QUESTIONS AND ANSWERS
HQ0013-16-R-0010 Distance Learning Support solicitation questions and answers.
1. Has a contractor performed similar work to this for the government in the past?
If available, please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
Answer: Yes. This is a re-compete. The contract number is HQ0013-11-C-0002
2. How many active users do you anticipate needing to support?
Answer: As many as 4,000 active users.
3. Do you have a list of requirements that you expect the LMS to support?
Answer: A number of self-paced and facilitated online courses (currently 5, and that will increase) and some classroom courses (currently 5, and that will increase) multiple times per year.
4. Can the Government tell us which contractor is performing this work currently or is this a new requirement?
Answer: TIER 1 PERFORMANCE SOLUTIONS, LLC
5. The proposal instructions specify that “Foldouts count as an equivalent number of 8 ½ by 11 pages.” Does this mean 11x17 pages will count as 2 pages, or will they count as 1 page?
Answer: 1 page.
6. Each volume shall be submitted with a cover page identifying the offeror’s company name, Request for Proposal Number HQ0013-16-R-0010, Volume Number, type of proposal and date of preparation.” By “type of proposal”, does the Government want the Offeror to indicate if the proposal is an Original or a Copy?
Answer: Yes.
7. Would the Government consider not having resumes count towards page count in Volume 1?
Answer: No.
8. In the RFP PWS, section 5.1.3, the eLearning Developer/Technologist position is listed as 1 FTE. However, in section 5.1.3.5 it reads that, “This is a part time requirement.” Is this position 1 FTE or PT?
Answer: It’s part time of .5 FTE.
9. Would the Government allow an extension of at least one week – preferably two weeks, if permitted – regarding the due date for proposals? This would provide us with an adequate amount of response time for a proposal.
Answer: No.
10. A general understanding of US Security Cooperation and Assistance procedures and policies is required.” Is there a specific Government Publication in reference to this requirement?
Answer: To meet this requirement contractor personnel hired to fill these positions can register for and complete the Security Cooperation Orientation Course (SCM-OC-OL) available online at the ISCS website. Direct URL is http://www.iscs.dsca.mil/_pages/courses/online/scm-oc-ol.aspx?section=des (choose registration from drop down menu).
11. LMS Technical Administrator/eLearning Developer Position shows there slight variations in each description including the degree requirement. What is the degree requirement for this position? Which reference most accurately describes your preferred qualifications?
Answer: The LMS Technical Administrator/eLearning Developer shall have a minimum of an Associate’s degree in computer science or a similar field. The individual filling the eLearning Developer / Technologist position only (not the LMS administrator) requires a Bachelor’s degree in computer science or similar field. 1.6.10.1 thru 1.6.10.4 describes the eLearning Developer / Technologist and 1.6.10.5 thru 1.6.10.7 describes the LMS eLearning
Developer / Technologist.
12. The LMS Technical Administrator/eLearning Developer position is described as a dual-role position. If a trade-off has to be made, which of the two skill sets are more important?
Answer: This person will be primarily the LMS Technical Administrator and those skills are more important, but some competency in using the applications described, or at minimum, the ability to learn those applications, is required as well.
http://www.iscs.dsca.mil/_pages/courses/online/scm-oc-ol.aspx?section=des
13. In the RFP PWS, section 5.1.3, the eLearning Developer/Technologist position is listed as 1 FTE. However, in section 5.1.3.5 it reads that, “This is a part time requirement.” Is this position 1 FTE or PT? Should 5.1.1 have read 1 FTE and 5.1.3 read .5 FTE?
Answer: 5.1.1 is 1 FTE and 5.1.3 is .5 FTE.
14. Request clarification on the FTE requirement of the eLearning Developer/Technologist role. Is it 1.5 FTE or 2.5 FTE? Referencing the RFP, here are the clauses which caused some confusion for us. Clause 1.6.10 of the RFP states: "1.5 FTE eLearning
Developer/Technologist." Section 5, Specific Tasks, states the following:
* "eLearning Developer/Technologist (1.5 FTE)" - this is clause 5.1.1.
* "eLearning Developer/Technologist: (1 FTE)" - this is clause 5.1.3. Can you please clarify the required FTEs?
Answer: 5.1.1 is 1 FTE and 5.1.3 is .5 FTE.
