About this file
This is an instructional guide document published by the Commonwealth of Kentucky that provides procedures for vendors to submit bids and proposals through the Kentucky Vendor Self Service (VSS) online platform. The guide contains four primary sections covering the login process, solicitation location and search functions, bid submission procedures, and response withdrawal instructions. Vendors must create or access existing accounts through the VSS portal at https://emars311.ky.gov/webapp/vssprdonline3111d/AltSelfService to participate in state procurement opportunities. The document outlines that solicitations are categorized by type—including Requests for Bids (RFB), Requests for Quotes (RFQ), and Requests for Proposals (RFP)—and can be searched by solicitation number, keyword description, category, type, or status. For RFB and RFQ submissions, vendors must complete response type selection, pricing entry, and delivery day specifications, while RFP submissions require separate attachments for cost, technical, and proprietary information.
The submission process requires vendors to attach supporting documentation such as annual affidavits, bid sheets, and catalogs, with individual file size limitations of 65,000 KB. The system includes a built-in timeout feature after 30 minutes of inactivity, requiring vendors to save changes frequently to prevent data loss. Vendors may submit bids with conditions by selecting the appropriate response type and providing explanation in a comments section. The platform accommodates discount offerings and overall bid comments in a dedicated step prior to final submission and review. Vendors retain the ability to withdraw submitted responses only while the solicitation status remains open through the Solicitation Responses tab, with the system requiring confirmation before processing withdrawal requests.
