January 13, 2012 Responses to Request for Information #2

1. The answer to question 2 on page 1 of the Q&A states that "all offerors must have an active/current Facility clearance at the Secret level when the response to this synopsis is submitted." For two firms that are submitting as a Joint Venture, please confirm that it is acceptable for each of the JV entities to have active FCLs registered to the main facilities for each corporation (and not that there must be a singular active FCL registered to a CAGE code assigned specifically to the Joint Venture before contract award.)

If submitting as a Joint Venture, and both companies cage code has a FCL,one of the two cage codes provided for the JV would be all that is required,since that cage code is associated with the FCL. However, if you select to obtain a new cage code for the joint venture then a new FCL would be required.

2. The answer to question 5 on page 2 of the Q&A states that small business goaling requirements have been set at "36.7% of planned subcontracting dollars: Small Disadvantaged Business: 5% of planned subcontracting dollars: Women Owned Small Business: 5% of planned subcontracting dollars:

Service-disabled veterans: 3% of planned subcontracting dollars and Hubzone:3% of planned subcontracting dollars." Please confirm if the total smallbusiness requirement is set at 36.7%, with each of the small business sub categories contributing to that total, or if the total participation is

52.7% (36.7% plus each of the percentages for the sub-categories listed).

The small business (SB) goals are 36.7%; a percentage and dollar value of total planned dollars available for subcontracting, each of the percentages (sub-categories) are included as a subset of the goal for SB.
