HQ0034-12-R-0014 A&E SERVICES

January 6, 2012 Responses to Request for Information

1. Is this solicitation a re-compete? If so, who are the incumbent(s)?

Yes. The incumbents are: Shalom Baranes-HSMM JV located in Washington, DC

2. Are all of the personnel to be assigned to the contract required to have a security clearance? If so, at what minimum level?

All offerors must have an active/current Facility clearance at the Secret level when the response to this synopsis is submitted.

Not every Task Order will require a secret clearance; accordingly, if a Task Order is issued with a DD254 requiring a Secret clearance all prime and sub-Contractor personnel that require access to Pentagon Reservation infrastructure design or Information Technology Systems design must be United States Citizens and shall at a minimum, be eligible for access to classified information at SECRET level as verified through the Joint Personnel Adjudication System (JPAS). The Prime Contractor, not later than 10 calendar days after task order award, shall provide Visit Authorization Requests in accordance with the National Industrial Security Program Manual (DOD 5220.22-M) and any instructions contained in a DD Form 254 (Contract Security Classification Specification), that will accompany the Request for Proposal (RFP) on all personnel (Prime and Sub-Contractors) that will be required to have access to Pentagon Reservation infrastructure design and/or Information Technology Systems design, including Raven Rock Mountain Complex, PA. Failure to provide the required documents within the time specified by this paragraph may result in the Government terminating the contract for default.

3. Are all personnel to be assigned to the contract required to be located at offices within the 30-mile radius limit or can some personnel (such as supplemental support staff) be located in offices outside of the limit?

The 30-mile radius is being changed to a 50-mile radius; accordingly, costs associated with travel within the 50-mile radius by any contractor/sub-contractor assigned to this contract will not be reimbursed for travel and travel costs should not be included in the A/E cost proposal. However, costs associated with special consultants that might be required for individual task orders will be reimbursed in accordance with Joint Travel Regulations (JTR).

4. Would the successful offeror be expected to provide any full-time and/or part-time staff on-site at any of the Pentagon Reservation sites? If so, can you give an approximate estimation as to number and type of staffing required at each site?

This has not been a normal part of WHS’s AE requirements; however, this would depend on individual task orders.

5. Are there any specific sub-contracting goals for small and/or disadvantaged businesses? If so, please define.

If the AE selected is other than a Small Business concern, the A-E shall be required to submit a subcontracting plan with the final proposal as required by FAR 52.219-9, Small Business Subcontracting Plan. The DOD Office of Small Business Programs considers the following goals reasonable and achievable: Small Business: 36.7% of planned subcontracting dollars: Small Disadvantaged Business: 5% of planned subcontracting dollars: Women Owned Small Business: 5% of planned subcontracting dollars: Service-disabled veterans: 3% of planned subcontracting dollars and Hubzone: 3% of planned subcontracting dollars

6. Is there a page limit to the SF330?

Interested firms having the capabilities to perform this work must submit four copies of SF 330 Part I, and four copies of SF 330 Part II for the prime firm and all consultants, and one searchable electronic portable document format (*.pdf) of the entire submittal on a compact disc (CD) to the address below at the time and date below. The SF 330 Part I shall not exceed 70 pages (8.5" x 11"), including no more than 30 pages for Section H plus no more than 15 pages for letters of commendation, awards, and previous project evaluations. Each side of a sheet of paper is a page. Use no smaller than 10 font type. Include the firm's DUNS number in SF 330, Part I, Section H. In Section H also indicate the estimated percentage involvement of each firm on the proposed team. Facsimile transmissions will not be accepted.

7. Are double-side pages acceptable?

Yes; however, each side of a sheet of paper is considered a page.

8. How many hard copies of the SF330 are required, or can it be submitted electronically in PDF format?

See paragraph 6 above.

9. Can the SF330s be hand-delivered to the Contracting Office Address as identified in the announcement? If not, where should they be delivered and how?

Yes the SF330s can be hand delivered.

10. Does just the Prime need to have the Secret FCL?
