Workforce. DISAM’s mission is to educate the Security Cooperation Workforce to develop and execute innovative Security Cooperation solutions that support mutual United States and partner nation interests. In order to contend with a large course workload, heavy travel requirements, and limited instructional staff to meet worldwide security assistance and cooperation education requirements, DISAM has developed a distance learning (DL) program that incorporates both asynchronous and synchronous courses delivered through a

Learning Management System (LMS). DISAM currently uses Blackboard as its LMS, but that is subject to change. DISAM currently has more than 30 online courses and online learning modules (Learning Guides) available to its students for credit and for performance support to the Security Cooperation Workforce. This program is expanding.

1.3 Objectives Task 1: The purpose of this contract is to provide technical support service to

DISAM in the development of the online products. The contractor will work closely with

DISAM staff to design, develop, deliver, and maintain interactive courseware, graphical elements, scenarios, quizzes, interactions, tests, prepare training packages and presentations for members of the DoD Security Cooperation Workforce. The training packages to be developed will include but are not limited to Computer-Based Training (CBT), Web Based

No contractor proprietary software/hardware will be used and all materials and software developed (inclusive of source code and source code documentation) under this contract shall become the property of DoD.

1.3.1 Task 1: The contractor shall work in coordination with DISAM distance learning development staff within DISAM’s Directorate of Online Learning to develop training packages specifically targeting different aspects of security cooperation. Additionally, the contractor will design course content for classroom courses. This content may take the form of text graphics, quizzes, animations, multimedia, videos, scenarios or exercises, as well as multimedia games to be used in class as agreed to by DISAM during concept development. Contractor shall perform these and additional related tasks in coordination with DISAM.

1.4 Objectives Task 2: The purpose of this contract is to provide technical support service to

DISAM in the management of the learning management system (LMS).

1.4.1 Task 2: Provide technical support to students regarding the LMS to include resolving issues related to certificates, quizzes, login problems, course access, and others as deemed essential by the DISAM Program Manager. Issues related to course content will be passed to the course manager for resolution.
