction, use of recovered materials, low impact development, and sustainable design using LEED reporting tools. Include experience in transportation infrastructure design and transportation demand management.

c. Capacity:

Demonstrate capacity to accomplish the work in the required time. Discuss availability of proposed team(s) and individuals representing the required technical discipline.

Discuss how surge workload in a particular technical discipline and spikes in task orders would be managed. Offeror will be judged on capacity to accomplish multiple simultaneous task orders in the required time. As a minimum list the following disciplines: architect, planner, civil engineer, structural engineer, geotechnical engineer, transportation engineer, environmental engineer, electrical engineer, energy conservation specialist, mechanical engineer, plumbing specialist, commissioning specialist, landscape architect, and sustainable development personnel.

d. Past Performance:

List past performance on contracts with DoD or other federal agencies and private industry in terms of cost control, quality of work, and compliance with project schedules.

Describe the process and qualifications of key persons responsible. List previous contracts and include the name and telephone number of the person who was the point of contact representing the Government or private industry, as a reference. Describe why projects are relevant to solicited work. Indication of favorable performance ratings, awards, and repeat clientele in Section H of the SF330 is recommended.

e. Design Capability:

Demonstrate innovative design capability indicated by receipt of a design award from a nationally or regionally recognized group within the past five years; or publication in nationally or regionally recognized journal. Discuss design capability and encountered complexity on same or different projects involving the following technical disciplines:

civil, structural, geotechnical, mechanical, and electrical.

f. Location:

Location in the general geographic area of the Washington DC National Capital Region (NCR) with demonstrated knowledge of the local codes and regulations. The prime and consultants should be located within a 30-mile radius of the Pentagon Reservation located in Arlington, VA.

g. Cost Control Effectiveness:

Demonstrate cost control effectiveness as a percentage deviation between the final estimate and low bid/offer on projects in the past five (5) years.

h. Electronic Data Standards:

Indicate capability to provide computer drawing data in Bentley Systems MicroStation, Version V8 and higher. Conversion from other non-MicroStation format such as AutoCAD is not authorized.

i. The Offeror shall submit a Small Business Participation Plan which will be used for the purposes of evaluating the extent to which offerors identify and commit to small business in contract performance.

j. The offeror must have an active/current Facility clearance at the Secret level when the response to this synopsis is submitted.

All information requested in this announcement and on the form, including prime, joint venture, and/or consultants, must be contained in the SF 330. Responses to this announcement must be received by 3:00 PM EST on January 23, 2012 to be considered for selection. Prior to final selection, firms considered highly qualified to accomplish the work may be interviewed either by telephone or by formal selection. This is not a request for proposal.
